三外僱涉不當扣留證件被捕

本局於2026年4月17日接獲一名外地僱員報案,指其早前因借貸而被扣留護照。案情顯示,事主於同年1月向一名女子借款3,000澳門元,對方要求每月支付本金20%的高額利息,並須交出護照作為抵押。事主因應急需要遂應允條件,並按指示將證件交予相關涉案人。
直至近日,事主欲取回護照,卻遭對方以未還清本金為由拒絕,事主遂報警求助。本局經深入調查發現,兩名涉案印度籍男子受人指使,負責向前來借貸的人士發放貸款及收繳護照,隨後再將證件交由涉案印尼籍女子保管。該團夥分工明確,且涉及多名不法借貸對象。
2026年4月23日,本局人員在中區截獲上述三名涉案男女。行動中,本局人員在涉案印尼籍女子身上搜獲包括報案事主在內的多本他人護照。經查證,三名涉案男女在犯罪過程中,分別從中獲取400至2,000澳門元不等的報酬。
本局根據調查所得,以不當扣留證件罪將該兩名印度籍男子及一名印尼籍女子移送檢察院偵辦,並繼續追查幕後主腦及其他涉案證件的去向。
Three non-resident workers nabbed for involvement in inappropriate detention of identification document

On 17th April 2026, the Judiciary Police received a complaint from a non-resident worker, indicating that the victim’s passport had been withheld due to a previous loan. Case details revealed that, the victim had borrowed MOP3,000 from a woman in January of the same year. The other party demanded a high monthly interest rate of 20% of the principal and required the victim to handover the passport as collateral. As the victim was in urgent need of money, the victim agreed to the terms and surrendered the passport to the relevant involved individual as instructed.
Until recently, the victim would like to get back the passport. Yet, the other party refused to return it, claiming that the principal had not been fully repaid. The victim reported the incident to the police for assistance forthwith. Following an in-depth investigation, the Judiciary Police discovered that, the two involved Indian men, acting under instructions, were responsible for issuing loans and collecting passports from those who came to borrow money. Subsequently, the passports would be handed over to the involved Indonesian woman for safekeeping. The syndicate operated with a clear division of roles, involving several targets of unlawful lending.
On 23rd April 2026, personnel of the Judiciary Police intercepted the three abovementioned individuals in the central district. During the operation, personnel of the Judiciary Police seized several passports of other people from the involved Indonesian woman, including the victim’s passport. Upon verification, it was learnt that the three involved individuals had each received MOP400 to MOP2,000 as remuneration during the commission of the crime.
Based on investigative findings, the Judiciary Police transferred the two Indian men and one Indonesian woman to the Public Prosecutions Office for the offence of inappropriate detention of identification document, while continuing to track down the whereabouts of the mastermind behind the case and other involved identification documents.
