三內地漢分涉兩宗不法匯兌案被拘

2025年7月30日,本局博彩罪案調查處以及有組織罪案調查處破獲兩宗經營為賭博的不法匯兌案件,合共拘捕三名涉案內地男子。

第一宗案件

當日上午,本局博彩罪案調查處人員於路氹城區一娛樂場進行巡查,其間發現兩名涉案內地男子於場內向一名客人展示二維碼,客人以手提電話掃碼及操作後,其確認相關人民幣到帳並將5萬港元籌碼交給對方。完成交易後雙方各自離開,其後客人在娛樂場內以上述籌碼賭博。

基於有理由懷疑有人在娛樂場附屬設施內經營未獲批准的貨幣匯兌業務,故本局人員立即上前截查,在兩名涉案內地男子身上檢獲與犯罪有關的1.8萬港元籌碼以及2部手機,而客人經不法兌換所得的籌碼已全數輸清。經查,有證據顯示兩名涉案內地男子自今年5月下旬起於本澳娛樂場內從事不法匯兌活動。

第二宗案件

同日中午,本局有組織罪案調查處人員於路氹城區一娛樂場附屬酒店進行針對不法匯兌的巡查打擊行動,發現涉案內地男子與一名男客人交談並各自操作手機,其後涉案內地男子交出3萬港元籌碼,兩人一起進入娛樂場並各自離開,客人隨即在場內賭博。

基於有理由相信兩人曾進行不法兌換,故本局人員立即採取行動,在涉案內地男子身上檢獲與犯罪有關的16萬港元籌碼、8,000港元現金及2部手機,並在客人身上起回涉案的3萬港元籌碼。

本局根據調查所得,以經營為賭博的不法匯兌罪將上述三名涉案內地男子移送檢察院偵辦。

Three mainland men arrested for involvement in two respective illegal currency exchange cases

On 30th July 2025, the Gaming-related Crimes Division and the Organised Crime Division of the Judiciary Police cracked two cases of operating illegal currency exchange for gambling, arresting three involved mainland men in total. 

1st case

On that morning, when officers of the Gaming-related Crimes Division of the Judiciary Police were conducting patrol inside a casino in Cotai district, two involved mainland men were found presenting a QR code to a customer, who scanned the code and operated on his mobile phone. After confirming the deposit of funds, the involved men passed HKD50,000 worth of chips to the customer.  The two parties left separately after the transaction was completed.  Later, the customer used the aforementioned chips to gamble inside the casino. 

Due to the reasons that some individuals were suspected to have operated unauthorised currency exchange business inside the subsidiary facility of a casino, the Judiciary Police officers immediately conducted an interception, seizing crime-related HKD18,000 worth of chips and two mobile phones from the two involved mainland men, while the customers had gambled away all the chips which were obtained through illegal exchange.  Upon investigation, there was evidence indicating that the two involved mainland men had been engaging in illegal currency exchange activities in Macao casinos since the end of May 2025. 

2nd case

At noontime on the same day, when officers of the Organised Crime Division of the Judiciary Police were conducting patrol operation against illegal currency exchange in the subsidiary hotel of a casino in Cotai district, the involved mainland man was found communicating with a male customer while both were operating on their respective mobile phones.  Later, the involved mainland man handed over HKD30,000 worth of chips.  The duo entered the casino together and then departed separately.  The customer forthwith gambled inside the casino. 

Due to the reasons that the duo were believed to have conducted illegal exchange, the Judiciary Police officers immediately took actions, seizing crime-related HKD160,000 worth of chips, HKD8,000 of cash and two mobile phones from the involved mainland man, while the involved HKD30,000 worth of chips were recovered from the customer. 

Based on investigative results, the Judiciary Police transferred the three involved mainland men to the Public Prosecutions Office with the charge of operating illegal currency exchange for gambling.
