偵破偽造文件集團 拘三名內地男女
2022年12月9日,本局人員於路氹城區某娛樂場進行巡查,在截查一名內地男子時,懷疑其持有的逗留許可憑條為偽造,經盤問得悉其透過另一名涉案內地男子介紹,以600元人民幣向一名涉案內地女子購入四張偽造憑條,並支付700元人民幣作為在介紹人租住的酒店房間留宿的費用。本局其後在上述房間截獲涉案介紹人,並搜出三張逗留許可憑條,經檢驗證實全為偽造。
本局於翌日在關閘口岸截獲犯罪集團的“車手”,至少12次從內地偷運偽造逗留許可憑條來澳,再按指示交予逾期逗留人士,每次可獲80元人民幣報酬;本局人員同時揭發上述女子非法收留其逾期逗留本澳的男友。
調查發現,涉案犯罪集團於2022年年中開始運作,集團內部分工細緻,不法得益至少1.1萬澳門元。本局分別以犯罪集團、偽造文件、使用或占有偽造文件、收留非法入境或非法逗留的人等四罪將三名涉案男女移送檢察院偵辦,並追查其他涉案人。
Document-forgery syndicate busted with three mainlanders arrested
During the patrol in a casino at Cotai district by the Judiciary Police personnel on 9th December 2022, a mainland man was intercepted and suspected of holding a forged “Authorization to Stay” receipt. Upon questioning, it was realized that the mainlander, through referral by another involved mainland man, had purchased 4 pieces of forged “Authorization to Stay” receipts at RMB600 from an involved mainland woman, along with paying RMB700 as the staying charges at the hotel room of the agent. The Judiciary Police then intercepted the involved agent inside the aforementioned hotel room, seizing 3 pieces of “Authorization to Stay” receipts, which were proved to be forged subsequent to examination.
On the following day, the Judiciary Police intercepted a “runner” of the criminal syndicate at the Portas de Cerco Checkpoint, who had smuggled forged “Authorization to Stay” receipts from mainland to Macao for at least 12 times, and handed them to overstayers per instructions, each time gaining RMB80 as reward. At the same time, the Judiciary Police discovered that the aforementioned woman was illegally sheltering her boyfriend who had been overstaying in Macao.
Investigation revealed that the involved criminal syndicate had commenced operation since mid-2022, with sophisticated division of tasks, and had obtained a minimum of MOP11,000 of illicit proceeds. The Judiciary Police transferred the three involved men and woman to the Public Prosecutions Office with four charges including criminal syndicate, forgery of documents, usage or possession of forged documents, and sheltering illegal immigrants or overstayers, while pursuing other involved persons.

Em 9 de Dezembro de 2022, num patrulhamento junto de um casino de COTAI o pessoal da PJ deteve um indivíduo do continente, por suspeita de posse de boletim de autorização de permanência alegadamente falso. No interrogatório, soube-se que, através de um outro indivíduo do continente, comprou quatro boletins falsos a uma mulher do continente por 600 RMB e pagou outros 700 RMB para ficar no quarto de hotel alugado por este último. Posteriormente, a PJ deteve naquele quarto de hotel, o indivíduo do continente e encontrou outros três boletins de autorização de permanência, após o exame pericial, confirmou que eram documentos falsos.
No dia seguinte foi detido, no Posto Fronteiriço das Portas do Cerco, um “operador” daquele grupo criminoso, este confessou que transportou pelo menos 12 vezes, boletins de autorização de permanência falsos da China para Macau, cada vez recebia uma recompensa de 80 RMB e depois, segundo as indicações, entregava-os aos indivíduos com excesso de permanência. Por outro lado, a PJ também descobriu que a detida tem alojado ilegalmente o seu namorado com excesso de permanência em Macau.
Na investigação, descobriu-se que esta rede criminosa começou a funcionar em meados de 2022, a rede tem uma divisão de trabalho meticulosa e tem obtido, de forma ilegal, pelo menos 11.000 patacas. Pelo que, os três detidos foram presentes ao Ministério Público respectivamente por associação criminosa, falsificação de documentos, uso ou posse de documento alheio e acolhimento de pessoas em situação de imigrante ilegal. A PJ continua à procura de outros eventuais envolvidos.
