本澳男子涉縱火被捕
2022年2月28日凌晨,本局接獲治安警察局新口岸警司處通知,有一輛停泊於該警司處附近的警車被人縱火,須本局接手處理。
經調查,有市民於案發時駕車途經現場,發現該警車起火及有一名男子從現場急步離開,即通知附近的治安警員。治安警員將火撲熄後在現場發現兩個仍有少量液體的天拿水樽。
本局透過全澳城巿電子監察系統(俗稱“天眼”)和附近的監控錄影,查悉一名涉案本澳男子向警車淋上易燃液體後,再利用紙巾點燃警車尾部,隨後立即逃離現場。本局迅速到涉案男子的住所將其拘捕,並搜獲其作案時所穿著的衣物。調查期間懷疑涉案男子為一名精神病患者,故將其送往仁伯爵綜合醫院進行精神評估;另外,在調查本案時,發現涉案男子亦涉及另一宗於2021年12月在青茂口岸海關辦公室內發生的毀損案件。
本局以造成火警、爆炸及其他特別危險行為罪將案卷送交檢察院處理。
Macao man apprehended for involvement in arson
In the wee hours of 28th February 2022, the Judiciary Police was notified by the ZAPE Subdivision of the Public Security Police Force (PSP) that a police vehicle parked nearby the Subdivision had been set on fire, requiring the Judiciary Police to take over the case for processing.
Upon investigation, it was learnt that, a citizen who was driving past the spot when the incident took place, found out that the police vehicle was on fire and there was a man hurrying away from the scene. Therefore, the citizen informed a nearby PSP constable immediately. After the PSP constable put out the fire, he noticed that there were two thinner bottles still containing a small amount of liquid at the scene.
Through the “Macao Citywide Electronic Surveillance System” (commonly referred as “Eyes in the Sky”) and surveillance footage in the vicinity, the Judiciary Police found from investigation that, after an involved Macao man splashed the police vehicle with flammable liquids, he lit the rear end of the police vehicle with tissue papers and fled the scene straightaway. The Judiciary Police proceeded to the involved man’s residence promptly and had him arrested, as well as seizing the clothes which he wore during crime perpetration. During investigation, it was suspected that the involved man was a mentally ill person. Thus, he was sent to the Centro Hospitalar Conde de São Januário for psychiatric evaluation. In addition, while investigating the case, it was found that the involved man had also been involved in another case of “vandalism” which took place inside the Macao Customs Service Office at the Qingmao Checkpoint in December 2021.
The Judiciary Police transferred the case file to the Public Prosecutions Office for the offence of causing fire, explosion and other exceptionally dangerous behaviour.
Detido um residente por fogo posto
Na madrugada do dia 28 de Fevereiro, fomos informados pelo Posto do Comissariado da ZAPE do CPSP de que um veículo daquela corporação estacionado nas proximidades da instalação tinha sido destruído pelo fogo, portanto solicitavam a nossa intervenção.
Segundo a investigação, um residente circulava de carro no local viu um veículo da polícia a arder e viu também um homem a fugir a passos largos, por isso comunicou o facto, de imediato, a um agente do CPSP nas proximidades. Depois de apagar o fogo, os agentes encontraram duas garrafas com resíduos de thinner líquido. Graças às imagens captadas pelo sistema “olhos no céu” e pelas câmaras de videovigilância instalados nas proximidades, um homem local foi identificado, o indivíduo verteu líquido combustível para o veículo e acendeu o fogo na parte traseira da viatura com um lenço de papel e depois fugiu. O homem em causa foi detido pouco depois do incidente e foi também encontrada a roupa que usava na altura do crime. Na investigação, houve suspeita que se tratasse de uma pessoa com problemas mentais, portanto foi encaminhado para o CHCSJ para uma avaliação psiquiátrica. A par disso, apurou-se que o detido estava relacionado com outro caso de danos ocorrido em Dezembro de 2021 no gabinete dos Serviços de Alfândega do Posto Fronteiriço de Qingmao.
A PJ remeteu o processo para o Ministério Público pelos crimes de incêndios, explosões e outras condutas especialmente perigosas.
