偵破偽造健康碼案 拘兩名內地男女
2021年7月,本局接獲檢察院要求調查一宗偽造及出售健康碼的案件。
案情顯示,有內地居民向本澳衛生部門投訴,指於某出入境口岸準備離境時發現其核酸檢測陰性報告尚未發出,導致未能獲取澳門健康碼及粵康碼的通關憑證;其在口岸徘徊期間,一名口岸保安員以400元人民幣向其兜售偽造澳門健康碼和粵康碼,其最終利用該等健康碼成功離境。
本局經深入調查,鎖定一名內地男保安員涉案,其任職於受衛生局委託檢查出入境人士健康碼的保安公司;本局查悉其至少為九名內地居民偽造健康碼。2022年5月21日,本局透過治安警察局截獲一名曾向涉案男子購買偽造健康碼的內地女子,被捕女子承認2021年年中因未能出示有效的核酸檢測結果而向涉案男子購買健康碼離澳;5月23日,本局於涉案男子入境本澳時將其截獲,其供稱於2021年5月至6月上班期間在口岸物色客人,之後按照客人資料利用自己健康碼偽造澳門健康碼和粵康碼予客人通關,期間共獲得利益約2,000元人民幣。
本局對涉案內地男子控以公務員所實施之偽造罪和受賄作不法行為罪,對涉案內地女子控以行賄罪和偽造文件罪,俱移送檢察院偵辦,並追查涉案男子涉及的其他同類案件和其他涉案人。
Health code forgery case busted with two mainland individuals arrested
In July 2021, the Judiciary Police received a request from the Public Prosecutions Office, requiring an investigation on a case involving the forging and selling of health codes.
Case details revealed that, a mainlander had filed a complaint with the health authority in Macao, indicating that when the complainant was about to exit Macao via a border checkpoint, the complainant found that the relevant negative nucleic acid test result report had yet to be issued, resulting in the failure to obtain the border crossing proofs of Macao health code and Yuekang Code (Guangdong health code). While the complainant was hovering around the checkpoint, a checkpoint security guard approached the complainant and offered to sell forged Macao health code and Yuekang Code (Guangdong health code) at the cost of RMB400. Eventually, the complainant leveraged the health codes and made a successful departure.
Upon in-depth investigation, the Judiciary Police identified that a mainland security guard had been involved in the case. He worked for a security company entrusted by the Health Bureau to inspect health codes of individuals entering and exiting Macao. The Judiciary Police investigated and found that he had forged health codes for at least 9 mainland residents. On 21st May 2022, via the Public Security Police Force, the Judiciary Police intercepted a mainland woman who had bought the forged health codes from the involved man. The arrested woman admitted that in mid-2021, as she failed to present a valid nucleic acid test result, she bought the health codes from the involved man to exit Macao. On May 23rd, the Judiciary Police intercepted the involved man as he entered Macao. The involved man confessed that, from May to June 2021, he had been eyeing for customers at the checkpoint while he was on duty. Subsequently, on the basis of the information of his customers, he leveraged his own health codes to forge Macao health codes and Yuekang Codes (Guangdong health codes) for his customers to cross the border, and earned a profit of approximately RMB2,000 during the course.
The Judiciary Police charged the involved mainland man with the offences of forgery by civil servants and taking bribe to commit illegal acts, whilst charging the involved woman with the offences of bribery and forgery of documents. The Judiciary Police transferred the duo to the Public Prosecutions Office while probing into other cases of similar nature which the involved man was involved in and pursuing other involved individuals.
Resolvido um caso de falsificação de códigos de saúde e detidos 2 indivíduos da China continental
Em Julho de 2021, a PJ, a pedido do MP, investigou um caso de falsificação e venda de códigos de saúde.
Segundo a investigação, um residente da China continental fez queixa junto das autoridades de saúde de Macau, indicando que quando ele estava prestes a sair de Macau por um posto fronteiriço, descobriu que o relatório do resultado negativo do teste de ácido nucleico ainda não tinha sido emitido, o que resultou na não obtenção das provas de passagem fronteiriça dos códigos de saúde de Macau e de Guangdong. Enquanto este estava na zona do posto fronteiriço, um segurança ofereceu-se para lhe vender códigos de saúde de Macau e de Guangdong falsos por 400 RMB. Finalmente, o homem acabou por sair de Macau com sucesso com estes códigos.
Na investigação aprofundada, a PJ identificou um segurança da China continental, que trabalhava para uma empresa de segurança encarregada pelos Serviços de Saúde de inspecionar os códigos das pessoas que entram e saem de Macau. Verificou-se que o suspeito tinha falsificado códigos de saúde para pelo menos 9 residentes do continente. No dia 21 de Maio de 2022, a PJ, através do CPSP, deteve uma mulher do continente que tinha comprado os códigos falsificados ao suspeito. Esta admitiu que em meados de 2021, por falta do resultado válido do teste de ácido nucleico, tinha comprado os códigos falsificados ao suspeito para sair de Macau. No dia 23 de Maio, o suspeito foi detido ao entrar em Macau. Este confessou que entre Maio e Junho de 2021, procurou clientes no posto fronteiriço quando estava de serviço, e depois, de acordo com os dados pessoais dos clientes, forjou novos códigos para os clientes. O detido obteve um lucro de cerca de 2.000 RMB.
O homem foi acusado de falsificação praticada por funcionário e corrupção passiva para acto ilícito, enquanto que a mulher detida foi acusada de corrupção activa e falsificação de documento. Os dois foram presentes ao MP e a PJ continua a investigar outros casos semelhantes em que estava envolvido o homem e a procurar os outros envolvidos.
