- Five mainland men arrested for usury
五內地漢涉高利貸就逮

2026年3月16日凌晨,內地男事主於路氹城區一酒店房間內向首名涉案內地男子及其在逃同黨以配碼方式借貸賭博,條件為事主及首名涉案男子分別出資150,000及350,000港元、每當賭局以特定點數勝出時須抽取投注額四分之一作利息、拍攝事主的護照資料,以及簽署一張315,000元人民幣的借據。事主同意後,首名涉案男子將其帶到同區另一娛樂場內與另外四名涉案內地男同黨會合,賭博期間次名及第三名涉案男子抽取了170,000港元利息,其餘三人則在旁監視。同日清晨事主輸清後偕五名涉案男子移至吸煙室內商談還款事宜,雙方因事主無力還款而發生爭執,驚動在場保安員報警求助。
本局博彩罪案調查處展開調查,在五名涉案男子身上合共檢獲7部手機、12,600港元現金以及30,000港元籌碼。
本局根據調查所得,以為賭博的不法借貸罪將五名涉案男子移送檢察院偵辦,並繼續追緝其餘在逃涉案人。
Five mainland men arrested for usury

In the wee hours of 16th March 2026, the mainland male victim borrowed money from the first involved mainland man and his absconded accomplices in a hotel room in the Cotai district for chip-matching gambling on the following conditions: the victim and the first involved man would pool HKD 150,000 and HKD 350,000 respectively for the gambling, one fourth of the wager would be withdrawn as interest upon games won at particular points, the passport information of the victim would be photographed and an IOU of RMB 315,000 would be signed. After the victim agreed to the conditions, the first involved man took him to another casino in the same district to join another four involved mainland male accomplices. In the course of the gambling, the second and the third involved men withdrew HKD 170,000 as interest while the three remaining persons kept watch nearby. On the early morning of the same day, after the victim had gambled away all the loaned money, he and the five involved men moved to the smoking room to negotiate the repayment of the loan, but a dispute started as the victim was unable to repay the debt, alerting the security guards at the scene, who reported the case to the police.
Personnel of the Gaming-related Crimes Division of the Judiciary Police initiated an investigation, seizing 7 mobile phones, HKD 12,600 in cash and HKD 30,000 in casino chips in total on the five involved men.
Based on investigative findings, the Judiciary Police transferred the five involved men to the Public Prosecutions Office for the offence of illicit money lending for gambling, while continuing to pursue the remaining involved persons at large.
