內地漢涉為賭博的不法借貸被捕
2025年4月25日下午，本局接獲一名女事主報案，稱較早前在皇朝區一娛樂場向他人借貸賭博，賭敗後遭非法禁錮。
案情顯示，當日凌晨2時，事主在該娛樂場內向涉案內地男子及其在逃同黨借款5萬港元，簽署借據並同意預先扣除5千港元作為利息，每局獲勝時須支付投注額20%作為利息。事主獲得4.5萬港元籌碼後開始賭博，期間被抽取約3萬港元利息。輸清借款後，事主被帶到本澳某住宅單位內非法禁錮6小時，於當日中午趁機逃脫並向本局報案。
經本局博彩罪案調查處深入調查，鎖定涉案內地男子身份，於8月19日下午被治安警截獲。調查顯示，涉案內地男子為賺取500港元報酬，在案中負責抽取事主利息，以及在事主輸清借款後，聯同在逃涉案人對事主進行禁錮。
本局根據調查所得，以為賭博的不法借貸及剝奪他人行動自由罪將涉案內地男子移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Mainland man nabbed for involvement in illicit money lending for gambling
On the afternoon of 25th April 2025, the Judiciary Police received a complaint from a female victim, claiming that she had previously borrowed money from others for gambling at a casino in the NAPE district, and was unlawfully detained following a gambling loss.
Case details revealed that, at 2 a.m. on that day, the victim borrowed HKD50,000 from the involved mainland man and his accomplices at large inside the casino, signed an IOU and consented to a pre-deduction of HKD5,000 as interest. Additionally, for each winning round, the victim had to pay 20% of the bet amount as interest. After receiving HKD45,000 in gambling chips, the victim began gambling and was charged approximately HKD30,000 in interest during the process. After losing the entire borrowed gambling stake, the victim was taken to a residential unit in Macao and unlawfully detained for 6 hours. At noon on that day, the victim seized an opportunity to escape and reported the case to the Judiciary Police.
After an in-depth investigation by the Gaming-related Crimes Division of the Judiciary Police, the involved mainland man was identified. He was intercepted by the Public Security Police Force on the afternoon of August 19th. Investigation revealed that, in this case, the involved mainland man had sought to earn a HKD500 reward by collecting interest from the victim and conspiring with the involved individuals at large to unlawfully detain her, following her loss of all borrowed funds in gambling.
Based on investigative findings, the Judiciary Police transferred the involved mainland man to the Public Prosecutions Office for the offences of illicit money lending for gambling and deprivation of others’ freedom of movement, while continuing to pursue the remaining involved individuals at large.
Homem do continente detido por empréstimo ilícito para jogo
Na tarde de 25 de Abril de 2025, a Polícia Judiciária recebeu a denúncia de uma mulher que teria pedido um empréstimo para jogo num casino situado na zona do NAPE, tendo sido sequestrada após perder o montante nas apostas.
Segundo os pormenores do caso, pelas 2h00 da manhã daquele dia, dentro do casino, a vítima pediu um empréstimo de 50.000 HKD a um homem do continente e aos seus cúmplices. Os mesmos pediram-lhe que assinasse um recibo de dívida e aceitasse uma cobrança antecipada de 5.000 HKD em juros. Além disso, por cada aposta ganha, teria de pagar 20% do valor apostado como juros. Após receber 45.000 HKD em fichas de jogo, a vítima começou a jogar e, ao longo do processo, foram-lhe cobrados cerca de 30.000 HKD de juros. Após perder a totalidade do montante emprestado, a vítima foi levada para uma residência local, onde ficou sequestrada durante cerca de seis horas. Por volta do meio-dia, conseguiu escapar e apresentou queixa à Polícia Judiciária.
Após uma investigação profunda, a Divisão de Investigação de Crimes relacionados com o Jogo identificou o suspeito do continente, que foi interceptado pelo pessoal do CPSP na tarde de 19 de Agosto. Segundo os dados apurados, o suspeito receberia uma recompensa de 500 HKD, encarregando-se de cobrar juros à vítima e de proceder ao seu sequestro, em conjunto com os outros cúmplices que se encontram ainda em fuga, após esta ter perdido a totalidade do montante emprestado.
De acordo com os resultados da investigação, o homem do continente foi presente ao MP pelos crimes de empréstimo ilícito para jogo e sequestro. A PJ prossegue com as diligências para localizar os restantes suspeitos que permanecem a monte.
