內地男子涉高利貸被拘
本局博彩罪案調查處人員跟進調查一宗2021年10月27日發生於路氹城區某娛樂場的懷疑高利貸案件,案情顯示內地涉案男子管有內地男事主的中國居民身份證,其後又將證件交予該娛樂場的保安員。
經調查得悉,2021年6月中旬,內地男事主於上述娛樂場向涉案內地男子借取43萬港元進行賭博,二人約定最終不論輸贏,雙方均各自承擔一半款項,且事主須多付數萬港元利息及簽署一張43萬港元的借據,並須交出隨身財物及證件作為抵押,事主遂將其中國居民身份證及來往內地通行證連同價值約14萬元人民幣的財物交予涉案男子。最終事主輸清借款,涉案男子僅將內地通行證交還事主,著其日後還款。
2023年1月18日,涉案男子在關閘口岸入境時被截獲,其承認犯案,本局以為賭博的高利貸罪、文件的索取或接受罪將其送交檢察院偵辦。
Mainland man arrested for involvement in loan-sharking
Personnel of the Gaming-related Crimes Division of the Judiciary Police followed up on a case of suspected usury which had taken place in a casino in the Cotai district on 27th October 2021. Case details revealed that the involved mainland man had been in possession of the mainland male victim’s Chinese resident ID, which he later handed to a security guard of the aforementioned casino.
It was learned in the investigation that in mid-June 2021, the mainland male victim had borrowed HKD 430,000 from the involved mainland man in the aforesaid casino for gambling. The deal was that regardless of win or loss, both parties would bear half of the amount with the victim paying tens of thousands of HKD extra as interest and signing an IOU of HKD 430,000, as well as surrendering his personal belongings and identity documents as pledges. The victim thus handed his Chinese resident ID and mainland travel permit together with belongings worth around RMB 140,000 to the involved man. The victim eventually gambled away the borrowed amount, whereas the involved man only returned the mainland travel permit to the victim, demanding the victim to make repayment later.
On 18th January 2023, the involved man was intercepted while he was entering Macao via the Border Gate checkpoint. He admitted to committing the crime, and was thus transferred to the Public Prosecutions Office for the offences of practising usuries for gambling, extortion or acceptance of documents.
Detido um homem do continente por agiotagem
O pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo recebeu um caso de agiotagem, ocorrido em 27 de Outubro de 2021, num casino da zona de COTAI, no qual dizia-se que um homem do continente teria ficado com o bilhete de identidade de residente da RPC de um outro homem, que posteriormente, entregou-o ao segurança daquele casino.
Na investigação, verificou-se que em meados de Junho de 2021, um homem do continente pediu um empréstimo de 430.000 HKD ao suspeito para jogar no casino supracitado, ambos chegaram ao acordo de que, independentemente de ganhos ou perdas, seriam responsáveis, respectivamente, por metade do valor em causa, além disso, a vítima teria que pagar mais algumas dezenas de milhar de HKD como juros, assinar um talão de empréstimo no valor de 430.000 HKD e entregar, como garantia, os bens que trazia e o documento de identidade. Assim, a vítima entregou ao suspeito o bilhete de identidade de residente da RPC, o salvo-conduto para a deslocação a Hong Kong e Macau e bens no valor de cerca de 140.000 RMB. A vítima acabou por perder o dinheiro emprestado e o suspeito apenas lhe devolveu o salvo-conduto, relembrando-lhe ainda para pagar as dívidas posteriormente.
No dia 18 de Janeiro de 2023, o suspeito foi interceptado ao entrar em Macau pelo posto fronteiriço das Postas do Cerco e confessou o crime. O mesmo foi presente ao MP pelos crimes de agiotagem para jogo e exigência ou aceitação de documento.
