香港男子涉招攬贊助詐騙被捕
2023年3月23日,本局接獲體育局通報,指一間體育資訊中心的香港負責人以出版“全澳殘疾人士運動日”紀念刊招攬贊助為名進行詐騙。
本局經濟罪案調查處人員調查發現案件涉及多個贊助商,經成功聯絡當中七個贊助單位的代表,得悉涉案香港男子多年前已透過電話、傳真、電郵或親臨等方式,並以印有“體育局”、“殘疾人士協會”等字眼的活動宣傳單張來遊說事主贊助出版或廣告費,涉及金額由1,000至10多萬澳門元不等;本局人員又查悉上述活動舉行期間,涉案男子身處境外,顯示其根本沒有參與有關活動。
2023年4月3日,本局致電涉案男子,傳召其到本局進行調查,其承認自2004年起,藉出版不同體育活動紀念特刊向多間商舖及醫療中心募集贊助,款項由300至6,000澳門元不等,但每次只印製100本書刊予有關贊助商,餘款全用於日常生活及中心開支,至被捕時獲利約40萬澳門元。本局人員在該中心搜獲數張宣傳單張及小量書刊,並查知該中心實為空殼公司。
本局以詐騙(相當巨額)罪將涉案男子移送檢察院偵辦。
Hong Kong man nabbed for involvement in fraud in relation to soliciting sponsorship
On 23rd March 2023, the Judiciary Police received a notification from the Sports Bureau, indicating that, a Hong Kong person in charge of a sports information centre had committed fraud on the pretext of soliciting sponsorship for the publication of a “Macao-wide Disability Sports Day” commemorative journal.
Upon investigation, personnel of the Economic Crimes Division of the Judiciary Police discovered that, a number of sponsors were involved in the case. Having reached seven of the sponsors’ representatives successfully, it was learnt that, several years ago, by means of telephone, facsimile, emails or in person, as well as using activity leaflets printed with words such as the “Sports Bureau” and “Association for the Disabled”, the involved Hong Kong man had been lobbying the victims to sponsor publications or advertising fees. The amount involved ranged from MOP1,000 to over MOP100,000 respectively. Personnel of the Judiciary Police also learnt from investigation that, during the time when the abovementioned activities took place, the involved man had been out of the territory, thus showing that he had not participated in the relevant activities at all.
On 3rd April 2023, the Judiciary Police called the involved man, and summoned him to the Judiciary Police for investigation. He confessed that, since 2004, he had been soliciting sponsorship (amounting from MOP300 to MOP6,000) from various shops and medical centres on the pretext of publishing different commemorative special issues for sports events. Yet, he would only give 100 printed journals to the relevant sponsors on each occasion. The rest of the money were spent on daily necessities and expenses of the centre. By the time he was arrested, he had already gained a profit of around MOP400,000. Personnel of the Judiciary Police seized several leaflets and few journals at the centre, and learnt from investigation that, the centre was a shell company.
The Judiciary Police transferred the involved man to the Public Prosecutions Office for the offence of fraud (considerably huge amount).
Detido um homem de Hong Kong por burla de falsa angariação de patrocínios
Em 23 de Março de 2023, o Instituto do Desporto comunicou à PJ que um indivíduo de Hong Kong, responsável de um centro de informações desportivas, era suspeito de falsa angariação de patrocínios para a publicação de revistas comemorativas do “Dia Nacional do Desporto para os deficientes de Macau”.
Durante a investigação o pessoal da Divisão de Investigação de Crimes Económicos descobriu que o caso envolvia vários patrocinadores. Conseguiu entrar em contacto com sete representantes dos patrocinadores, e descobriu que, há vários anos, o suspeito de Hong Kong através de folhetos de publicidades em nome do “Instituto do Desporto” e da “Associação de deficientes” contactava os patrocinadores por via telefónica, fax, e-mail ou por deslocação pessoal, para convencê-los a patrocinar despesas de publicação ou de publicidade, o valor envolvido variava entre 1.000 e mais de 100.000 patacas. Segundo o que foi apurado, durante o período da realização das actividades desportivas acima mencionadas, o suspeito não estava em Macau, o que indica que não participou naquelas actividades.
Em 3 de Abril de 2023, o nosso pessoal pedia ao suspeito para comparecer na PJ para investigação. O suspeito admitiu que, desde 2004, tinha angariado patrocínios de várias empresas e centros médicos com o pretexto da edição de revistas comemorativas especiais para diferentes actividades desportivas, por um montante entre 300 e 6.000 patacas, e em cada vez, só foram impressas 100 revistas para os respectivos patrocinadores, e o restante dinheiro foi usado para a vida quotidiana e despesas do centro. Até no momento da sua detenção, o suspeito já tinha obtido um lucro de cerca de 400.000 patacas. Também, foram encontrados no centro, vários panfletos e algumas revistas e foi apurado que este centro é uma empresa fictícia.
Assim, o detido foi presente ao MP acusado de burla (valor consideravelmente elevado).
