印尼女子涉不當扣留證件及暴利被捕
2025年8月12日，一名印尼籍女子向本局報稱因母親患病急需醫療費而借貸，但無力償還，被債主扣留護照及外地僱員認別證，故報警求助。
案情顯示，事主於2025年6月因母親患病需籌措醫藥費，向一名印尼籍女子借款3,000澳門元。對方要求每月支付750元利息，並扣押護照及外地僱員認別證。至8月11日，事主仍未能還款，涉案女子遂在網上公開事主的個人照片及身份資料，並發佈“借錢不還”等詆毀帖文。
經本局有組織罪案調查處調查，於8月14日成功在涉案女子工作地點將其拘捕，並在其住所搜獲事主的外地僱員認別證。調查發現，涉案女子僅為借貸中介，在獲悉事主急需借款後，將情況告知另一名在逃涉案人，由其出資並扣留事主護照，而涉案女子從中可獲300澳門元報酬。
本局根據調查所得，以不當扣留證件罪、暴利罪、公開及詆毀罪將涉案女外僱移送檢察院偵辦，並繼續追查在逃涉嫌人下落。
Indonesian woman arrested for inappropriate detention of identification documents and profiteering
On 12th August 2025, an Indonesian woman alleged to the Judiciary Police that she had borrowed money due to an urgent need of medical payments for her sick mother, yet she was unable to repay the debt, and her passport and Non-resident Worker’s Identification Card were detained by the creditor, hence reported to the police for help.
Case details revealed that the victim had to raise funds to pay for her sick mother’s medical expenses in June 2025, therefore borrowed MOP3,000 from an Indonesian woman, who demanded a monthly interest of $750, plus the detention of the victim’s passport and Non-resident Worker’s Identification Card. It was until August 11th when the victim still could not repay the funds, the involved woman disclosed the victim’s personal photos and personal particulars online, together with slanderous posts such as “not repaying debts”, etc.
Subsequent to investigation by the Organised Crime Division of the Judiciary Police, the involved woman was arrested on August 14th at her workplace successfully, with the victim’s Non-resident Worker’s Identification Card seized from her residence. Investigation revealed that the involved woman was only a loan agent. After noticing that the victim was in urgent need of funds, she informed another involved person at large of the situation, who lent out the money and detained the victim’s passport, while the involved woman received a reward of MOP300 in this matter.
Based on investigative results, the Judiciary Police transferred the involved female non-resident worker to the Public Prosecutions Office with the charges of inappropriate detention of identification documents, profiteering, disclosure and slander, while continuing to pursue the whereabouts of the involved person at large.

Em 12 de Agosto de 2025, uma mulher de nacionalidade indonésia comunicou à PJ de que o seu passaporte e o título de identificação de trabalhador não residente tinham sido retidos pelo credor, em consequência de não conseguir devolver o empréstimo pedido na necessidade urgente de pagar as despesas médicas da sua mãe que estava doente pedindo, portanto, a intervenção da polícia.
Segundo o apurado, em Junho de 2025, por precisar de arranjar dinheiro para as despesas médicas com a mãe doente, pediu 3.000 patacas de empréstimo a uma mulher de nacionalidade indonésia. Esta requereu o pagamento de 750 patacas de juros mensais e reteve o passaporte e o título de identificação de trabalhador não residente da vítima. Em 11 de Agosto, uma vez que a vítima ainda não tinha conseguido reembolsar a dívida, a mulher envolvida publicou online as fotos pessoais e as informações de identificação da vítima, divulgando posts difamatórias com conteúdo como “não pagou dinheiro emprestado”, etc.
Na investigação da Divisão de Investigação e Combate ao Banditismo da PJ, em 14 de Agosto, conseguiu deter a mulher em causa no seu local de trabalho, encontrando o título de identificação de trabalhador não residente da vítima na sua residência. Segundo o apurado, a mulher envolvida era apenas uma intermediária de empréstimo e, tendo conhecimento da necessidade urgente de empréstimo da vítima, informou a situação a outro envolvido que se encontra agora em fuga, sendo este último o responsável por financiar e reter o passaporte da vítima. Por sua vez, a mulher envolvida no caso iria receber uma remuneração de 300 patacas.
Conforme o que foi apurado na investigação, a trabalhadora não residente envolvida no caso foi presente ao Ministério Público por crimes de retenção indevida de documento, de usura e crime de publicidade e calúnia. A PJ continua a investigar o paradeiro do suspeito em fuga.
