粵港澳警方“斷鳶”行動搗破跨境操縱賣淫集團 共拘18人
本局持續加強打擊賣淫活動，早前根據情報發現有犯罪集團利用網站作為招嫖平台，招攬女子來澳賣淫以謀取不法利益。自2025年5月以來，本局有組織罪案調查處先後派員到新口岸區採取執法行動，其間查獲10名賣淫女子及6名嫖客。經對案件進行串併分析，本局人員發現賣淫內地女子均涉及同一賣淫網站，且由一個涉粵港澳三地跨境操縱賣淫集團所控制，遂主動透過警務聯絡機制通報內地及香港警方。廣東省公安廳高度關注案件，並協調珠海市公安局，與香港警務處以及本局組成聯合專案小組，就相關案件展開深入調查。
聯合專案小組經連月偵查，發現涉案賣淫網站由三名主腦成員（首名涉案本澳男子、次名涉案本澳男子以及一名內地居民）管理，負責招攬並收取淫媒發帖費用，協助賣淫女子在網站發佈廣告，相關廣告亦涉及鄰近地區。該網站自今年1月起開始運作，淫媒負責招攬賣淫女子來澳，招嫖帖文費用每7天300元人民幣，淫媒從中抽取30%至50%作為利潤。嫖客則通過帖文中電話聯繫賣淫女子進行性交易，每次交易金額為300至600澳門元不等。
調查亦發現，首名涉案本澳男子及第三名涉案本澳男子與一名香港男子合作，分別招攬內地女子賣淫，該名男子涉嫌經營並管理香港上水區一賣淫場所。
2025年10月13日，粵港澳三地警方同步採取代號“斷鳶”的聯合行動，本局出動警力80多人，先後在本澳各區拘捕七男一女（包括七名本澳居民及一名越南籍男外僱），並在新口岸區4間酒店查獲九名賣淫女子及兩名嫖客。行動中搗破一儲放賣淫用品的貨倉，檢獲大量賣淫物品、多部手機和電腦，並扣押1輛汽車、2輛電單車及1輛單車。
經調查確認，被捕的首名及次名涉案本澳男子為網站管理員，負責向淫媒收取每次150元人民幣廣告費；其餘五名涉案本澳男女為淫媒，負責招攬賣淫女子；另有一名涉案越南籍男外僱負責管理貨倉及運送賣淫用品到性交易地點。
與此同時，在廣東省與山東省公安廳協調下，內地警方分別於多地拘捕七名賣淫集團骨幹成員，查獲24名賣淫女子及42名嫖客，並搜獲手機、電腦等涉案設備40餘部。而香港警方則搗破上水區一賣淫場所，拘捕三名骨幹成員及25名賣淫女子，行動中查獲大批賣淫用品及各類證物。
經查，涉案犯罪集團自2025年構建招嫖網站至今已發帖逾2,500則，按每則發帖費用300元人民幣計算，估計涉案犯罪集團運作至今獲得不法利益折合超過84萬澳門元。
本局根據調查所得，以犯罪集團罪及操縱賣淫罪將八名涉案男女移送檢察院偵辦，並繼續就案件進行深入調查。
Police of Guangdong, Hong Kong and Macao bust cross-border syndicate of manipulated prostitution and arrest 18 in operation “Broken Kite”
Continuing with reinforced combat of prostitution activities, the Judiciary Police learnt from intelligence earlier that a criminal syndicate had been using a website as a procuring platform to gain illegal profits by recruiting women to engage in prostitution in Macao. Since May 2025, the Organised Crime Division of the Judiciary Police successively deployed personnel to ZAPE for law enforcement operations, uncovering 10 prostitutes and 6 clients. Serial-parallel analysis into the case revealed that the prostitutes from Chinese mainland involved the same prostitution website, which was operated by a cross-border syndicate of manipulated prostitution in Guangdong, Hong Kong and Macao. The police of Chinese mainland and Hong Kong were thus informed, via the policing communications mechanism. Highly concerned with the case, the Guangdong Provincial Public Security Department coordinated the Zhuhai Municipal Public Security Bureau to form a joint taskforce with the Hong Kong Police Force and the Judiciary Police to launch in-depth investigation into the case.
After months of investigation, the joint taskforce found that the involved prostitution website had been administered by three mastermind members (the first and second involved local men and a Chinese mainland resident) responsible for recruiting and collecting procuring fees and assisting prostitutes in publishing ads on the website, which also concerned neighbouring regions. The website had started operations since January this year. The procurers were responsible for recruiting prostitutes to Macao and charged RMB 300 per 7 days per procuring post, 30% to 50% of which was withdrawn as a profit. The clients had contacted the prostitutes for sex trade with the phone no. in the posts; the transaction amounts ranged from MOP 300 to 600 each time.
The first and third involved local men were also found to have cooperated with a man from Hong Kong to respectively recruit women from Chinese mainland for prostitution. That man was found to have run a prostitution venue in Sheung Shui, Hong Kong.
The police of Guangdong, Hong Kong and Macao launched simultaneously the joint operation codenamed “Broken Kite” on 13 October 2025. The Judiciary Police mobilised over 80 officers, successively arresting seven men and one woman (including seven local residents and a Vietnamese non-resident male worker) in various districts in Macao and uncovering nine prostitutes and two clients at four hotels in ZAPE. In the operation, a warehouse for storing prostitution supplies was busted, seizing numerous prostitution items, mobile phones and computers, one car, two motorcycles and one bicycle.
Investigation confirmed the first and second involved local men, both arrested, to be the administrators of the website, who were responsible for collecting an ad fee of RMB 150 from procurers each time. The remaining five involved locals were procurers responsible for recruiting prostitutes, while the involved Vietnamese non-resident male worker was responsible for managing the warehouse and delivering prostitution supplies to locations of the sex trade.
Meanwhile, under the coordination of the Public Security Departments of the provinces of Guangdong and Shandong, the Chinese mainland police respectively arrested seven backbone members of the prostitution syndicate, uncovering 24 prostitutes and 42 clients and seizing over 40 sets of involved equipment including mobile phones and computers, while the police of Hong Kong raided a prostitution venue in Sheung Shui, arresting three backbone members and 25 prostitutes and seizing numerous prostitution supplies and evidence in the operation.
The involved criminal syndicate was found to have published over 2,500 posts since the construction of the procuring website in 2025. Based on the fee of RMB 300 per post, it was estimated that the said criminal syndicate had gained illegal proceeds of an equivalence of over MOP 840,000 to date.
Based on investigative findings, the Judiciary Police transferred the eight involved individuals to the Public Prosecutions Office for the charges of criminal syndicate and manipulating prostitution, while continuing to conduct in-depth investigation into the case.
Desmantelada uma rede criminosa transfronteiriça de exploração de prostituição na operação “Sever Kite” realizada pelas polícias de Guangdong, Hong Kong e Macau, onde foram detidas 18 pessoas.
A PJ continua a reforçar o combate às actividades de prostituição e através de informações recebidas, verificou-se que uma rede criminosa utilizava um website como plataforma para atrair clientes e recrutar mulheres para praticar prostituição em Macau. Desde Maio de 2025, a Divisão de Investigação e Combate ao Banditismo realizou várias operações na zona do ZAPE, nas quais foram detidas 10 prostitutas e 6 clientes. Após análise e ligações aos casos, o pessoal da PJ descobriu que essas prostitutas estavam envolvidas no website que estava sob o controlo de uma rede criminosa transfronteiriça de Guangdong, Hong Kong e Macau, comunicou o caso às polícias do continente e de Hong Kong, através do mecanismo de comunicação policial. A Directoria Provincial de Segurança Pública de Guangdong acompanhou de perto o caso e coordenou a Directoria Municipal de Segurança Pública de Zhuhai, Hong Kong Police Force e PJ, formando um grupo específico para iniciar investigações ao respectivo caso.
Após meses de investigação realizada pelo grupo, apurou-se que o website estava sob o controlo de três cabecilhas (primeiro e segundo suspeitos de Macau e um residente do continente), responsáveis pelo recrutamento e cobrança das taxas da publicação de post de proxenetas e auxilio às prostitutas para a divulgação de anúncios nesse website, envolvendo também as regiões vizinhas. O website começou a funcionar em Janeiro deste ano, os proxenetas eram responsáveis pelo recrutamento das prostitutas, o valor de cada post era de 300 renminbis a cada 7 dias, 30% a 50% eram pagas como recompensas aos proxenetas. Os clientes contactavam as prostitutas através dos telefones publicados nos post para combinar o encontro, pagando desde 300 até 600 patacas por cada prática.
Na investigação, determinou-se que o primeiro e o terceiro suspeitos de Macau cooperavam com um homem de Hong Kong, para recrutar as prostitutas do continente. O homem de Hong Kong explorava e geria um estabelecimento para prostituição na zona de Sheung Shui em Hong Kong.
Em 13 de Outubro de 2025, as polícias de Guangdong, Hong Kong e Macau realizaram, ao mesmo tempo, uma operação denominada “Sever Kite”. A PJ mobilizou mais de 80 agentes para participar nessa operação, foram detidos 7 homens e 1 mulher (7 residentes de Macau e 1 trabalhador não residente do Vietname) em diferentes zonas de Macau e 9 prostitutas e 2 clientes em 4 hotéis da zona do ZAPE. Nessa operação, foi desmantelado um armazém que servia para guardar objectos usados durante o serviço, apreendendo muitos produtos para o serviço sexual, vários telemóveis, computadores e também 1 veículo, 2 motociclos e 1 bicicleta.
Na investigação, confirmou-se que o primeiro e o segundo detidos de Macau, eram administradores do website e cobravam 150 Renminbis por cada publicidade; os restantes 5 homens e mulheres de Macau eram proxenetas, responsáveis pelo recrutamento das prostitutas; o trabalhador não residente do Vietname era responsável pela administração do armazém e transporte dos produtos para o serviço nos locais da prática.
Em simultâneo, sob a coordenação das Directorias Provinciais de Segurança Pública de Guangdong e de Shandong, as polícias do continente detiveram 7 membros da rede criminosa de prostituição em diferentes locais, interceptando 24 prostitutas e 42 clientes e confiscando mais de 40 equipamentos, como telemóveis e computadores. A polícia de Hong Kong desmantelou um estabelecimento para prostituição na zona de Sheung Shui, deteve 3 membros da rede criminosa e 25 prostitutas e apreendeu, muitos produtos para sexo e vários objectos como prova material.
Segundo ficou apurado, até ao momento, a rede criminosa publicou, desde a criação do website em 2025, 2.500 posts, tendo em conta que cada publicação valia 300 renminbis, o interesse ilegal obtida pela rede criminosa é superior a 840.000 patacas.
Conforme o que foi apurado na investigação, os 8 detidos, homens e mulheres foram presentes ao MP por associação criminosa e exploração de prostituição. A PJ contínua a investigar o caso.
