偵破電話詐騙集團 拘兩名本澳男子
2023年首三個月,本局共開立85宗涉及假冒政府部門和內地公檢法人員的電話詐騙專案調查,同時透過電話或會面方式接獲約630名市民提供相關詐騙案件資料,另接到本澳一電訊營運商舉報該公司電話卡懷疑被用作實施電話詐騙犯罪。鑑於案情嚴重,本局高度重視,隨即指派資訊罪案調查處組成專案小組,並聯同技偵部門展開調查工作。
專案小組人員經整合、梳理及分析大量涉案資料,查悉一犯罪集團以氹仔區一單位作為窩點,由身處境外的集團成員將至少3,500張本澳及外地電話卡放進批量電話卡插入設備(俗稱“貓池”),再透過網絡連接至設於上述單位的四組網關通訊設備(GoIP)撥出詐騙電話,自2023年2月起向本澳居民撥出至少174萬通詐騙電話,造成45人受騙,當中有26人是在本澳就讀高等院校的學生;約2,300萬澳門元騙款已流到海外銀行帳戶。
專案小組人員查悉兩名在本澳架設及操控相關通訊設備的涉案本澳男子行蹤,於2023年4月24日在上述單位將兩人截獲,行動中並搜獲四組正在運作的網關通訊設備(GoIP)、相關5G路由器及監控鏡頭等作案工具。兩人承認自2023年年初開始受犯罪集團招攬,負責在涉案單位架設及維護作案設備,分別獲酬2,000澳門元及10,000澳門元。
本局以詐騙(相當巨額)罪及犯罪集團罪將兩名涉案男子移送檢察院偵辦,並透過國際警務合作追查其他涉案人。
Telephone fraud syndicate dismantled with two Macao men under arrest
In the first three months of 2023, the Judiciary Police opened a total of 85 case files for specialized investigation of telephone fraud involving impersonation of personnel of government agencies, mainland Public Security Bureau, Procuratorate and the Court. Meanwhile, information on relevant fraud cases was received from about 630 members of the public through phone calls or face-to-face interviews. In addition, a local telecommunications operator reported that the company’s phone cards were suspected of being used to commit telephone fraud. In view of the severity of the cases, the Judiciary Police attached great importance to it, and immediately assigned the I.T. Crimes Division to set up a task force to initiate investigation in conjunction with the technical investigation units.
Upon consolidation, sorting and analysis of a large amount of involved data, the task force personnel discovered that a criminal syndicate had been using a unit in Taipa as its den. At least 3,500 local and overseas phone cards were put into a bulk phone card insertion equipment (commonly known as “modem pool”) by the syndicate members who were located outside Macao, and were subsequently connected to the four sets of gateway communication equipment (GoIP) installed in the above-mentioned unit through the Internet to make fraudulent calls. Since February 2023, at least 1.74 million fraudulent phone calls had been made to Macao residents, resulting in 45 people being defrauded, while 26 of whom were students of tertiary institutions in Macao; approximately MOP23 million of fraudulent proceeds had been transferred to overseas bank accounts.
The task force personnel tracked down the whereabouts of the two local men who were involved in the installation and manipulation of relevant communication equipment in Macao, and intercepted the two men at the aforementioned unit on 24th April 2023. Crime tools including four sets of GoIP in operation, related 5G routers and surveillance cameras were seized during the operation. The two men admitted that they had been recruited by the criminal syndicate since early 2023 for setting up and maintaining the perpetration equipment in the unit involved, and were paid MOP2,000 and MOP10,000 respectively.
The Judiciary Police transferred the two involved men to the Public Prosecutions Office for the offences of fraud (considerably huge amount) and criminal syndicate, while pursuing other involved individuals through international police cooperation.
Desmantelada uma rede por burla telefónica e detidos dois residentes
No primeiro trimestre de 2023, a PJ instaurou um total de 85 processos para investigar casos de burla telefónica praticados por indivíduos que se fazem passar por funcionário de órgão governamental, da Polícia, da Procuradoria e do Tribunal do continente. Entretanto, cerca de 630 residentes forneceram, via telefónica ou presencialmente, informações sobre casos de burla e uma empresa operadora de telecomunicações local fez denúncia, dizendo que desconfiava que os seus cartões telefónicos tivessem sido usados para a prática de burla telefónica. Atendendo à gravidade dos casos, a PJ deu muita importância e incumbiu imediatamente a Divisão de Investigação de Crimes Informáticos de formar um grupo especializado, para iniciar a investigação, em colaboração com a subunidade de investigação tecnológica.
O pessoal do grupo especializado, após agrupamento, organização e análise de avultados dados relacionados com esses casos, descobriu que uma rede criminosa estava abrigada num apartamento da Taipa e que os membros que se encontravam fora de Macau tinham usado pelo menos 3.500 cartões telefónicos, locais e estrangeiros, em numerosos dispositivos conhecidos por “modem pool”, onde se inserem os cartões telefónicos, depois, mediante conexão da internet a 4 conjuntos de equipamentos de comunicação GoIP, instalados naquele apartamento, faziam chamadas fraudulentas. Desde Fevereiro de 2023, fizeram pelo menos 1,74 milhões de chamadas para residentes locais, 45 pessoas foram vítimas, sendo 26 delas estudantes de instituições de ensino superior de Macau. Aproximadamente 23 milhões de patacas foram transferidas para contas bancárias no estrangeiro.
O pessoal do grupo especializado conseguiu localizar dois suspeitos, residentes locais, que teriam montado e controlado os referidos equipamentos de comunicação em Macau, e detiveram-nos no dia 24 de Abril de 2023 no apartamento. Na operação, foram apreendidos instrumentos como 4 conjuntos de equipamentos de comunicação GoIP em funcionamento, um router 5G e câmaras de vigilância. Os dois admitiram ter sido recrutados por uma rede criminosa desde o início de 2023, eram responsáveis pela montagem e manutenção dos equipamentos no referido apartamento, e recebiam como remuneração 2.000 patacas e 10.000 patacas, respetivamente.
Os dois foram presentes ao Ministério Público, acusados de crime de burla (de valor elevado) e de associação criminosa. A PJ vai continuar a procura de eventuais pessoas envolvidas por meio da cooperação policial internacional.
