偵破騙取外僱配額案 拘兩人
2024年6月20日，本局在氹仔某酒店巡查時，截獲一名持外地僱員身份認別證的內地男子，該男子涉嫌從事非法兌換貨幣活動。因其涉及虛假勞動關係，本局隨即將其帶返局內作進一步調查。
經本局有組織罪案調查處人員深入調查，證實該男子於2023年下半年在內地通過不法途徑，以6萬元人民幣辦理外地僱員身份認別證，申報職位為本澳某食品批發公司送貨雜務員。其於2023年12月成功取得該證件。
另外，亦證實該男子自取證後從未在該公司工作，辦證僅為方便長期逗留澳門從事非法兌換貨幣活動以牟利。本局根據證件資料，迅速派員前往該公司登記地址，並成功在公司東主位於北區的住所將其截獲，其拒絕合作。
本局綜合調查所得，以為取得許可而虛偽作出並主張某些法律行為罪，將兩名嫌犯移送檢察院偵辦，並繼續追查相關涉案人。
Two arrested in crackdown of case of defrauding of non-resident workers quota
While patrolling at a hotel in Taipa on 20th June 2024, the Judiciary Police intercepted a mainland Chinese man holding a Non-resident Worker’s I.D. Card, who was suspected of engaging in illegal currency exchange activities. He was taken in for further investigation for his involvement in fabricated labour relations.
In-depth investigation by the Organised Crime Division officers of the Judiciary Police ascertained that the man had applied for his Non-resident Worker’s I.D. Card, at a cost of RMB 60,000, by illegal means in mainland China in the latter half of 2023. His alleged job position was a delivery handyman of a local food wholesale company. He obtained the identity document successfully in December 2023.
It was also confirmed that the man had never worked at the company since his acquisition of the identity document, which was applied solely for the purpose of staying in Macao in the long run for engaging in and profiting from illegal currency exchange activities. Based on the information of the document, the Judiciary Police promptly deployed officers to the address of registration of that company, the owner of which, who was successfully intercepted at his residence in the northern district, refused to cooperate.
Based on investigative findings, the Judiciary Police transferred the two suspects to the Public Prosecutions Office for the charge of falsely performing and claiming certain legal acts to obtain permits, while continuing to pursue other involved persons.
Resolvido um caso de burla relativa a quotas para trabalhadores não residentes e detidas duas pessoas
Em 20 de Junho de 2024, durante uma patrulha num hotel da Taipa, a PJ interceptou um homem da China continental, portador do Título de Identificação de Trabalhador não Residente, suspeito de praticar troca ilegal de dinheiro. Por estar envolvido em falsas relações de trabalho, ele foi levado para as instalações da PJ para uma investigação mais aprofunda.
Na investigação, a Divisão de Combate ao Banditismo confirmou que o homem, por meios ilegais, requereu o Título de Identificação de Trabalhador não Residente, pagando 60.000 RMB na China continental no segundo semestre de 2023. Ele declarou ser trabalhador de entrega e afazeres de uma empresa grossista de produtos alimentares em Macau. Conseguiu desta forma obter o documento em Dezembro de 2023.
Por outro lado, foi confirmado que o homem nunca trabalhou na empresa desde que obteve o documento, e que apenas o obteve para facilitar a sua estadia por um longo período em Macau, com vista a lucrar com o exercício de actividades de troca ilegal de dinheiro. De acordo com as informações constantes do documento de identificação, a PJ enviou rapidamente pessoal ao endereço registado da empresa, e deteve-o na residência do proprietário da empresa na zona norte, o mesmo recusou-se a colaborar.
Conforme o que foi apurado na investigação, os dois detidos foram presentes ao Ministério Público por simulação e invocação de certos actos jurídicos para obtenção de autorizações, a PJ continua a investigar os respectivos envolvidos.
