港澳警方“傲陽行動”破一詐騙集團 共拘56名集團成員
本局與香港警方進行情報交流,查悉有犯罪團伙透過互聯網招攬人進行“刷單”,繼而進行詐騙;經調查後掌握有關團伙的運作模式,並與香港網絡安全及科技罪案調查科攜手部署,於本年11月針對互聯網詐騙案展開代號“傲陽”的聯合打擊行動。
犯罪集團藉“刷單”行騙 澳門警方拘十人
2022年11月14日,本局鎖定多名涉案人士的住宅單位及工作地點並採取拘捕行動,查獲十名涉案男子,其中九人承認透過互聯網出售個人登記之銀行帳戶,成功出售可獲500至8,000港元不等的報酬,另一名涉案人負責登記電話卡用作載於“刷單”廣告單張上。本局又凍結及扣押了44個由上述涉案人登記用來收取騙款之銀行帳戶。涉案團伙將所收之騙款多次轉帳後,再轉至香港犯罪集團一名骨幹成員的銀行帳戶內,最後再將有關騙款透過虛擬貨幣的交易平台購買虛擬貨幣,涉款約260萬澳門元。
香港警方同步拘46人 骨幹成員落網
香港警方同步採取行動,拘捕共46名犯罪集團成員,當中包括三名骨幹成員,同樣透過互聯網藉“刷單”行騙,涉款約510萬港元。
聯合行動顯成效 成功瓦解犯罪團伙
相信是次聯合行動已成功瓦解涉案的犯罪集團,截獲的三名骨幹成員中有兩名為澳門居民,三人均拒絕交代案情。
本局以犯罪集團罪、詐騙罪和清洗黑錢罪,將十名在澳被捕的涉案男子移送檢察院偵辦,并持續與香港警方合力追查其他涉案人士。
“Operation Polardawn” by Hong Kong and Macao police cracked a fraud syndicate, apprehending a total of 56 syndicate members
The Judiciary Police conducted intelligence exchange with the Hong Kong police, learning that a criminal syndicate had been soliciting people to conduct “brushing order” via the Internet to commit scam afterwards. Upon investigation, the modus operandi of the relevant syndicate was mastered and thus joint deployment was made together with the Cyber Security and Technology Crime Bureau of Hong Kong to launch collaborative combating operation codenamed “Polardawn” against Internet fraud cases in November this year.
Criminal syndicate committed fraud via “brushing orders”, with 10 persons apprehended by the Macao police
On 14th November 2022, the Judiciary Police identified the residential units and work locations of multiple involved persons and launched apprehending action, with 10 involved men intercepted. Among them, nine admitted to have sold their personal registered bank accounts via the Internet, with remuneration ranging from HKD500 to HKD8,000 obtained for successful transaction. Another involved person was responsible for registering phone card(s) printed on the flyers of the “brushing orders”. The Judiciary Police also froze and detained 44 bank accounts registered by the abovementioned involved persons used for receiving fraudulent proceeds. After remitting the fraudulent proceeds received for several times, the involved syndicate subsequently remitted the money to the bank account of a core member of the Hong Kong criminal syndicate. In the end, the relevant fraudulent proceeds were used to purchase virtual currency via the virtual currency trading platform, involving an amount of MOP2,600,000.

The Hong Kong police launched action simultaneously, apprehending a total of 46 criminal syndicate members. Three of them were core members who also committed “brushing order” fraud via the Internet, involving an amount of HKD5,100,000.
Joint operation marked efficacy, with criminal syndicate cracked successfully
It is believed that the joint operation has already successfully busted the involved criminal syndicate. Among the 3 core members intercepted, 2 of them were Macao residents and the trio refused to disclose any case details.
The Judiciary Police transferred the 10 involved men apprehended in Macao to the Public Prosecutions Office for the offences of criminal syndicate, fraud and money laundering, while continuing to pursue other involved persons together with the Hong Kong police.
Desmantelada pelas polícias de HK e Macau uma rede de burla na operação “Polardawn”, detidos 56 elementos
Numa troca de informações com a polícia de Hong Kong, a PJ descobriu que uma rede criminosa estava a praticar burlas através do esquema de “aumentar o registo das encomendas” na internet. Na investigação, a PJ verificou o modo de funcionamento daquela organização, e em colaboração com o Cyber Security and Technology Crime Bureau de Hong Kong, organizou, em Novembro, uma operação conjunta com o nome em código de “Polardawn”.
A rede criminosa praticava burlas com o esquema de “aumentar o registo das encomendas”, a PJ deteve 10 indivíduos
Em 14 de Novembro de 2022, a PJ localizou os apartamentos e os locais de trabalho de vários indivíduos envolvidos e efectuou as detenções de 10 homens, entre estes 9 indivíduos admitiram ter vendido as suas contas bancárias através da internet e disseram que depois da venda, podiam obter uma remuneração entre 500 e 8.000 HKD, enquanto que o restante indivíduo disse ser responsável por registar os cartões telefónicos e os números telefónicos que eram mostrados nos anúncios publicitários relativos a este tipo de burla. A PJ congelou e blequeou 44 contras bancárias registadas pelos suspeitos, todas usadas para receber o dinheiro burlado. Após recebido o dinheiro burlado, os suspeitos efectuavam várias transferências bancárias, e depois transferiam o dinheiro para a conta de um elemento principal daquela organização criminosa de Hong Kong que, finalmente, usava o dinheiro para comprar moedas virtuais através de uma plataforma de transacções, o valor envolvido ronda os 2,6 milhões de patacas.

A polícia de Hong Kong entrou em acção ao mesmo tempo, deteve 46 elemento da organização incluindo três elementos principais, todos praticaram burlas com o mesmo esquema, o valor envolvido ronda os 5,1 milhões de HKD.
A operação conjunta obteve um bom resultado, e foi assim desmantelada a rede criminosa
Acredita-se que nesta operação conjunta foi desmantelada aquela organização, foram detidos três elementos principais, dois dos quais são residentes de Macau. Os três recusaram colaborar.
Os dez homens detidos em Macau foram presentes ao MP por associação criminosa, burla e branqueamento de capitais, a PJ continua a colaborar com a Polícia de Hong Kong à procura de outros eventuais envolvidos.
