兩婦涉不法匯兌就逮
本局有組織罪案調查處接獲情報指有人在路氹城區一娛樂場酒店店舖內經營不法匯兌，2025年12月29日中午，本局人員於調查期間發現涉案內地女店員於上址向一名男客人展示二維碼，對方以手提電話掃碼及操作後，涉案本澳女店員隨即從抽屜內取出現金交給對方，其後該名客人進入娛樂場並以上述現金兌成籌碼賭博。
基於有理由懷疑有人在娛樂場附屬設施內經營未獲批准的貨幣匯兌業務，故本局人員立即採取行動，在上述店舖內拘捕兩名涉案女店員，檢獲懷疑與犯罪有關的約50萬港元現金及1部手機，並在娛樂場內截獲相關客人助查。經查，涉案店舖自《打擊不法賭博犯罪法》生效至今涉及不法匯兌交易達6,000萬港元，從中獲得約100萬港元不法利益；兩名涉案女店員則按東主指示在店內從事不法匯兌活動。是次交易中，男客人以4,660元人民幣與兩名涉案女店員兌換5,000港元。
本局根據調查所得，以經營為賭博的不法匯兌罪將兩名涉案女子移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Two women nabbed for involvement in illegal currency exchange
The Organised Crime Division of the Judiciary Police received intelligence, indicating that somebody had been operating illegal currency exchange inside a shop in a casino hotel in the Cotai district. At midday on 29th December 2025, during investigation, personnel of the Judiciary Police discovered that the involved mainland female shop assistant had shown a QR code to a male customer on the facility. After the other party had scanned and operated it with his mobile phone, the involved Macao female shop assistant immediately took cash from a drawer and handed it to him. Afterwards, the customer entered the casino and exchanged the aforesaid cash for chips to gamble.
On reasonable suspicion that unauthorised currency exchange business had been conducted within the ancillary facility of the casino, the personnel of the Judiciary Police took action in no time, arresting the two involved female shop assistants at the aforesaid shop. Approximately HKD500,000 in cash, along with one mobile phone, suspected to be related to the crime, were seized. The relevant customer was intercepted inside the casino for investigation. It was discovered upon inquiry that, since the enactment of the “Law on Combatting Illegal Gambling Crimes”, the involved shop had been involved in illegal currency exchange transactions amounting to HKD60 million, from which proceeds of crime of about HKD1 million were obtained. The two involved female shop assistants had been carrying out illegal currency exchange activities at the shop under the instructions of the proprietor. In this transaction, the male customer exchanged RMB4,660 with the two female shop assistants for HKD5,000.
Based on the investigative findings, the Judiciary Police transferred the two involved women to the Public Prosecutions Office for the offence of operating illegal currency exchange for gambling, while continuing to pursue the remaining involved individuals at large.
Detidas duas mulheres por crime de câmbio ilícito
A Divisão de Investigação e Combate ao Banditismo da PJ recebeu informações indicando que alguém estaria a fazer o câmbio ilícito numa loja sita num hotel do Casino no Cotai. Ao meio-dia de 29 de Dezembro de 2025, quando os nossos agentes estavam a desencadear investigações, estes notaram que uma empregada, do Interior da China, da referida loja, mostrou um código QR para um cliente. Depois de o cliente ter feito a leitura do código QR e algumas operações com o telemóvel, outra empregada, residente de Macau, tirou dinheiro em numerário de uma gaveta e entregou-lho. A seguir, o cliente entrou no casino, trocou o dinheiro recebido para fichas e foi jogar.
Como havia razões para suspeitar que se tratava de câmbio ilícito de moedas em instalações do casino, os nossos agentes entraram imediatamente em acção. As duas mulheres acima referidas na loja foram detidas, encontraram 500 mil HKD em dinheiro e um telemóvel e, ainda, interceptaram o cliente em causa no casino para efeitos de investigação. Na investigação, apurou-se que a partir da entrada em vigor da “Lei de combate aos crimes de jogo”, a referida loja tinha praticado actividades de câmbio ilícito que atingiram 60 milhões, a loja tinha obtido 1 milhão HKD em lucros ilegais até à data e as duas empregadas praticavam a actividade ilícita conforme a ordem do proprietário da loja. Nessa transacção, o cliente entregou 4,600 RMB às duas empregadas e em troca recebeu 5 mil HKD.
Com base nos resultados da investigação, as duas mulheres foram presentes ao Ministério Público pelo crime de exploração de câmbio ilícito para jogo. A PJ vai continuar a rastrear o paradeiro dos eventuais suspeitos do crime.
