涉高利貸及巨額加重盜竊 兩內地漢就逮
2026年1月10日下午，首名涉案內地男子聯同在逃涉案人在路氹城區一娛樂場內遊說內地男事主以配碼方式借貸賭博，條件為各自出資30萬港元、每當賭局勝出時需抽取投注額兩成作利息、輸清所有借款後無需還款。事主同意後，在逃涉案人先行離開，由首名涉案內地男子將事主帶到同區另一娛樂場內會合一名內地男同黨，並先後按上述條件配出合共80萬港元予事主賭博，其間抽取了32萬港元利息。至翌日清晨，事主發現次名涉案內地男子在抽取利息時盜竊其籌碼，故與對方發生爭執，驚動場內保安員報警求助。
本局博彩罪案調查處跟進調查，在兩名涉案內地男子身上搜獲合共6.5萬港元現金、2萬港元籌碼及3部手機，並在事主身上檢獲賭博剩餘的891,500港元籌碼。經查，次名涉案內地男子至少13次盜取事主不少於8萬港元籌碼。
本局根據調查所得，以為賭博的不法借貸罪及加重盜竊（巨額）罪將兩名涉案內地男子移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Two mainland men apprehended for usury and aggravated theft of massive amount
On the afternoon of 10th January 2026, the first involved mainland man, together with the involved individual at large, persuaded the mainland male victim to gamble on credit under a matched‑stake lending arrangement in a casino in the Cotai district. Under the terms, each party would contribute HKD300,000. For every winning game, 20 percent of the wager would be taken as interest, and if all borrowed funds were lost, no repayment would be required. After the victim agreed, the involved individual at large left first, and the victim was brought by the first involved mainland man to another casino in the same district to meet a mainland male accomplice. In addition, a total of HKD800,000 was successively matched out for the victim to gamble under the abovementioned terms, with HKD320,000 deducted as interest during the gambling. On the early morning of the following day, the victim found that the second involved mainland man had stolen his chips while deducting the interest. He thus had a dispute with him, prompting the security guard on site to call the police for assistance.
The Gaming-related Crimes Division of the Judiciary Police followed up the investigation, seizing cash of HKD65,000 in total, chips of HKD20,000 and 3 mobile phones on the two involved mainland men, as well as chips of HKD891,500 left after gambling on the victim. Investigation revealed that the second involved mainland man had stolen chips of no less than HKD80,000 for at least 13 times from the victim.
Based on the investigative results, the Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office for the offences of illicit money lending for gambling and aggravated theft (massive amount), while continuing to pursue the remaining involved persons at large.

Na tarde de 10 de Janeiro de 2026, um homem do continente (primeiro suspeito), em conluio com um outro indivíduo que estava em fuga, convenceu a vítima, homem também do continente, num casino do Cotai, a emprestar dinheiro para jogar por meio de combinação de fichas. A condição seria de que cada parte contribuía com 300.000 HKD, pagava 20% da quantia apostada, como juros, em cada jogada ganha, e não seria necessário o reembolso do empréstimo caso tivesse perdido todo o dinheiro emprestado. Após o consentimento da vítima, o indivíduo em fuga saiu do local e o primeiro suspeito levou a vítima a outro casino da mesma zona para se encontrar com um cúmplice (segundo suspeito) do continente. Posteriormente, forneceram-lhe um total de 800.000 HKD para jogar de acordo com as condições acima mencionadas, cobrando-lhe 320.000 HKD de juros durante as jogadas. Na manhã seguinte, a vítima descobriu que o segundo suspeito tinha roubado as suas fichas enquanto lhe cobrava juros, o que levou a uma discussão que despertou a atenção do pessoal de segurança no casino e foi então chamada a polícia.
A Divisão de Investigação de Crimes relacionadas com o Jogo da PJ deu seguimento à investigação, tendo apreendido, na posse dos dois suspeitos, um total de 65.000 HKD em dinheiro, 20.000 HKD em fichas e três telemóveis, também foram encontrados os restantes 891.500 HKD em fichas da vítima. Após averiguações, verificou-se que o segundo suspeito tinha roubado fichas no valor não inferior a 80.000 HKD em pelo menos 13 ocasiões.
Conforme os resultados obtidos na investigação, os dois detidos foram presentes ao MP por empréstimo ilícito para jogo e furto qualificado (de valor elevado) e a PJ continua a investigar possíveis suspeitos.
