偵破“練功券”詐騙案 拘七名內地男子
2022年9月12日,一名內地男“換錢黨”向其他同行兌換20萬港元現金,相約對方在路氹城區某娛樂場男廁進行交易;男事主到埗後接洽兩名涉案內地男子,按對方要求將8.79萬元人民幣轉到指定內地銀行帳戶,以便收取所兌換的10萬港元,但涉案男子藉故推搪,聲言要男事主轉帳餘下款項才付清現金,男事主拒絕,涉案男子隨即交出一疊港元現金,男事主點算時發現僅一張鈔票為真鈔,其餘均為印有“練功券”字樣的偽鈔,故即時向娛樂場保安員求助,保安員馬上截停兩名涉案男子並交由本局駐場人員處理。男事主報稱損失8.79萬元人民幣。
本局人員在其中一名涉案男子身上搜獲185張面值一千港元“練功券”,並順藤摸瓜於同區另一酒店房間及娛樂場截獲包括犯罪集團主腦在內共五名內地男子。調查發現,涉案犯罪集團專門向客人或“換錢黨”行騙,其中四人為逾期逗留,由集團主腦收留匿藏於上述房間。
本局分別以詐騙(巨額)、犯罪集團、收留非法入境或非法逗留的人等三罪將七名涉案男子移送檢察院偵辦,並追查其他涉案人。
“Practice vouchers” fraud case busted with 7 mainland men apprehended
On 12th September 2022, a male mainland “money exchange gang” member intended to exchange HKD200,000 in cash with other peers, and scheduled to meet the other party at a male toilet of a casino in the Cotai district to carry out the deal. Upon arrival, the male victim got in touch with two involved mainland men. At the behest of the other party, he transferred RMB87,900 to a designated mainland bank account so as to receive the exchanged HK$100,000. Yet, the involved man made stalling excuses and claimed that he would only pay off the cash after the male victim had transferred the rest of the money. Having been rejected by the male victim, the involved man handed a stack of cash in Hong Kong dollars to the male victim immediately. While counting the money, the male victim discovered that only one banknote was real, whilst the rest were counterfeit banknotes with words “practice vouchers” printed on them. Thus, he requested for assistance from security officers inside the casino instantly. The security officers intercepted the two involved men promptly and referred them to the personnel of the Judiciary Police stationed at the casino for handling. The male victim reported that he had suffered a loss of RMB87,900.
Personnel of the Judiciary Police seized 185 “practice vouchers” with a nominal value of HK$1,000 from one of the involved men. Following the lead, a total of five mainland men, including the ringleader of the criminal syndicate, were intercepted at another hotel room and casino in the same area. Based on investigation, the involved criminal syndicate targeted to defraud guests or “money exchange gangs”. Four of the individuals were overstayers, and were sheltered and hidden inside the abovementioned room by the ringleader of the syndicate.
The Judiciary Police transferred the seven involved men to the Public Prosecutions Office for the three offences of fraud (massive amount), criminal syndicate, and sheltering illegal immigrant or overstayer respectively, while pursuing other involved individuals.
Resolvido um caso de burla com troca ilegal de dinheiro e detidos sete homens da China continental
Em 12 de Setembro de 2022, um homem da China continental que praticava actividades de troca ilegal de dinheiro combinou com outros que praticavam mesmas actividades ilegais para a troca de 200.000 HKD em numerário numa casa de banho para homens situada num casino do Cotai. No encontro, o homem transferiu 87.900 RMB para uma conta bancária da China continental indicada por dois indivíduos envolvidos no caso, com vista à troca de 100.000 HKD. Foi-lhe pedido a transferência do resto do dinheiro por esses dois indivíduos para poder receber o número total do dinheiro, o homem recusou mais transferência bancária. Após ter recebido dos indivíduos envolvidos no caso um maço de dinheiro de dólares de Hong Kong, o homem descobriu que havia apenas uma nota que é verdadeira e o resto são notas falsas, pedindo logo a ajuda da segurança do casino. Assim, os dois indivíduos envolvidos no caso acabaram por ser interceptados e foram entregues à agente da PJ destacada no casino. O homem declarou ter tido um prejuízo de 87.900 RMB.
Foram ainda apreendidas 185 notas falsas com valor facial de 1000 HKD (estampadas com “練功劵”) na posse de um dos indivíduos acima referidos. No seguimento das pistas, foram detidas cinco pessoas incluindo o cabecilha da rede criminosa num quarto de outro hotel e num casino, ambos sitos na mesma zona do Cotai. Todos os detidos são oriundos da China continental. Na investigação, descobriu-se que os turistas e as pessoas que fazem troca ilegal de dinheiro são os alvos desta rede criminosa; apurou-se também que quatro pessoas encontravam-se em situação de excesso de permanência e eram acolhidas pelo cabecilha da rede criminosa no quarto do hotel atrás mencionado.
Os sete homens envolvidos no caso foram presentes ao MP acusados de burla (de valor elevado), associação criminosa e de acolhimento de pessoas em situação de imigração ilegal. A PJ vai continuar à procura de eventuais cúmplices.
