破獲醫療券詐騙案 三本澳男女被拘

本局經濟罪案調查處就一宗案件跟進調查期間,發現有醫療人員藉醫療補貼計劃詐騙政府。案情顯示,任職醫生的首名涉案本澳男子於2021年7月因涉及一宗醫療券詐騙案而被本局移送司法機關偵辦,隨後於2025年6月被當局取消其參與醫療補貼計劃的資格,惟仍保留註冊醫生身份。
其後,首名涉案本澳男子將另外兩名涉案本澳男女醫生登記為其診所的駐診醫生,倘若有病人向首名涉案男子求診並要求使用醫療券,由其餘兩名涉案男女借出醫療券核銷帳戶,讓首名涉案男子在瞞騙政府及病人的情況下進行核銷,其間兩人無需在場。犯罪所得按首名涉案男子佔八成及其餘兩名涉案男女佔兩成分帳,涉及約86萬澳門元及約900名病人。
本局根據調查所得,以詐騙(相當巨額)罪將三名涉案男女移送檢察院偵辦。
Three locals arrested in healthcare voucher fraud crackdown

During a follow-up investigation of a case, the Economic Crimes Division of the Judiciary Police discovered that medical personnel had been defrauding the government through the Healthcare Subsidy Scheme. Case details revealed that the first involved Macao man, a doctor, was transferred by the Judiciary Police to the judicial authorities in July 2021 for involvement in a healthcare voucher fraud case. Subsequently, in June 2025, his eligibility to participate in the healthcare subsidy scheme was revoked by the authorities, but his registered doctor status was retained.
Afterwards, the first involved Macao man registered two other involved Macao doctors - a man and a woman - as resident doctors at his clinic. If patients sought treatment from the first involved man and requested to use healthcare vouchers, the other two – the involved man and woman - would lend him their voucher redemption accounts, allowing the first involved man to redeem the healthcare vouchers while deceiving the government and the patients. The two were not required to be present at the scene during this process. The crime proceeds were split 80% to the first involved man and 20% to the other two involved parties, involving approximately MOP860,000 and around 900 patients.
Based on investigative findings, the Judiciary Police transferred the involved three persons to the Public Prosecutions office on the charge of fraud (of considerably huge amount).
