Mainland man arrested for massive fraud

A few days ago, the Judiciary Police cracked a case of massive fraud involving fake casino chips, wherein a mainland man was arrested, and an investigation into a separate case of operating illegal currency exchange was initiated against a mainland man and a mainland woman.

On the early morning of 20th June 2026 at a casino in the Cotai district, the involved mainland man approached the male and female victims who were operating illegal currency exchange.  After negotiation, the female and male victims respectively agreed to exchange RMB17,300 and RMB34,600 for HKD20,000 and HKD40,000 of chips.  After remitting the money to the involved man’s designated mainland account, the two victims collected the chips which were found unusual.  When the suspected fake chips were rejected, a dispute broke out, alerting the on-site security guards to report to the police and bringing the case to light.

Officers from the Gaming-related Crimes Division of the Judiciary Police received the report and arrived at the scene, where the involved man was intercepted. Investigation revealed that the involved man had entered the territory through Hengqin Port on the night of June 19th before proceeding to the above casino.  He wore earphones and was instructed by an accomplice at large, seeking illegal currency exchangers for transactions.  The Judiciary Police officers found him in possession of 15 counterfeit chips with a denomination of HKD10,000, one mobile phone and a pair of Bluetooth earphones.  After examination, this batch of chips lacked the laser markers, with fonts and colours different from the authentic chips, while the size and weight were similar to the authentic chips.  The two victims suffered a loss of RMB51,900 in total and would pursue the case.

Based on the investigative results, the Judiciary Police transferred the involved man to the Public Prosecutions Office on the charge of (massive) fraud, while continuing to track down the fugitive.
