Mainland man nabbed for involvement in massive fraud

On 11th June 2026, the Judiciary Police received a report from a victim, who claimed to have been defrauded of HKD4 million in cash in Macao. Personnel of the Gaming-related Crimes Division of the Judiciary Police immediately launched an investigation.
Case details revealed that, the victim and the involved mainland man were friends. In late May 2026, the involved man persuaded the victim by claiming that, new casino members who purchased large amounts of chips for gambling could receive more generous rebates in the form of non-negotiable chips, which he proposed to share with the victim. The involved man claimed that the two of them could partner up to lend money to gamblers. The victim was to contribute HKD4 million as capital for purchasing chips (not required to be used for gambling), merely to increase the amount of chips purchased, while the involved man would separately contribute funds to purchase chips for the gamblers to use in gambling. Upon persuasion, the victim agreed to provide the funds. From 29th May 2026 onwards, the victim partnered with the involved man on multiple occasions, earning a reward of approximately HKD33,000 in total through the purchase of chips.
By June 10th, the involved man claimed again that a gambler (hereinafter referred to as “the involved individual”) needed a loan for gambling, and asked the victim to advance HKD4 million for purchasing chips, while the gambling stake of HKD100,000 required by the involved individual would be provided by the involved man. Believing it to be true, the victim proceeded to a casino in Cotai to meet the involved man and the involved individual. He handed over the HKD4 million along with the HKD100,000 provided by the involved man to the involved individual for the chip purchase. Subsequently, while gambling, the involved individual put chips valued at HKD4 million into his trouser pocket. After he finished gambling, the involved man immediately left the scene. Sensing that something was wrong, the victim contacted the involved man by phone but to no avail. Suspecting that he had been defrauded, the victim lodged a police report the following day.
Upon investigation, personnel of the Judiciary Police discovered that, the two men were accomplices. After finishing gambling, they met up at another casino, exchanged chips totalling HKD3.7 million for cash, and left the scene.
On 16th June 2026, the victim spotted the involved man at a casino in Cotai and notified the Judiciary Police. The Judiciary Police intercepted the involved man and brought him back for investigation. Upon investigation, it was confirmed that, the involved man had induced the victim to hand over HKD4 million to purchase chips to earn a profit, but had actually pocketed the funds for himself. The Judiciary Police seized HKD322,000 in cash and a mobile phone inside his hotel room, as well as successfully recovering a total of HKD2 million in cash from his accounts at two casinos.
Based on the investigative findings, the Judiciary Police transferred the aforementioned mainland man to the Public Prosecutions Office for the offence of fraud (considerably huge amount), while continuing to pursue the involved individual at large and the whereabouts of the remaining ill-gotten gains. In addition, as the victim and the involved mainland man were also involved in illegal money lending for gambling, the Judiciary Police has initiated a separate investigation.
