Mainland man arrested for offences including falsification of currency, passing on counterfeit currency and computer forgery

On 10th July 2025, the Judiciary Police was notified by the Public Security Police Force that a suspicious credit card transaction had taken place at a store in a resort-hotel in ZAPE. The I.T. Crimes Division of the Judiciary Police immediately dispatched personnel to the scene to take the involved mainland man in for investigation.

Case details revealed that the involved man had selected a MOP49,000 worth of branded handbag at a store in a resort-hotel in ZAPE on the afternoon of 10th July 2025, and paid for it with a credit card. The shop assistant noticed that the issuing bank on the transaction slip printed by the store did not match the information on the face of the credit card, hence suspected that the involved man had used a counterfeit card to make the transaction. As such, the shop assistant cancelled the transaction and reported to the police for assistance.

Investigation revealed that the involved man had made at least 8 card-swiped purchases at the local merchants using at least 5 counterfeit credit cards between 8th and 10th July 2025, involving approximately MOP149,000. The involved man confessed that he would be rewarded 10% of the total price of the merchandise upon completion of the transactions, but he has not yet received any rewards. The Judiciary Police personnel seized a total of 16 pieces of merchandise including branded handbags, sports shoes, luxury wines, medicines, suitcases purchased with counterfeit cards, 11 card-swiping slips, as well as a laptop computer, a mobile phone, 8 credit cards, and tools for making counterfeit cards including 3 soldering guns and 2 utility knives from the involved man and in his rented hotel guestroom. In addition, a large amount of credit card information, counterfeit identity document photos and tutorial videos on making counterfeit cards were found in his mobile phone and computer.

The Judiciary Police personnel carried out examination on the 8 involved credit cards through the POS machines of the banks. After reading the data of the credit card chips, it was confirmed that the data in the chips of 4 credit cards did not match that on the face of the credit cards, and there were obvious traces of soldering, hence establishing that those were counterfeit credit cards. Moreover, the data in the chips of the other 4 credit cards matched that on the face of the credit cards, all of which was the involved man’s data. However, the chips of 2 of these credit cards had obvious traces of soldering, which made it reasonable to believe that other chips had been soldered onto the credit cards to commit crimes.

In-depth investigation by the Judiciary Police revealed that the involved man had used at least 5 counterfeit cards to make at least 5 card-swiped purchases at local merchants as early as 27th June 2025, involving approximately MOP20,000, after which he promptly took the merchandise away from Macao.

As such, there were compelling indications that the involved man had used soldering guns, utility knives and illegally obtained credit card chips for chip soldering onto the face of invalid credit cards, and subsequently used the relevant counterfeit cards for card-swiped purchases at various stores in Macao, incurring a loss of approximately MOP170,000 to at least 12 stores.

Based on the investigative results, the Judiciary Police transferred the involved man to the Public Prosecutions Office for offences including falsification of currency, passing on counterfeit currency and computer forgery, while continuing to pursue the remaining involved individuals at large.
