本局與內地警方聯手偵破“練功券”詐騙集團
近年本澳不時發生涉及“練功券”詐騙的案件,為有效遏止相關犯罪,本局持續採取打防結合的策略,與內地警方成立專案組開展調查及聯合行動,同時與本澳博企的保安及監控部門組成聯合打擊小組,對娛樂場及周邊進行針對“換錢黨”活動的清查行動,以及派員前往上述地點進行防罪宣傳。
本局博彩罪案調查處和經濟罪案調查處人員對近期涉及“練功券”詐騙的案件進行串併分析,發現均涉及一個內地詐騙集團,集團主腦及骨幹成員均藏身內地,透過手機通訊軟件物色作案目標,並操控下線成員將“練功券”從珠海挾帶來澳,並將小量真鈔混雜其中與作案目標進行兌換,另有其他成員負責收款及提現;成員間分工明確,具反偵查能力。
在內地公安機關協助下,本局與珠海市公安局組成的專案組,於2023年3月17日見時機成熟展開收網行動,珠海市公安局在陝西省西安市、四川省成都市及廣東省清遠市拘捕該集團一名主腦、四名骨幹成員及七名主要成員,並搜獲“練功券”、作案手機及銀行卡。為配合本案的執法部署,本局於同日至月底派出32名刑事偵查員,前往路氹城區多間娛樂場及周邊進行特別巡查行動,合共截查101人,查獲34名內地“換錢黨”及一名逾期逗留的內地居民,經進行身份認別及進一步調查後悉數移交治安警察局跟進處理。
經專案組綜合調查所得,證實該詐騙團伙涉及2021年4月17日至2023年3月9日期間合共54宗同類案件,涉案金額折合約738萬澳門元,共拘捕61名屬該團伙的內地男女,當中51人被司法當局採取羈押強制措施,行動中亦扣查約9,300張“練功券”。是次聯合行動相信已成功瓦解涉案的跨境犯罪團伙。
“Practice vouchers” fraud syndicate jointly busted by the Judiciary Police and the mainland police
Cases of “practice vouchers” fraud happened in Macao from time to time in recent years. In order to effectively suppress the crime, the Judiciary Police has continued to adopt the strategy combining combat and prevention, establishing specialized taskforce with the mainland police to launch investigation and joint operation. Meanwhile, joint combating teams were established with the security and surveillance departments of Macao gaming concessionaires to conduct clearance operations targeting “money exchange” activities in the casinos and the peripheral areas, and personnel were deployed to conduct anti-crime promotions at the above mentioned locations.
Personnel from the Gaming-related Crimes Division and the Economic Crimes Division of the Judiciary Police carried out parallel analysis to the recent “practice vouchers” scams, and found out that they were all related to a fraud syndicate in the mainland. The ringleader and core members of the syndicate hid in the mainland, scouted their targets through mobile communication apps, and directed their subordinate members to smuggle “practice vouchers” from Zhuhai to Macao. A small amount of authentic banknotes was mixed in the vouchers before conducting money exchange with their targets. Some other syndicate members were responsible for collecting and withdrawing money. Division of work was clear among the members, with anti-investigation capabilities.
With the assistance of the mainland public security entities, the Judiciary Police and the Zhuhai Municipal Public Security Bureau formed a specialized taskforce, and launched an arrest operation on 17th March 2023 at an opportune time. The Zhuhai Municipal Public Security Bureau arrested a ringleader, four core members and seven key members of the syndicate at Xi’an City of Shaanxi Province, Chengdu City of Sichuan Province and Qingyuan City of Guangdong Province, with “practice vouchers”, mobile phone used to commit the crime and bank cards seized. To align with the enforcement of the case, the Judiciary Police deployed 32 criminal investigators to conduct special patrol operation at several casinos at the Cotai district and the peripheral areas from the mentioned day to the end of the month, intercepting a total of 101 persons and seized 34 mainland “money exchange” members and one overstaying mainlander. After conducting identity verification and further investigation, all of them were transferred to the Public Security Police Force for handling.
Integrated investigation of the specialized taskforce identified that the fraud syndicate was involved in a total of 54 similar cases from 17th April 2021 to 9th March 2023, the amount involved was equivalent to MOP 7.38 million. A total of 61 mainland members of the syndicate were arrested, of which, 51 of them were subjected to mandatory detention measures by the judicial authorities. In the operation, around 9,300 pieces of “practice vouchers” were seized. It is believed that this joint operation had successfully dismantled the involved cross -border criminal syndicate.
Desmantelada uma rede criminosa de burla com “notas de treino” em cooperação com a polícia do continente
Nos últimos anos, têm-se registado, de vez em quando, casos de burla com "notas de treino" em Macau. Para reprimir com eficácia os crimes relacionados estas notas, a PJ continua a adoptar a estratégia “conjugar o combate com a prevenção” e criou um grupo especial com a polícia do continente para efectuar investigações e operações conjuntas. Ao mesmo tempo, foi estabelecido um grupo de combate conjunto com os serviços de segurança e vigilância das concessionárias de jogo de Macau, para proceder a acções de combate às actividades de troca ilegal de moeda (“burlões de troca de dinheiro”) nos casinos e nos seus arredores e enviar pessoal para os referidos locais para a sensibilização sobre a prevenção do crime.
O pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo e da Divisão de Investigação de Crimes Económicos da PJ efectuou uma análise combinada sobre vários casos semelhantes que ocorreram ultimamente, descobriu que os casos foram cometidos por uma mesma rede criminosa do continente, cujo cabecilha e membros-chave estavam escondidos na China continental, utilizavam software de comunicação móvel para a procura de alvos do crime, pediam a membros a jusante para trazerem “notas de treino” de Zhuhai para Macau, e trocavam dinheiro com os alvos por forma de misturar uma pequena quantidade de notas verdadeiras com as falsas. Por outro lado, houve outros membros que eram responsáveis pela recolha e levantamento do dinheiro, existindo assim uma clara divisão de trabalho entre os membros e capacidade de contra investigação.
Com a ajuda dos órgãos de segurança pública do continente, foi criado um grupo especial entre a PJ e a Directoria Municipal de Segurança Pública de Zhuhai. Ao chegar a altura oportuna, foram lançadas as operações de detenção em 17 de Março de 2023, a mesma directoria deteve 1 cabecilha, 4 membros-chave e 7 membros principais da rede criminosa, respectivamente, na cidade de Xian da província de Shaanxi, na cidade de Chengdu da província de Sichuan e na cidade de Qingyuan da província de Guangdong, tendo sido encontradas notas de treino, telemóveis para a prática do crime e cartões bancários. Em articulação com a implementação deste caso, desde o mesmo dia até finais do mês, a PJ enviou 32 investigadores criminais para efectuar patrulhamentos especiais nos vários casinos do Cotai e nas áreas circundantes. Nas operações, foram identificados, no total, 101 indivíduos, entre eles, 34 burlões de troca de dinheiro da RPC e um com o visto de permanência caducado. Todos foram transferidos ao CPSP para acompanhamento após concluídas a identificação e a investigação.
Conforme as investigações integradas obtidas pelo grupo especial, verificou-se que a rede criminosa estaria envolvida em 54 casos do mesmo género ocorridos entre 17 de Abril de 2021 e 9 de Março de 2023, com um valor envolvido equivalente a cerca de 7,38 milhões de patacas. Foram detidos 61 indivíduos da RPC, pertencentes a esta rede, entre eles, a 51 deles foi aplicada a prisão preventiva e foram apreendidas cerca de 9.300 notas de treino. Acredita-se que as operações conjuntas tenham desmantelado esta rede criminosa transfronteiriça.
