偵破不法經營線上博彩 拘一內地男子
2026年7月5日，本局接獲路氹城區一娛樂場舉報，指一名內地男子在直播百家樂機賭博期間行為異常，身體姿勢有別於一般賭客，且不時調整胸前衣物。經娛樂場保安員監察跟進後，懷疑其正進行俗稱“電投”的非法活動，遂將該名男子截獲並轉交本局博彩罪案調查處處理。
經調查，涉案內地男子身穿經改裝的衣服，正面設有一小孔，連接背面改裝袋，以便將手機固定於袋內，透過小孔將手機鏡頭對準直播百家樂機螢幕進行拍攝。同時，涉案男子利用通訊軟件實時直播賭局，並以藍牙耳機接收身處內地客人的投注指令，從中協助下注並謀取利益。
調查顯示，涉案男子事先已備妥改裝服飾及相關設備，作案手法純熟，直播群組中亦存在第三人，證據充分顯示其正協助他人進行電話投注。本局在涉案男子身上搜獲合共19,350港元角子機現金券、作案時身穿的改裝服飾、兩部手機及一組藍牙耳機。
本局根據調查所得，以不法經營線上幸運博彩或線上互相博彩罪將涉案男子移送檢察院偵辦。
Mainland Chinese man arrested in crackdown of illegal operation of online gaming
The Judiciary Police received a complaint from a casino in Cotai on 5th July 2026 that a mainland Chinese man had acted abnormally during his gambling at the live baccarat machine. With a posture unlike the general gamblers, he frequently adjusted the clothing on his chest. Having monitored his behaviour, casino security guards suspected that he was engaging in the so-called “e-betting” illegal online gambling activities, thus intercepting and transferring the man to the Gaming-related Crimes Division of the Judiciary Police.
The involved mainland Chinese man was found wearing a modified outfit with a pinhole at the front, connected to a modified bag at the back to fix a mobile phone therein. The mobile phone was aimed at the screen of the live baccarat machine through the pinhole for photography. Meanwhile, the involved man had used messaging apps to live broadcast the games and used Bluetooth earbuds to receive betting instructions from customers in mainland China, thereby placing bets for them and earning profits.
Investigation showed that the involved man, skillful in the modus operandi, had prepared the modified outfit and related equipment beforehand. A third person was also present in the live broadcast group, strongly indicating that the man had been assisting others to place phone bets. The Judiciary Police seized on the involved man a total of HKD 19,350 in slot machine cash vouchers, modified outfit worn during the perpetration, two mobile phones and a set of Bluetooth earbuds.
Based on investigative findings, the Judiciary Police transferred the involved mainland Chinese man to the Public Prosecutions Office for the charge of illegal operation of online games of fortune or online mutual gaming.

No dia 5 de Julho de 2026, a PJ recebeu uma queixa apresentada por um casino do Cotai, dizendo que um homem do Interior da China, ao apostar na máquina electrónica de bacará, apresentava uma conduta suspeita e uma postura diferente dos outros jogadores, ajustando de vez em quando a roupa à frente do peito. Os seguranças do casino, após terem efectuado uma vigilância e análise, suspeitaram que o homem estaria a exercer a actividade de jogo online, vulgarmente conhecida por “apostas online”, sendo o mesmo interceptado e entregue à Divisão de Investigação de Crimes relacionados com o Jogo da PJ para efeitos da investigação.
Apurou-se que o homem do continente, estava a usar uma roupa modificada, com um buraquinho na área do peito. Na mesma peça de roupa, ao lado desse pequeno buraco, estava fixado um telemóvel, com a sua câmara a apontar à máquina de bacará para fazer uma transmissão de vídeo ao vivo. Ao mesmo tempo, o homem aproveitava um programa de comunicação para fazer a transmissão dos jogos ao vivo, e usava um auricular bluetooth para receber instruções de clientes do continente, efectuando as apostas em nome dos mesmos para lucrar com isso.
A investigação revelou que o homem tinha preparado com antecedência a roupa e equipamentos acima referidos e tinha técnicas hábeis. Além disso, houve outras pessoas no grupo de transmissão ao vivo, evidenciando que o mesmo homem recebeu apostas telefónicas de outrem. Na posse dele foram encontrados vales-presente da máquina de slots em 19.350 HKD, a roupa modificada que usou no crime, dois telemóveis e um auricular bluetooth.
Com base no que foi apurado na investigação, o suspeito foi presente ao Ministério Público por exploração ilícita de jogo de fortuna ou azar online ou de aposta mútua online.
