三男女涉勒索被拘
2022年12月4日,本局接獲一名本澳男子報稱被人以進行單位外牆防滲漏工程為名勒索4.4萬澳門元。
案情顯示,男事主位於新口岸區其住宅單位的外牆出現裂縫,單位內亦有滲水情況,遂於2022年11月中透過網上社交平台聯絡某防水工程公司派員檢查及報價,該公司一名內地維修人員上門檢查,並與男事主協議工程費用為1.2萬澳門元;至11月29日,上述維修人員帶同一名男子到男事主住所開展工程,兩人將灌縫膠注入外牆裂縫後,隨即指裂縫滲水情況比預期嚴重,要求提高工程費用至4.4萬澳門元,限男事主須於當日全數支付,否則糾集其他員工前來生事,男事主見兩人手持鐵鏟和電鑽,擔心人身安全受威脅而將款項轉帳至指定銀行帳戶。事後,兩名涉案男子未有繼續進行工程,男事主感到被勒索而到本局報警求助。
本局查悉兩名涉案男子乘坐同一輛汽車進出上述大廈,經確定駕車女子的身份及住處,於2022年12月6日將該名女子截獲,並根據調查線索於關閘附近截獲兩名涉案男子。三人均否認勒索,被捕的內地維修人員僅承認曾到男事主的住所進行維修工程並即時提高工程費用,並稱另一名男子為其學徒,負責在場協助工作,而涉案女子協助接載往返及提供銀行帳戶收款;涉案女子則僅承認負責接送兩人前往本澳各處進行維修工程,共收取3,000澳門元報酬,但否認提供銀行帳戶收取工程費用。本局以勒索罪將三名涉案男女移送檢察院偵辦。
Three individuals arrested for extortion
On 4th December 2022, the Judiciary Police received a report from a local man, indicating that he had been extorted MOP44,000 on the grounds of an anti-seepage project on the exterior wall of his unit.
Case details revealed that cracks appeared on the exterior wall of the male victim’s residential unit in the ZAPE district and there was also water seepage inside the unit, he therefore contacted a waterproof engineering company through an online social platform in mid-November 2022 to dispatch personnel for inspection and quotation. A mainland maintenance worker from the company negotiated with the male victim that the project cost would be MOP12,000 upon on-site inspection. Until November 29th, the aforesaid maintenance worker brought a man along to the male victim’s residence to carry out the project. After the two men had injected crack-filling glue into the cracks of the exterior wall, they immediately pointed out that the water seepage in the cracks was more serious than expected, and requested that the project cost be increased to MOP44,000. The male victim was required to pay in full on the same day, or else other personnel would be mobilized to the scene and cause trouble. Seeing the duo holding a shovel and an electric drill, the male victim was worried about the threat to his personal safety, thus he transferred the money to the designated bank account. Afterwards, the two involved men did not proceed with the project. The male victim felt that he had been extorted and reported to the Judiciary Police for assistance.
The Judiciary Police found out upon investigation that the two involved men entered and exited the above-mentioned residential building by taking the same vehicle. After confirming the identity and residence of the woman behind the wheel, the Judiciary Police intercepted the woman on 6th December 2022, and intercepted the two involved men in the vicinity of the Border Gate based on the investigation leads. All the three individuals denied committing extortion. The arrested mainland maintenance worker only admitted that he had carried out maintenance works in the male victim’s residence and raised the cost of the works thereupon. He also claimed that the other man was his apprentice and responsible for assisting the works on site, while the involved woman assisted with the transportation to and from the site and provided a bank account for receiving payments. The involved woman only admitted that she was responsible for transporting the two men to various locations in Macao for carrying out maintenance projects, and had received a total of MOP3,000 in remuneration, yet denied having provided a bank account to collect the project fees. The Judiciary Police transferred the three involved individuals to the Public Prosecutions Office for the offence of extortion.
