本澳女子藉高息存款詐騙被拘
本局於2021年6月中旬接獲一名本澳男子舉報,稱2019年10月被人以每月8%“分紅”來誘使他將20萬港元存入新口岸區某娛樂場貴賓會一“櫃桶”,起初每月均能收取利潤,但該“櫃桶”自2020年1月起不再派發“分紅”,其後於2021年4月停止運作,男事主無法取回本金,故向本局求助。本局調查期間再接獲12宗同類案件,各事主分別報稱損失20萬至650萬港元,涉案金額合共1,721萬港元。
本局查悉有關“櫃桶”於2019年6月起營運,營運者並非博彩中介人或其合作人,只是訛稱在本澳經營貴賓會業務,藉此吸納了111人參與投資,涉及資金逾2.2億港元,投資者的本金有部份被用作支付“分紅”,其餘均被營運者挪用。
本局根據調查所得,於2022年8月5日截獲其中一名涉案本澳女子,以詐騙(相當巨額)罪及犯罪集團罪將之移送檢察院偵辦,並追查其他涉案人。

In mid-June 2021, the Judiciary Police received a report from a Macao man, who claimed that, on the pretext of receiving an 8% of dividend per month, he was lured to deposit HKD200,000 into a “drawer” of a casino junket in the ZAPE district in October 2019. Initially, he could gain a profit per month. Yet, since January 2020, the “drawer” had no longer distributed dividends, and ceased to operate in April 2021. As the male victim failed to get back his capital, he requested for assistance from the Judiciary Police. During investigation, the Judiciary Police received 12 similar cases, with victims reporting losses ranging from HKD200,000 to HKD6.5 million respectively, involving a total amount of HKD17.21 million.
Upon investigation, the Judiciary Police learnt that the “drawer” had started to operate since June 2019, with the operator neither being a junket operator nor its collaborator. The “drawer” merely falsely purported to be engaging in a junket business in Macao, thus attracting 111 individuals to participate in the investment, with a sum of over HKD220 million being involved. A portion of the capital of the investors was used for the payment of the “dividends”, whilst the remaining amount was embezzled by the operator.
Based on the investigative findings, the Judiciary Police intercepted one of the involved Macao women on 5th August 2022. The Judiciary Police transferred her to the Public Prosecutions Office for the offences of fraud (considerably huge amount) and criminal syndicate, while hunting down other involved individuals.

Em meados do mês de Junho de 2021, recebemos a queixa dum residente, na qual dizia que em Outubro de 2019 foi levado, por uma pessoa que lhe prometeu pagar 8% de “dividendos” por mês, a depositar 200.000 HKD na “gaveta” da sala VIP dum casino da zona do Porto Exterior. Nos primeiros meses conseguiu receber o dinheiro da “gaveta”, mas esta nunca mais lhe pagou “dividendos” desde Janeiro de 2020, até deixou de operar em Abril de 2021, a vítima como não conseguiu recuperar o capital fez queixa. Durante a investigação, a PJ recebeu mais 12 queixas semelhantes, segundo as declarações das vítimas os prejuízos foram de 200.000 a 6,5 milhões de HKD, num total de 17,21 milhões de HKD.
A PJ apurou que, a “gaveta” começou a operar em Junho de 2019, o operador não é promotor de jogos nem colaborador, enganava as pessoas dizendo que curava os negócios das salas VIP em Macau e conseguiu angariar 111 pessoas para investir, o montante envolvido ultrapassa os 220 milhões de HKD. Uma parte dos capitais investidos foram usados para pagar os “dividendos”, o operador ficou com o restante do dinheiro.
De acordo com o resultado da investigação, no dia 5 de Agosto de 2022 foi detido um dos envolvidos, que é uma residente, foi presente ao MP acusada de burla (de elevado valor) e de crime de associação criminosa. A PJ vai continuar a investigação em busca de outros eventuais envolvidos.
