偵破練功券詐騙案 拘五名內地男子
2022年3月16日,本局接獲一名本澳男子報案,稱被三名內地男子以兌換貨幣為名詐騙,損失約82萬元人民幣。
經查,事主2022年3月13日晚上透過中間人在氹仔某娛樂場內與三名涉案男子進行非法兌換,三人將一個裝有100萬港元現鈔的環保袋交給事主,事主未經點算便透過網上銀行匯款816,800元人民幣至三人指定的內地銀行帳戶,隨後各人便分道揚鑣。事主與中間人點算袋內現金,發現僅有一張為真鈔,其餘均為俗稱“練功券”的偽鈔,於是立即折返娛樂場尋找三人但未果;中間人以替事主討回款項為由,取走上述偽鈔後離開。直至3月16日,事主見追款一事杳無音訊,懷疑被騙而報警求助。
本局透過“全澳城巿電子監察系統”(俗稱“天眼”)及娛樂場相關錄像,發現三人租住氹仔兩間酒店作為窩點,並查悉兩個窩點實際用以收留非法入境和非法逗留同伙,以及兩名客房入住登記人的身份;本局又在上述中間人租住的新口岸區某酒店尋回涉案偽鈔,而中間人已於案發後離開本澳。
基於時機成熟,本局於2022年3月17日在犯罪團伙兩個窩點拘捕三名涉案男子及兩名租住客房的內地男子,並搜獲35張偽造逗留許可憑條及75萬港元現金。
本局根據調查所得,以犯罪集團、詐騙(相當巨額)、收留非法入境或非法逗留的人、佔有偽造文件等四罪將五名涉案男子移送檢察院處理。
Five mainland Chinese man arrested in the crackdown of a practice vouchers fraud
A local man reported to the Judiciary Police on 16th March 2021 that he had been defrauded of around RMB 820,000 by three mainland Chinese men on the pretext of currency exchange.
Investigation revealed that the victim had engaged in illegal currency exchange with the three involved men, via a middleperson, in a casino in Taipa on the evening of 13th March 2022. The trio handed a eco-friendly bag containing HKD 1 million of cash to the victim, who then transferred RMB 816,800, via online banking, to a mainland Chinese bank account designated by the former without counting the cash. They parted ways afterwards. When the victim and the middleperson counted the cash in the bag, they found only one authentic banknote; the rest were counterfeit notes known as “practice vouchers”. They returned to the casino immediately in vain to look for the trio. On the excuse of recovering the money, the middleperson took away the said counterfeit banknotes and left the scene. When the victim still had not heard any news on the recovery of his money on March 16th, he suspected that he had been defrauded and reported to the police.
Using “Macao Citywide Electronic Surveillance System” (so-called “Eyes in the Sky”) and relevant footages of the casino, the Judiciary Police located the trio’s hideouts in two hotels in Taipa, learning that the hideouts had in fact been used for sheltering accomplices who had illegally entered and stayed in Macao, while identifying the registrants of the two guest rooms. The Judiciary Police also retrieved the involved counterfeit banknotes in a hotel in ZAPE rented by the said middleperson, who had fled Macao after the incident.
Seizing the opportune moment, the Judiciary Police arrested the three involved men and two mainland Chinese men, both tenants of the guest rooms, in the two hideouts of the criminal syndicate on 17th March 2021, while seizing 35 counterfeit Authorization to Stay slips and HKD 750,000 of cash.
Based on investigative results, the Judiciary Police transferred the five involved men to the Public Prosecutions Office for the four charges of criminal syndicate, fraud (considerably huge amount), sheltering illegal immigrants or illegal stayers, and possession of counterfeit documents.
Resolvido um caso de burla com notas falsas e detidos cinco homens da China continental
No dia 16 de Março de 2022, a PJ recebeu uma denúncia de um residente, na qual dizia que foi burlado por três homens do continente na troca de dinheiro, e sofreu um prejuízo de 820.000 RMB.
Iniciada a investigação, apurou-se que na noite de 13 de Março de 2022, através de um intermediário, a vítima trocou ilegalmente dinheiro com os três suspeitos num casino da Taipa. Os três entregaram um saco reciclado que continha 1 milhão de HKD à vítima que, sem fazer a contagem do montante recebido, transferiu, mediante banco online, 816.800 RMB para uma conta bancária da China indicada pelos três, de seguida separaram-se. A vítima e o intermediário verificaram o dinheiro no saco, descobriram que apenas uma nota deste dinheiro era verdadeira, sendo as restantes falsas, vulgarmente conhecidas como “notas de treino”, por isso, regressaram de imediato ao casino à procura dos três suspeitos mas não os encontraram. O intermediário, dizendo que ía recuperar o dinheiro para a vítima, tirou as notas falsas e foi embora. Em 16 de Março, não tendo tido notícias acerca da recuperação do dinheiro, a vítima suspeitou tratar-se de uma burla e fez queixa à polícia.
Através do“Sistema de Videovigilância da Cidade de Macau”(“Olhos no Céu”) e as respectivas gravações do casino, descobrimos que os três suspeitos ficaram alojados em dois hotéis da Taipa que serviam como abrigos, e apurou-se que os dois abrigos eram de facto utilizados para acolher cúmplices que estava em situação de imigração ilegal, bem como conseguiu-se identificar os dois indivíduos em nome dos quais os quartos foram registados. Além disso, recuperámos as notas falsas em causa no quarto de um hotel no ZAPE alugado pelo intermediário, tendo este saído de Macau após o crime.
Uma vez chegado o momento oportuno, no dia 17 de Março de 2022, detivemos os três suspeitos e os dois homens da China continental que alugaram os quartos nos dois abrigos do grupo criminoso, foram ainda encontrados 35 boletins de autorização de permanência falsos e 750.000 HKD em numerário.
Conforme as investigações, os cinco homens envolvidos foram presentes ao MP por associação criminosa, burla (valor consideravelmente elevado), acolhimento das pessoas detectadas em situação de imigração ilegal e posse de documentos falsos.
