三內地漢涉高利貸及禁錮被拘
2024年6月1日傍晚，本局接獲一名報案者檢舉，稱其朋友因借貸賭敗而被禁錮在新口岸區一酒店房間內。本局博彩罪案調查處立即派員跟進，成功於上址救出事主，並截獲三名涉案內地男子。
案情顯示，事主於2024年6月1日凌晨在新口岸區一娛樂場內向三名涉案內地男子借取15萬港元賭博，條件為先扣起1萬港元、每當賭局以8點或9點勝出時需抽取投注額三成作利息，以及簽署借據。事主於娛樂場賭博至同日中午輸光借款，賭博期間事主被抽取約8萬港元利息。由於無力還款，故被三名涉案內地男子帶到新口岸區一酒店房間禁錮，期間事主趁機通知朋友報警求助。
本局根據調查所得，以為賭博之高利貸以及剝奪他人行動自由罪將三名涉案內地男子移送檢察院偵辦。
Three mainland men nabbed for involvement in usury and false imprisonment
On the evening of 1st June 2024, the Judiciary Police received a complaint, in which an informant claimed that, his/her friend had been falsely imprisoned inside a hotel room in the ZAPE district for gambling away borrowed loan. Personnel of the Gaming-related Crimes Division of the Judiciary Police were immediately dispatched to follow up the case, and successfully rescued the victim at the aforementioned location, while intercepting three involved mainland men.
Case details revealed that, in the wee hours of 1st June 2024, the victim borrowed HKD150,000 from the three involved mainland men inside a casino in the ZAPE district for gambling, on conditions that HKD10,000 would be withheld in advance, 30% of the bet had to be withdrawn as interest upon each game won by 8 or 9 points, as well as signing an IOU. The victim gambled inside the casino until noon of the same day when he lost all the borrowed money. In the course of gambling, an amount of approximately HKD80,000 was withdrawn from the victim as interest. As he failed to repay his debt, he was taken away by the three involved mainland men to a hotel room in the ZAPE district for false imprisonment. During the course, the victim seized an opportunity to inform his friend to report to the police for assistance.
Based on investigative findings, the Judiciary Police transferred the three involved mainland men to the Public Prosecutions Office for the offences of practising usury for gambling and deprivation of other’s freedom of movement.

Na madrugada de 1 de Junho de 2024, a PJ recebeu uma denúncia, o denunciante indicava que um seu amigo tinha sido sequestrado num quarto de hotel no NAPE por causa de dívidas de jogo. O pessoal da Divisão de Investigação dos Crimes Relacionados com o Jogo deslocou-se, logo, ao local de ocorrência, onde conseguiu resgatar a vítima e deter três pessoas, da China continental.
Segundo o apurado, na madrugada de 1 de Junho de 2024, a vítima pediu aos três detidos um empréstimo para jogar, 150.000 HKD, sob condição de deduzir 10.000 HKD do total do empréstimo e tinha que pagar como juros, 30% do valor de cada aposta que ganhasse com 8 ou 9 pontos e assinar um talão de empréstimo. No mesmo dia, a vítima continuou a jogar até ao meio-dia e perdeu todo o dinheiro emprestado, nas apostas foram cobradas cerca de 80.000 HKD como juros. Como não conseguiu devolver o dinheiro emprestado, foi sequestrado pelos três detidos num quarto de hotel no NAPE, entretanto, a vítima aproveitou uma oportunidade para ligar ao amigo e pedir-lhe ajuda.
Conforme os resultados obtidos na investigação, os três detidos foram presentes ao MP acusados de usura para jogo e sequestro.
