兩名港澳男女涉相當巨額詐騙被拘
2022年1月份,本局先後接獲30名本澳居民報案,稱被兩名男女以投資為名詐騙合共逾4,800萬港元。
案情顯示,於2017年至2021年3月期間,各事主被皇朝區一投資公司以“高回報、零風險”遊說認購即將在香港交易所上市的香港工程公司原始股。當中自稱該公司本澳行政總裁的涉案女子承諾若認購原始股後,待公司成功上市後便可獲取兩至三倍高額回報,若失敗,公司亦會以高價回購;更提出凡認購後滿半年,可獲得一倍紅利,而自稱該香港工程公司股東的涉案香港男子則與事主進行視像講解會,各事主不虞有詐,紛紛投資數萬至2,000多萬港元不等。期間,部分事主曾收取1,000至2萬多港元不等的利潤。
直至2021年12月,部分事主發現澳門金融管理局作出聲明指有關涉案公司進行金融中介有價證券等活動在本澳未獲許可,及後該涉案公司關閉。事主獲悉後紛紛追討,但涉案人以投資合約仍未到期或等待香港公司回覆等藉口拖延,最終均未能取得回報或獲退回本金;亦有事主曾到香港追討,但香港公司表示與本案無關,事主懷疑被騙故報案求助。
經本局經濟罪案調查處調查後,先後於2023年5月25日及28日截獲涉案的二人;二人均否認犯案,但根據調查所得,有強烈跡象顯示二人實施犯罪,本局以詐騙(相當巨額)罪將之移送檢察院偵辦。
Two individuals from Hong Kong and Macao nabbed for involvement in fraud of considerably huge amount
In January 2022, the Judiciary Police received complaints from 30 Macao residents in succession, claiming to have been defrauded of over HKD48 million in total by a man and a woman on the pretext of investment.
Case details revealed that, from 2017 to March 2021, on the pretext of “high return, zero risk”, the victims were persuaded by an investment company in the NAPE district to subscribe for the original shares of a Hong Kong engineering company that was about to be listed on the Hong Kong Stock Exchange. The involved woman who self-professed to be the Macao CEO of the company promised that, having subscribed for the original shares, investors would get a two to three times higher return upon successful listing of the company. In case of failure, the company would also buy back the shares at a high price. She even offered to double the bonus after six months of subscription, whereas the involved Hong Kong man, who claimed to be a shareholder of the Hong Kong engineering company, held a video briefing with the victims. Unaware that it was a deception, the victims had invested tens of thousands to over HKD$20 million. During the course, some victims had received profits ranging from HKD$1,000 to over HKD$20,000 respectively.
Until December 2021, some victims discovered that the Monetary Authority of Macao had made a statement, indicating that the involved company was not licensed to carry out activities such as financial intermediary of marketable securities in Macao. Subsequently, the involved company was closed down. When the victims learnt about that, they proceeded to pursue their claims, but the involved individuals procrastinated with excuses such as their investment contracts had not yet expired or a reply from the Hong Kong company was pending. In the end, the victims failed to receive their returns or have their principals refunded. Some victims had also gone to Hong Kong to pursue their claims, but the Hong Kong company indicated that the company had nothing to do with the case. Suspected to be defrauded, the victims reported the case for assistance.
Upon investigation, the Economic Crimes Division of the Judiciary Police intercepted the duo on 25th and 28th May 2023 successively. Both individuals denied to have committed the crime. Yet, based on investigative findings, there were strong indications showing that the duo had committed the crime. The Judiciary Police transferred the duo to the Public Prosecutions Office for the offence of fraud (considerably huge amount).

Em Janeiro de 2022, a PJ recebeu as denúncias de 30 residentes, dizendo que tinham sido burlados por um casal com promessa de investimento num valor envolvido de 48 milhões de HKD.
Segundo o que foi apurado, entre 2017 e Março de 2021, os denunciantes foram levados a investir num esquema de “alto rendimento e zero risco” onde subscreveram acções originais de uma empresa de engenharia de Hong Kong a ser listada na Bolsa de Valores de Hong Kong por uma empresa de investimento com sede no NAPE. A mulher envolvida no caso, que alegava ser directora executiva da empresa em Macau, prometeu que, se subscrevessem as ações originais, iam receber duas a três vezes o investimento quando a empresa fosse listada com sucesso; e se falhasse, a empresa também ia comprá-las de volta a um preço elevado. A mesma propôs ainda o ganho de um dobro do dividendo uma vez que tivesse completado o prazo de seis meses após a subscrição. Por outro lado, um homem de Hong Kong, alegadamente accionista da empresa de engenharia de Hong Kong, realizou uma sessão de esclarecimento visual com as vítimas. Estas acreditam e assim investiram entre dezenas de milhares e mais de 20 milhões de HKD. Durante este período, algumas delas chegaram a receber lucros que variavam entre 1.000 e mais de 20.000 HKD.
Em Dezembro de 2021, algumas vítimas descobriram que a Autoridade Monetária de Macau emitiu uma declaração na qual indicou que a empresa em causa não era autorizada a exercer actividades de intermediação financeira de valores mobiliários em Macau e posteriormente a empresa fechou. Após tomar conhecimento de encerramento, as vítimas pediram o reembolso do dinheiro aos suspeitos, mas estes adiaram a resposta com a desculpa de o contrato de investimento ainda não ter expirado ou de estar à espera da resposta da empresa de Hong Kong, e acabaram por não conseguir obter qualquer rendimento nem o reembolso do capital. Algumas das vítimas deslocaram-se a Hong Kong para tentar receber a indemnização, mas a empresa de Hong Kong afirmou que não tinha nada a ver com o caso, suspeitaram que tinham sido enganadas e fizeram queixa.
Após averiguações a Divisão de Investigação de Crimes Económicos, deteve os dois suspeitos, respectivamente, em 25 e 28 de Maio de 2023. Os dois negaram a prática do crime, mas conforme os resultados obtidos na investigação, há fortes indícios que mostram que os dois estavam envolvidos. Os detidos foram presentes ao Ministério Público por burla (de valor consideravelmente elevado).
