六男女分涉虛假聘用及僱用黑工被拘
本局情報及支援廳在調查一宗案件期間發現有人涉嫌虛假聘用及僱用黑工，經調查後於2026年1月15日採取行動，在本澳兩單位內截獲受僱於同一本澳公司的首名及第三名涉案內地男子，以及受僱於另一本澳公司的次名涉案內地男子與其非法在澳工作的胞兄。
經查，本局人員發現由於次名涉案內地男子具人力資源承接工程，其涉案本澳僱主夫婦為了將承包的工程判予首名涉案內地男子及賺取利益，遂透過偽造僱傭關係為其取得外僱身份，以便其留澳施工，雙方實際上並無任何勞動關係。在是次單位裝修工程中，首名涉案內地男子已收取涉案本澳夫婦合共10萬澳門元費用。
另一方面，次名涉案內地男子曾向另一間公司的涉案本澳男東主支付至少4萬澳門元，讓其偽造僱傭關係為首名及第三名涉案內地男子取得外僱身份，其後以日薪700至800澳門元聘用兩人及其胞兄在涉案單位內施工。
本局根據調查所得，分別以為取得許可而虛偽作出並主張某些法律行為罪，以及不合規範的僱用罪將上述兩名涉案本澳男子、一名涉案本澳女子，以及三名涉案內地男子移送檢察院偵辦。
Six persons arrested for fake hiring and employing illegal workers
During the investigation of a case, the Intelligence and Support Department of the Judiciary Police discovered suspected fake hiring and employment of illegal workers. Actions were taken after investigation on 15th January 2026 in two apartments in Macao, in which the first and third involved mainland men employed under the same local company, as well as the second involved mainland man employed under another local company and his elder brother, who was working illegally in Macao, were intercepted.
Personnel of the Judiciary Police found in the investigation that as the second involved mainland man had the human resources to undertake construction projects, his employers, the involved local couple, who sought to subcontract projects to the first involved mainland man and to gain profit, forged an employment relationship to obtain a non-resident worker identity for him, so that he could stay in Macao to carry out the work. Labour relation did not actually exist between the two parties. In the interior renovation project of this case, the first involved mainland man had received a fee totalling MOP 100,000 from the involved local couple.
On the other hand, the second involved mainland man had paid at least MOP 40,000 to the involved local male owner of another company for him to forge an employment relationship with the first and third involved mainland men in order to obtain a non-resident worker identity for them. He then paid a daily wage ranging between MOP 700 and 800 to hire them as well as his elder brother to carry out the construction work in the involved apartment.
Based on investigative findings, the Judiciary Police transferred the aforementioned two involved local men, one involved local woman, and three involved mainland men to the Public Prosecutions Office for the offences of falsely performing and claiming certain legal acts to obtain permit and non-compliant hiring respectively.
Detidos seis indivíduos por contratação falsa e contratação de trabalhadores ilegais
Durante a investigação de um caso, o Departamento de Informações e Apoio descobriu que havia suspeitas de contratação falsa e de contratação de trabalhadores ilegais. Após investigações, entrou em acção no dia 15 de Janeiro, interceptou, em dois apartamentos de Macau, o primeiro envolvido e um outro homem do continente (3.° suspeito) que foram contratados pela mesma empresa de Macau, bem como o segundo suspeito do continente, que foi contratado por outra empresa local, juntamente com o seu irmão, que trabalhava em Macau de forma ilegal.
Na investigação, o nosso pessoal descobriu que devido ao facto de o segundo envolvido do continente ter os recursos humanos para realizar a obra, os seus empregadores, um casal de Macau, visou adjudicar a obra ao primeiro envolvido do continente e obter lucros. Falsificando uma relação laboral para lhe adquirir uma qualidade de trabalhador não residente, para que este pudesse permanecer em Macau e realizar a obra, não existindo, de facto qualquer relação de trabalho entre as duas partes. Nesta obra de remodelação, o primeiro envolvido do continente recebeu um total de 100 mil patacas do casal de Macau em causa.
Por outro lado, o segundo envolvido pagou pelo menos 40 mil patacas ao proprietário de Macau de uma outra empresa para falsificar relações laborais e adquirir a qualidade de trabalhador não residente para o primeiro e o terceiro envolvidos do continente. Posteriormente, pagava uma remuneração diária entre 700 e 800 patacas para os contratar, bem como para contratar o irmão, a fim de realizarem a obra no apartamento em questão.
Com base no que foi apurado, os dois homens envolvidos de Macau e uma mulher envolvida local, bem como as três pessoas do continente foram presentes ao Ministério Público pelo crime de simulação e invocação de certos actos jurídicos para obtenção de autorizações e pelo crime de emprego irregular.
