三內地男女涉高利貸及禁錮被拘
2024年5月29日晚，本局接獲一名報案者檢舉，稱其朋友因借貸賭敗而被禁錮在路氹城區一酒店房間內。本局博彩罪案調查處立即派員跟進，成功於上址救出事主，並截獲兩男一女涉案內地人士。
案情顯示，事主於2024年5月27日下午在路氹城區一娛樂場內向兩名涉案內地男子借取20萬港元賭博，條件為每當賭局勝出時需被抽取投注額兩成作利息，以及簽署借據。賭博期間事主被抽取約10萬港元利息。事主賭敗後再次向上述涉案內地男子借取30萬港元，除上述借貸條件外，更被扣起證件。賭博期間事主被抽取約18萬港元利息。28日下午事主再次賭敗後即被兩名涉案內地男子帶到路氹城區一酒店房間禁錮及迫令還款，至29日中午，涉案內地女子前來與兩名涉案內地男子會合並將事主帶到同區另一酒店房間繼續禁錮，期間事主趁機通知朋友報警求助。
本局根據調查所得，以為賭博的高利貸、剝奪他人行動自由，以及文件的索取或接受等罪將三名涉案內地男女移送檢察院偵辦。
Three mainlanders arrested for usury and false imprisonment
On the night of 29th May 2024, the Judiciary Police received a complaint, in which the informant stated that his friend had been locked up in a hotel room in the Cotai district as the victim loaned an amount for gambling and lost. Personnel of the Gaming-related Crimes Division of the Judiciary Police were immediately dispatched to follow up and successfully rescued the victim in the aforementioned location, while intercepting two male and one female involved mainlanders.
Case details revealed that on the afternoon of 27th May 2024, the victim had borrowed HKD 200,000 from the two involved mainland men for gambling on condition that 20% of the wager had to be withdrawn as interest upon each winning game and signing an IOU. In the course of gambling, an amount of approximately HKD 100,000 was withdrawn from the victim as interest. After gambling away the amount, the victim borrowed another HKD 300,000 from the aforesaid involved mainland men again. On top of the aforesaid loan conditions, the victim’s identity document was also withheld as collateral. In the course of gambling, an amount of approximately HKD 180,000 was withdrawn from the victim as interest. On the afternoon of May 28th, after the victim lost in gambling again, he was immediately taken to a hotel room in the Cotai district by the two involved mainland men for confinement, while being coerced to repay the debt. Until noon of May 29th, when the involved mainland woman came to join the two involved mainland men and took the victim to another hotel room in the same district for further confinement, the victim took the opportunity to inform his friend to call the police for help.
Based on the investigative findings, the Judiciary Police transferred the three involved mainlanders to the Public Prosecutions Office for offences such as practising usury for gambling, deprivation of other's freedom of movement and extortion or acceptance of documents.

Na noite de 29 de Maio de 2024, a PJ recebeu uma denúncia, na qual o denunciante disse que um amigo seu estava sequestrado num quarto de hotel do Cotai após ter perdido dinheiro emprestado nas mesas de jogo. A Divisão de Investigação de Crimes Relacionados com o Jogo enviou imediatamente pessoal para acompanhar o caso, resgatou a vítima no local indicado e deteve dois homens e uma mulher do continente supostamente envolvidos.
Conforme a investigação, a vítima, na tarde de 27 de Maio, pediu a dois homens do continente, 200.000 HKD emprestados para fazer apostas num casino do Cotai. Com a condição de pagar 20% da quantia apostada, como juro, em cada jogada ganha e de assinar um talão de dívida. A vítima pagou cerca de 100.000 HKD de juros durante o jogo. Depois de ter perdido todo o dinheiro, foi pedir outra vez ao homem do continente mais 300.000 HKD, para além das mesmas condições de empréstimo, tinha de entregar o documento de identidade. Durante o jogo, pagou cerca de 180.000 HKD como juros. Na tarde de 28, a vítima perdeu outra vez todo o dinheiro emprestado e foi levado pelos dois homens para um quarto de hotel do Coitai, onde foi ameaçado para que devolvesse o dinheiro que lhes devia. Ao meio dia de 29, a mulher foi ter com os dois cúmplices e levaram a vítima para outro quarto de hotel da mesma zona. Este aproveitou uma oportunidade para contactar um amigo e pediu-lhe para chamar a polícia.
Com base no que foi apurado na investigação, os dois homens e a mulher, todos do China continental, foram presentes ao Ministério Público, acusados de crime de usura associada ao jogo, sequestro e de exigência ou aceitação de documentos.
