偵破防漏工程騙案 四內地漢落網
2025年10月4日，本局接獲一名本澳居民報稱被人藉防漏工程進行詐騙。案情顯示，事主於10月2日透過網上社交平台覓得一間自稱本澳防水公司為其住所施工，兩名人員同日下午上門檢查後稱防水漿每公斤980澳門元，然而工程完畢後，對方指已使用數十公斤材料，索價5.8萬澳門元且必須以現金支付，事主全數付清。其後漏水情況持續，且事主得悉本澳曾出現同類詐騙，懷疑遇騙故報警求助。
本局經濟罪案調查處接報後立即展開調查，發現兩名作案人已逃離本澳，且查悉另有兩名居民遭同一團伙的另外兩名同黨以相同手法詐騙，三人合共損失17.5萬澳門元。
同時，經委託本澳工程界代表進行檢測，證實有關工程無法達到防漏效果，材料更屬劣質防水劑，總值僅約600元人民幣。
2025年10月11日及14日，本局人員發現四名涉案內地男子再次帶同作案工具來澳並於新口岸區會合，成功鎖定各人身份，於10月15日先後在港珠澳大橋口岸及新口岸區將其悉數截獲，並在第三名及第四名涉案男子身上分別搜獲涉案手機及1萬澳門元現金。經查，本局人員發現四人均不具備相關專業資格，成功招攬客人後由第四名涉案男子指使其餘三人分批作案，犯罪所得由第四名涉案男子持有，而其餘三人聲稱並未獲得原定協議的分成。另一方面，本局人員發現第四名涉案男子曾因涉及2023年一宗同類案件而被本局移送司法機關處理。
本局以犯罪集團罪及詐騙（巨額）罪將四名涉案男子移送檢察院偵辦。此外，由於不排除仍有其他市民受騙，本局呼籲市民若曾遇到同類作案手法而招致損失，請儘快與本局聯絡。
Crackdown on leak-proofing scam, arresting four mainland men
On 4th October 2025, a Macao resident reported to the Judiciary Police, claiming to have been defrauded under the pretext of a leak-proofing project. Case details revealed that, on October 2nd, the victim found a self-proclaimed Macao leak-proofing company through an online social platform to carry out works at home. Two individuals visited the residence that afternoon for inspection and quoted leak-proof grout at MOP 980 per kilogram. After completing the work, however, they claimed to have used dozens of kilograms of grout, demanding MOP 58,000, which had to be settled in cash. The victim paid the full amount. Subsequently, the leakage issue persisted. In addition, the victim learned of similar scams occurring in Macao, thus suspecting fraud and reporting the case to the police for assistance.
The Economic Crimes Division of the Judiciary Police immediately launched an investigation, revealing that the two perpetrators had fled Macao. It was also found that two other residents had been defrauded by two other accomplices of the same syndicate using the same method, with the three victims collectively losing MOP 175,000.
Meanwhile, an inspection commissioned by representatives of Macao’s engineering sector confirmed that the works could not achieve leak-proofing effects, and the materials used were waterproofing agents of inferior quality, worth only about RMB 600 in total.
On 11th and 14th October 2025, Judiciary Police officers discovered that the four involved mainland men had re-entered Macao with their crime tools and met up at ZAPE. Having successfully identified each of them, the Judiciary Police apprehended all four successively on October 15th at the Hong Kong-Zhuhai-Macao Port and in ZAPE. An involved mobile phone and MOP 10,000 in cash were respectively seized from the third and fourth involved men. Investigations revealed that none of the four possessed relevant professional qualifications. After successfully soliciting clients, the fourth involved man directed the other three to carry out the scams in batches, with the crime proceeds held by the fourth involved man. The other three claimed they had not received their agreed share. Moreover, Judiciary Police officers found that the fourth involved man had been transferred to judicial authorities by the Judiciary Police in 2023 for a similar case.
The Judiciary Police transferred the four involved men to the Public Prosecutions Office on charges of criminal syndicate and fraud (massive amount). Furthermore, as the existence of yet other scam victims could not be ruled out, residents who have encountered similar modus operandi and suffered losses are urged to contact the Judiciary Police as soon as possible.
Resolvido um caso de burla relativa a obras de impermeabilização e detidos quatro homens da RPC
No dia 4 de Outubro de 2025, a PJ recebeu a denúncia de um residente que disse que tinha sido burlado por alguém através de obras de impermeabilização. O caso revelou que, no dia 2 de Outubro, a vítima tinha procurado, nas redes sociais, uma companhia que alegava oferecer em Macau soluções que resolvam problemas de infiltração de água, para efectuar os trabalhos na sua residência. Naquela tarde, dois trabalhadores foram à casa para inspeccionar e disseram que cada quilo de impermeabilizante custava 980 patacas. No entanto, após concluída a obra, disseram que tinham usado dezenas de quilos de impermeabilizante e exigiram o pagamento de 58.000 patacas em numerário, que foram liquidadas na totalidade pela vítima. Mais tarde, como a infiltração de água continuou e a vítima soube que tinha havido em Macau burlas deste género, suspeitou ter sido burlado e fez queixa.
Após recebida a denúncia, a Divisão de Investigação de Crimes Económicos iniciou de imediato a investigação e descobriu que os dois autores já tinham fugido de Macau, apurando ainda que houve outros dois residentes que tinham sido burlados, através do mesmo esquema, por outros dois cúmplices do mesmo grupo. As três vítimas acima referidas sofreram um prejuízo total de 175 mil patacas.
Ao mesmo tempo, depois de ter sido realizada a inspecção confiada a alguns profissionais de Macau na área destas obras, foi confirmado que o trabalho não foi eficaz na prevenção de infiltração de água, e que o material usado era impermeabilizante de má qualidade e custava apenas cerca de 600 Renminbis.
Nos dias 11 e 14 de Outubro, a PJ detectou que os quatro homens da China continental, suspeitos do caso, trouxeram os utensílios para Macau e reuniram-se na ZAPE, conseguiu identificá-los e detê-los, no dia 15 de Outubro, respectivamente no Posto Fronteiriço da Ponte Hong Kong-Zhuhai-Macau e na ZAPE, bem como apreendeu na posse do terceiro e do quarto suspeito telemóveis e 10 mil patacas, referentes ao crime. Na investigação, apurou-se que os quatros homens não tinham qualificação profissional dessa área e logo que angariaram clientes, foi o quarto suspeito que designou os outros três para actuarem em grupos, o dinheiro que ganharam também foi entregue ao quarto suspeito, enquanto os três declararam não ter recebido qualquer comissão anteriormente fixada no acordo. Por outro lado, o nosso pessoal verificou que o quarto suspeito tinha sido presente ao órgão judicial por envolvimento num caso análogo ocorrido em 2023.
Os quatro homens foram presentes ao Ministério Público por associação criminosa e burla (de valor elevado). A par disso, dado que não se pode excluir a possibilidade de haver outros residentes burlados, a PJ apela às pessoas, que tenham sofrido prejuízo por esta burla, para contactar o mais rápido possível com esta Polícia.
