八名男子涉犯罪集團及清洗黑錢被拘
本局早前接獲情報,指有犯罪集團藉在本澳進行虛擬貨幣交易來清洗黑錢,經深入調查發現該犯罪集團利用電信網絡詐騙所得款項購買虛擬貨幣,再利用本澳某電訊店進行清洗;犯罪集團首先指使下線成員以現金向電訊店購買上述虛擬貨幣,將之放在境外虛擬貨幣買賣平台出售,隨後使用境外銀行卡在本澳自動櫃員機提現,再攜同贓款到上述電訊店使用相同手法再一次清洗黑錢;涉案犯罪集團於2021年10月開始運作,半年來,涉案電訊店已出售約5,600萬的虛擬貨幣,約值4.3億澳門元,下線成員利用銀行卡進行虛擬貨幣交易折合約1.8億澳門元。
本局於2022年3月30日採取行動,分別在新口岸區涉案電訊店拘捕兩名電訊店本澳男東主,以及在同區一酒店和出入境口岸截獲六名涉案香港男下線成員,行動中合共搜出168張銀行卡、多部手機、一枚手錶、折合共約57萬澳門元的現金及兩部汽車,另透過香港警方協助在香港凍結30,698虛擬貨幣,約值24.7萬澳門元;六名下線成員均承認負責在本澳購買虛擬貨幣及提現。本局以犯罪集團罪和清洗黑錢罪將八名涉案男子移送檢察院處理,並追查其他涉案人。
Eight men arrested for involvement in criminal syndicate and money laundering
The Judiciary Police was tipped off earlier that a criminal syndicate had conducted virtual currency transactions in Macao so as to launder money. In-depth investigation revealed that the criminal syndicate had used illicit proceeds from cyber telecommunication frauds to purchase virtual currency and further laundered the money via a telecommunication shop in Macao. First of all, the criminal syndicate instructed the downline members to purchase the aforementioned virtual currency from the telecommunication shop in cash, then resold them on overseas virtual currency trading platforms. Cash withdrawn was subsequently made from ATMs in Macao with overseas bank cards, and the illicit proceeds were taken back to the mentioned telecommunication shop for laundering again using the same modus operandi. The involved criminal syndicate had been operating since October 2021. Within half a year, around 56 million virtual currency, worth around MOP430 million, had been sold by the involved telecommunication shop. The virtual currency transactions conducted by the downlines with bank cards were equivalent to around MOP180 million.
The Judiciary Police took action on 30th March 2022, respectively nabbing two local men, who are the owners of the involved telecommunication shop, at their shop in ZAPE and six Hong Kong men, who are the downlines, at a hotel in the same district and at an immigration checkpoint. In this operation, 168 bank cards, a number of mobile phones, a watch, cash equivalent to around MOP570,000 in total and two cars were seized. In addition, aided by the Hong Kong Police, 30,698 virtual currency, worth of around MOP247,000 had been frozen in Hong Kong. The six downlines avowed that they were responsible for purchasing virtual currency and withdrawing cash in Macao. The Judiciary Police transferred the eight involved men to the Public Prosecutions Office with the charges of criminal syndicate and money laundering, while pursuing the other involved persons.

A PJ recebeu informações sobre um grupo criminoso que estava a lavar dinheiro em Macau aproveitando transações em moeda virtual. Apurou-se que o grupo criminoso tinha comprado moedas virtuais com dinheiro obtido através de burlas na internet, e depois branqueou o dinheiro numa loja de produtos de telecomunicações em Macau. O grupo, logo no início, deu instruções aos seus membros a jusante para comprar, com dinheiro, na loja em causa, moedas virtuais que posteriormente foram vendidas numa plataforma de negociação de moeda virtual estrangeira, levantaram seguidamente dinheiro nos ATM em Macau com cartões bancários estrangeiros e, finalmente, voltaram para a mesma loja trazendo o dinheiro levantado para branquear o dinheiro adoptando o mesmo esquema. O referido grupo iniciou a operar a partir de Outubro de 2021 e nos últimos seis meses, a loja em causa terá vendido cerca de 56 milhões em moedas virtuais, no valor de cerca de 430 milhões de patacas, enquanto que os membros a jusante terão efectuado transacções em moeda virtual utilizando cartões bancários equivalentes a cerca de 180 milhões de patacas.
A PJ entrou em acção em 30 de Março de 2022, deteve na loja, no ZAPE, os dois proprietários da loja e seis membros a jusante, residentes de Hong Kong, num hotel no ZAPE e postos fronteiriços, respectivamente. Na operação foram encontrados um total de 168 cartões bancários, vários telemóveis, um relógio, numerário equivalente a cerca de 570.000 patacas e dois carros. Por outro lado, a polícia de Hong Kong ajudou também congelando, em Hong Kong, 30.698 moedas virtuais, no valor de cerca de 247.000 patacas. Os seis membros detidos admitiram ser responsáveis pela compra de moeda virtual e levantamento de dinheiro em Macau. Todos os detidos foram presentes ao MP pelo crime de associação criminosa e branqueamento de capital. A PJ continua à procura de eventuais cúmplices.
