Mainland man arrested for fraud of huge amount

In the wee hours of 27th April 2026, the Judiciary Police was notified by the Security Department of a casino in the Cotai district that a non-local man reported being scammed during a currency exchange.
Investigation revealed that on the night of April 26th, the involved Mainland man approached the victim in the casino and claimed that he attempted to exchange HKD120,000 in chips for RMB at a favourable exchange rate. About an hour later, the duo met again in the smoking room to discuss exchanging HKD100,000. When the victim suggested that they proceeded to the cage together to verify the authenticity of the chips, the involved Mainland man immediately refused and hurriedly left. The victim became suspicious and followed him, subsequently intercepted him together with the security personnel. The Judiciary Police personnel arrived at the scene for investigation, and found the involved Mainland man in possession of 12 chips with a face value of HKD10,000 each and 86 banknotes with a face value of HKD1,000 each.
Subsequent examination confirmed that the aforementioned chips and banknotes were counterfeit. The counterfeit chips lacked ultraviolet labels and embedded microchips, while the forged banknotes were of coarse paper and bore the words “prop banknotes”. Investigation revealed that the involved Mainland man had brought the batch of counterfeits into Macao from the Mainland with the intention of targeting illegal currency exchangers to commit fraud. The Judiciary Police seized the related counterfeits and two involved mobile phones on the spot. The victim in this case did not suffer any monetary loss.
Based on the investigative findings, the Judiciary Police transferred the involved Mainland man to the Public Prosecutions Office for investigation on the charge of fraud (huge amount). In addition, the Judiciary Police has established a separate case of operating illegal currency exchange for gambling for follow-up investigation regarding the victim’s suspected involvement in illegal currency exchange activities in Macao.
