四男女分涉偽造文件及虛假聘用就逮
2025年1月20日，本局接獲情報指有內地居民以外僱身份長期於本澳娛樂場內從事不法活動。有組織罪案調查處跟進調查，發現有本澳物流店男東主於2023年中虛假聘用其小學男同學為本澳僱員，利用對方資料並假冒同為物流店東主的妻子簽名，向治安警察局申請外僱名額，隨後利用該名額虛假聘用涉案內地男子為物流店外僱，從中獲得不法利益2萬港元，而物流店女東主清楚知悉上述事件。
經查，涉案內地男子在2023年至2025年取得外僱身份期間長時間身處內地，明顯與其受僱身份不符，其利用可隨時進出本澳的便利到娛樂場賭博，惟並無跡象顯示其在娛樂場從事不法活動。
本局根據調查所得，分別以偽造文件、為取得許可而虛偽作出並主張某些法律行為等罪將上述三男一女涉案人士移送檢察院偵辦。
Four individuals arrested for document forgery and false employment respectively
On 20th January 2025, the Judiciary Police received intelligence that mainlanders, as non-resident workers, had been engaging in illicit activities within Macao casinos for a long time. Follow-up investigation by the Organized Crime Division of the Judiciary Police revealed that the male owner of a local logistics store had falsely hired his primary schoolmates since mid-2023 as employees in Macao, while using the latter’s information and forging the signature of his wife, i.e. the co-owner of the store, to apply to the Public Security Police Force for non-resident worker quotas. Subsequently, the quotas were used to falsely employ the involved mainland men as non-resident workers in the logistics store, thereby an illicit profit of HKD20,000 was obtained while the female owner of the logistics store was fully aware of the above incident.
Upon investigation, the involved mainland men were in the mainland for long periods of time from 2023 to 2025 while being employed as non-resident workers. This was obviously inconsistent with their employment status. They took advantage of the convenience of entering and exiting Macao at any time to gamble in casinos, but there were no signs indicating that they were engaging in illicit activities in casinos.
Based on investigative findings, the Judiciary Police transferred the above-mentioned involved persons (three men and one woman) to the Public Prosecutions Office on charges of document forgery as well as falsification and assertion of certain legal acts to obtain a permit.

Em 20 de Janeiro de 2025, a PJ recebeu informações de que um indivíduo do continente estava a exercer actividades ilícitas num casino de Macau, enquanto trabalhador não residente. A Divisão de Investigação e Combate ao Banditismo acompanhou o caso e iniciou uma investigação. Nela apurou-se que o dono de uma loja de logística em Macau, em meados de 2023, contratou falsamente o seu colega do ensino primário como trabalhador local, usou os dados dele e falsificou a assinatura da sua esposa que também era dona da loja, para requerer ao CPSP quota de trabalhador não residente. Depois aproveitou aquela quota para contratar um homem do continente como trabalhador não residente na sua loja de logística e recebeu ilegalmente 20 mil HKD. A dona da loja tinha conhecimento disso.
Apurou-se ainda que, entre 2023 e 2025, o homem do continente obtinha autorização para trabalhar como trabalhador não residente, mas durante aquele tempo encontrava-se no continente, obviamente não correspondia aos dados do título de trabalhador não residente. Como tinha permissão de entrar e sair de Macau em qualquer altura, ia aos casinos jogar, mas não há sinal de que exercia actividades ilícitas nos casinos.
Com base no resultado da investigação, os quatro detidos, entre os quais uma mulher, foram presentes ao Ministério Público, acusados de falsificação de documentos, simulação e invocação de certos actos jurídicos para obtenção de autorizações.
