兩本澳男子涉相當巨額詐騙被拘
本局分別於2021年10月及2022年1月接獲一名本澳女商人報案,指於2020年3月至5月以237,160元人民幣向第一涉案本澳男子購買三批合共約20萬個口罩,但最後無法收貨及拒絕退款。又指於2016年年底以38萬元人民幣向第二涉案本澳男子購入粵澳兩地車牌,在半年內先後以現金及銀行轉帳方式付款,第二涉案男子表示購買上述車牌全由第一涉案男子協助,女事主其後再給付辦證手續費二萬元人民幣予第一涉案男子,但付款多年後仍未能成功辦理,兩名涉案男子亦拒絕退款,故懷疑受騙向本局求助。
2022年2月24日,治安警察局分別在關閘口岸和青茂口岸截獲兩名涉案男子,並轉交本局處理。
兩名涉案男子均否認犯案。第一涉案男子表示曾於2019年協助女事主在深圳成功辦理一間公司及向廣東省交通管理局遞交申請文件,直到2021年年中仍未成功,其相信不會獲批,但由於已將有關款項花光,同時急需還債,故再以協助代購口罩為由,收取女事主237,160元人民幣,並以劣質口罩敷衍,故遭事主拒絕收貨及要求退款;第二涉案男子則表示自己只是中介人,從中賺取中介費。
本局根據調查所得,有強烈跡象顯示兩名涉案男子實施犯罪,以詐騙(相當巨額)罪將二人移送檢察院偵辦。
Two local men arrested for fraud of considerably huge amount
A local businesswoman reported to the Judiciary Police successively in October 2021 and January 2022 that she had finally failed to receive goods from and had been rejected refund by the first involved local man who had sold a total of around 200,000 masks in three batches to her for RMB 237,160 from March to May 2020. She also reported that when she purchased a Guangdong-Macao Dual Region Licence Plate from the second involved local man for RMB 380,000 in late 2016, she paid the latter in cash and with bank transfers successively within half a year. The second involved man claimed that the purchase of the said licence plate was totally dependent on the first involved man’s assistance, such that the female victim subsequently paid the latter a processing fee of RMB 20,000. Despite the unsuccessful application after all these years, the two involved men refused to refund her money. Suspected of fraud, she reported to the Judiciary Police.
Having intercepted the two involved men respectively at Portas do Cerco and Qingmao Port on 24th February 2022, the Public Security Police Force handed them to the Judiciary Police.
The two involved men denied their perpetration. The first involved man allegedly assisted the female victim in her successful registration of a company in Shenzhen and submission of application documents to Guangdong Provincial Traffic Management Bureau in 2019. Believing that the application would not go through when it was still pending in mid-2021 but having spent all the money, he collected RMB 237,160 from the female victim on the pretext of purchasing masks for her to repay his upcoming debt. He gave her the runaround by providing her with low-quality masks, for which the victim rejected receipt and demanded a refund. The second involved man, a merely self-professed middleman, had earned brokerage fees therein.
Investigative results yielded compelling indications that the two involved men had committed a crime. They were transferred to the Public Prosecutions Office for the charge of fraud (considerably huge amount).

A PJ recebeu, respectivamente, em Outubro de 2021 e Janeiro de 2022 as denúncias de uma comerciante, dizendo que tinha comprado 200.000 de máscaras, num total de três vezes, por 237.160 RMB, junto a um homem local (1° suspeito) entre Março e Maio de 2020, mas acabou por não receber as mercadorias encomendadas e foi-lhe recusado o reembolso do dinheiro. Disse ainda que em finais de 2016 tinha comprado uma dupla matrícula de Guangdong e Macau a outro homem local (2° suspeito), por 380.000 RMB que foram pagos em numerário e por transferência bancária no prazo de seis meses. O 2° suspeito disse que a compra da referida matrícula era graças à intervenção do 1° suspeito, assim, a vítima pagou ao 1° suspeito mais 20.000 RMB, como despesas para as formalidades. A quantia já foi paga há vários anos mas ainda não obteve a matrícula em causa e os dois suspeitos recusaram o reembolso do dinheiro, suspeitou assim ter sido burlada e fez denúncia.
No dia 24 de Fevereiro de 2022, o CPSP conseguiu interceptar os dois suspeitos, respectivamente, nas Portas do Cerco e no Posto Fronteiriço de Qingmao, e transferiu-os para a PJ.
Ambos negaram ter cometido o crime. O 1° suspeito disse que tinha ajudado a vítima, em 2019, a abrir com sucesso uma empresa em Shenzhen e tinha entregue documentos de requerimento aos Serviços de Administração de Tráfego da Província de Guangdong, mas até meados de 2021 ainda não tinha conseguido a matrícula, por isso achou que não ia ser autorizada. Como já tinha gasto o dinheiro e era necessário urgentemente pagar umas dívidas, recebeu novamente uma importância de 237.160 RMB da vítima para colaborar na aquisição de máscaras e entregou-lhe máscaras de má qualidade, a mulher recusou-se a recebê-las e pediu o reembolso. Relativamente ao 2° suspeito, este disse que era apenas um intermediário.
De acordo com a investigação, existem fortes indícios que os dois detidos praticaram o crime e foram presentes ao Ministério Público acusados de burla (de valor consideravelmente elevado).
