兩漢分涉販吸毒法辦
為加強預防和打擊社區毒品犯罪，防止青少年遭受毒品侵害，本局毒品罪案調查處結合社區情報及調查，發現一名本澳男子涉嫌於晚間前往室外運動場所結識青少年，在取得信任後吸引對方到其任職的髮廊理髮，並自今年1月起引誘至少兩名青少年到其住所免費吸食含毒品成分的電子煙，隨後再向其兜售。
2025年8月28日下午，本局人員到涉案本澳男子的工作地點將其截獲，並在其住所內搜獲1個沾有懷疑含毒煙油痕跡的膠瓶。其後本局人員根據調查，再於同日晚上在涉案菲律賓籍男子的中區住所內將其截獲，在其身上及住所內檢獲16個連瓶身共重271.64克、懷疑用作盛載含毒煙油的膠瓶。
經本局刑事技術廳對涉案煙油進行緊急化驗，證實其內含有受管制物質“合成大麻素”，約值4萬澳門元。
經查，涉案本澳男子自今年初開始引誘青少年吸食毒品電子煙，其從涉案菲律賓籍男子手上以每瓶1,500澳門元購入涉案煙油，除自用之外，亦將煙油分拆並以每顆煙彈500澳門元向青少年兜售圖利；而涉案菲律賓籍男子則在本澳販毒約半年。
本局根據調查所得，分別以不法販賣麻醉藥品及精神藥物罪，以及不法吸食麻醉藥品及精神藥物罪將兩名涉案男子移送檢察院偵辦。
Two men arrested for drug consumption and trafficking respectively
To enhance the prevention and combat against community drug crimes, and to avoid juveniles from being hazarded by drugs, the Narcotics Division of the Judiciary Police had integrated community intelligence with investigation, which led to the discovery of a local man who was suspected of getting acquainted with juveniles in outdoor sport venues in night times, then lured the juveniles to have haircuts in the barbershop he worked after gaining trust from them. He had lured at least two juveniles to his residence to smoke electronic cigarettes containing drugs without any charge since January this year, then peddled the cigarettes to them.
On the afternoon of 28th August 2025, personnel of the Judiciary Police intercepted the involved local man at his workplace, and seized a plastic bottle with traces of e-liquid suspected of containing drugs in his residence. Subsequently, based on investigation, personnel of the Judiciary Police intercepted an involved Filipino man in his residence in the Central district on the night of the same day, with 16 plastic bottles suspected of containing drug-laced e-liquid with a total weight of 271.64 grams (bottle included) seized on him and in his residence.
After urgent examination of the involved e-liquid by the Forensic Science Department of the Judiciary Police, it was confirmed to contain the controlled substance “synthetic cannabinoids” and worth around MOP 40,000.
Investigation revealed that the involved local man started to induce juveniles into smoking electronic cigarettes containing drugs since early this year, and he purchased the involved e-liquid from the involved Filipino man for MOP 1,500 per bottle. Other than for self-consumption, he also divided the e-liquid and peddled the cartridges to juveniles for MOP 500 each to earn a profit; the involved Filipino man had been trafficking drugs in Macao for around half a year.
Based on investigative findings, the Judiciary Police transferred the two involved men to the Public Prosecutions Office for the offences of illegal trafficking of narcotic drugs and psychotropic substances and illegal consumption of narcotic drugs and psychotropic substances respectively.

Para reforçar a prevenção e o combate ao crime ligado a drogas na comunidade, e evitar que os jovens sejam prejudicados, a Divisão de Investigação e Combate ao Tráfico de Estupefacientes, com base nas informações obtidas na comunidade e da investigação, detectou que um homem local frequentava, à noite, espaços desportivos ao ar livre, para conhecer adolescentes e depois de ganhar a confiança deles, atraí-los a deslocarem-se a um salão de cabeleireiro onde trabalhava, para cortarem o cabelo. Desde Janeiro do corrente ano, ele atraiu pelo menos, dois adolescentes à sua residência para fumarem gratuitamente cigarros electrónicos contendo droga e posteriormente os vender.
Na tarde do dia 28 de Agosto de 2025, o pessoal da PJ interceptou o homem no local de trabalho. Na sua residência, foi encontrada uma garrafa de plástico com vestígios suspeitos de conter drogas para cigarros. Com base na investigação, um filipino também envolvido no caso, que estava no seu apartamento na zona central, foi detido na mesma noite pelo nosso pessoal. Na posse e residência, foram apreendidas 16 garrafas de plástico, com um peso total de 271,64 gramas (incluindo o peso das garrafas), suspeitas de serem usadas para conter óleo com droga.
As substâncias foram submetidas a exame urgente realizado pelo Departamento de Ciências Forenses, que confirmou tratar-se de canabinoide sintético, sujeito a controlo, com um valor aproximado de 40,000 patacas.
Na investigação, foi apurado que o homem em questão começou a atrair jovens para fumar os cigarros electrónicos com substâncias ilegais desde o início do corrente ano. O mesmo comprou o óleo ilegal ao filipino envolvido no caso por 1.500 patacas cada garrafa. Além de usá-lo para seu próprio consumo, também dividiu o óleo em cápsulas, vendendo cada uma por 500 patacas a jovens locais. O filipino, por sua vez, esteve envolvido na venda de drogas em Macau há cerca de seis meses.
De acordo com as provas obtidas, os dois detidos foram presentes ao MP por tráfico e consumo ilícito de estupefacientes e substâncias psicotrópicas.
