本澳男子涉相當巨額詐騙、簽發空頭支票及清洗黑錢被拘
2022年2月中旬,本局及治安警察局先後接獲16名事主報案,稱被一名假冒天線公司職員的本澳男子以推銷安裝電視機頂盒服務可獲贈名貴禮品為名進行詐騙,報稱損失合共293萬澳門元。鑑於案情嚴重,本局隨即立案調查。
調查發現,涉案男子假冒電視網絡維修員進入事主住所,遊說事主申請安裝電視機頂盒並繳交數千至數萬澳門元不等的禮品按金,便可獲取平板電腦、手機、電視機等禮品,聲稱相關按金會於安裝機頂盒後一個月退回,事主信以為真而收下禮品並支付款項。
涉案男子於退款期限前再次返回事主住所,並出示一張數額較事主支付款項大的支票訛稱退回訂金,要求事主以現金或銀行轉帳方式退回差額,事主不虞有詐退回款項;事主其後持票到銀行兌現時才得悉支票未能兌現,遂向涉案男子查詢,涉案男子便以另一張支票拖延,其更在取得部份事主信任的情況下操作事主的網上銀行帳戶,將事主的銀行存款轉到自己的銀行帳戶內。
2022年2月17日,本局成功截獲涉案男子,但其拒絕合作,本局根據調查所得,以詐騙(相當巨額)、空頭支票、清洗黑錢等三罪將涉案男子移送檢察院處理,並繼續追查其他涉案人。
Local man arrested for fraud of considerably huge amount, issuing rubber cheque and money laundering
The Judiciary Police and the Public Security Police Force successively received complaints from 16 victims in mid February 2022, claiming that a local man had pretended to be the employee of an antenna company, defrauding them out of MOP2.93 million in total with the excuse of installing TV set-top box services along with luxurious gifts. Due to the severity of the case, the Judiciary Police established a dossier for investigation forthwith.
Investigation revealed that the involved man had impersonated as a TV network repairman, entering the apartments of the victims, persuading them to apply for the installation of TV set-top boxes and pay a gift deposit ranging from thousands to tens of thousands of Patacas prior to receiving free gifts such as computer tablets, mobile phones, TV sets, etc. The victims were told that the related deposits would be refunded one month after the set-top boxes were installed. The unsuspecting victims therefore accepted the gifts and paid the funds.
The involved man revisited the victims at their apartments before the due date of the refund, pretending to return the deposit by showing them a cheque with the payable amount greater than that the victims had paid. He requested the victims to pay him the difference in cash or via bank transfer, and the innocent victims followed suit. When the victims tried to cash out the cheque at the bank yet failed to do so, they inquired with the involved man, who deferred with another cheque. The involved man even manipulated the online bank accounts of some of the victims after gaining their trust, and transferred their bank deposits to his own bank account.
The Judiciary Police successfully intercepted the involved man on 17th February 2022 but he refused to cooperate. Based on investigative results, the Judiciary Police transferred the involved man to the Public Prosecutions Office with three charges including fraud (considerably huge amount), issuing rubber cheque and money laundering, while continuing to pursue other involved persons.

Em meados de Fevereiro de 2022, a PJ e o CPSP receberam as denúncias de 16 indivíduos, dizendo que tinham sido burlado por um indivíduo que se fez passar por funcionário de manutenção da antena para televisão, com o pretexto de instalar um set-top box com ofertas de presentes de luxo, causando um prejuízo total de 2,93 milhões de patacas. Tendo em consideração a gravidade destes casos, a PJ iniciou de imediato as diligências.
Apurou-se que o suspeito se fez passar por funcionário de manutenção da antena para televisão, batendo à porta das pessoas para promover a instalação de um set-top box, instou-as a pagar uma caução entre milhares e dezenas de milhares de patacas para poderem receber prendas como tablets, telemóveis e televisões, prometendo que a empresa iria devolvê-las um mês depois de ter instalado o set-top box. As vítimas confiaram, receberam as prendas e pagaram a caução.
Antes da data final para a devolução do dinheiro, o suspeito voltou a visitar a casa de cada vítima, fingiu fazer a devolução dando um cheque de mais valor do que a vítima tinha pago, pedindo ainda para pagar a diferença em numerário ou por transferência online, as vítimas fizeram o que tinha indicado. Só no momento em que as vítimas tentaram sacar o cheque no banco verificaram que não tinha cobertura, questionaram então o indivíduo e este emitiu um outro cheque para resolver, o pior foi que tendo a confiança de algumas das vítimas, tinha manipulado as suas contas bancárias online, transferindo assim o depósito para a conta própria.
Em 17 de Fevereiro de 2022, a PJ deteve o suspeito que recusou-se a cooperar. Conforme a investigação, o suspeito foi presente ao MP acusado de burla de valor consideravelmente elevado, emissão de cheque sem provisão e branqueamento de capitais. A PJ continua a procurar outros eventuais envolvidos.
