十男女利用電子醫療券詐騙公帑被拘
本局於2021年1月接報,指黑沙環區某蔘茸海味店與一間診所合謀唆使市民以七折套現電子醫療券或到海味店換取等價中藥海味,共騙取公帑850多萬澳門元,隨即展開嚴密調查。
經調查發現,涉案診所三名駐診醫生於2019年1月至2021年6月期間,曾收取一萬六千多人次的電子醫療券,涉款850多萬元,經分析三人的醫療紀錄,發現其中有一名應診者於大部份應診時間其實身處境外,相信其帳戶被操縱用來開立虛假醫療紀錄,藉以收取電子醫療券。本局同時查悉其中一名涉案醫生曾轉帳二十多萬澳門元到涉案蔘茸海味店負責人的銀行帳戶,並根據線索傳召多名曾到該診所就診的市民協助調查,部份承認作出詐騙行為。
基於時機成熟,本局於2021年10月25日採取行動,將三名涉案醫生、三名海味店負責人及四名涉案市民帶返調查,經訊問後有人承認曾到診所套現醫療券或到海味店換取貨品。本局對涉案的三名醫生及三名海味店負責人控以詐騙(相當巨額)罪及犯罪集團罪,以及對四名涉案市民控以詐騙罪,俱送交檢察院偵辦。
Ten individuals defrauded public funds using electronic medical vouchers under arrest
The Judiciary Police received a report in January 2021, indicating that a ginseng and dried seafood store in the Areia Preta district had conspired with a clinic to entice members of the public to cash in their electronic medical vouchers at a 30% discount or exchange them for Chinese herbal medicines and dried seafood of equivalent value at a dried seafood store, thereby defrauding a total of over MOP8.5 million of public funds. Meticulous investigation was initiated thereupon.
Investigation revealed that three resident physicians of the involved clinic had obtained electronic medical vouchers for more than 16,000 person-times between January 2019 and June 2021, involving over MOP8.5 million. Subsequent to analysis of the medical records of the three individuals, it was found that one of the patients was in fact out of Macao during most of the consultation time, and his account was believed to have been manipulated to create false medical records for the purpose of obtaining electronic medical vouchers. The Judiciary Police also uncovered that one of the involved physicians had transferred more than MOP200,000 to the bank account of the persons in charge of the ginseng and dried seafood store involved. In addition, several residents who had visited the clinic were summoned to assist in the investigation based on the leads, some of whom admitted committing the fraud.
Seizing the ripe opportunity, the Judiciary Police took action on 25th October 2021 to take the three involved physicians, three persons in charge of the dried seafood store and four involved residents in for investigation. After questioning, some of them admitted having cashed in medical vouchers at the clinic or exchanged for merchandise at the dried seafood store. The Judiciary Police brought the charges of fraud (considerably huge amount) and criminal syndicate against the three physicians and the three persons in charge of the dried seafood store, while the four involved residents were charged with the offence of fraud. All of them were transferred to the Public Prosecutions Office for investigation.

A PJ recebeu informações em Janeiro de 2021 acerca de uma loja de ginseng e mariscos secos, no Bairro da Areia Preta, que em conluio com uma clínica, tentava convencer as pessoas a deduzirem os montantes nos seus vales de saúde electrónicos, em 30% do valor nominal dos vales de saúde, levantando dinheiro ou trocando para medicamentos chineses e mariscos secos, burlando assim o erário público num total de mais de 8,5 milhões de patacas. A PJ desencadeou de imediato a investigação.
Apurou-se que os três médicos que trabalham na clínica em causa, entre Janeiro de 2019 e Junho de 2021, receberam vales de saúde electrónicos de mais de 16.000 pessoas, num valor de mais de 8,5 milhões de patacas. Após análise dos registos médicos dos três, verificou-se que um paciente se encontrava muitas vezes fora do território quando os seus vales de saúde foram usados. Acredita-se que a conta daquele paciente tenha sido usada para abrir registos médicos fraudulentos por forma a receber os respectivos vales de saúde. Para além disso, soube-se que um dos médicos suspeito transferiu uma quantia de mais de 200.000 patacas para a conta bancária do responsável daquela loja de ginseng e mariscos secos, conforme as pistas, a PJ convocou várias pessoas que tinham sido atendidas na clínica para investigação, algumas delas admitiram a burla.
A PJ, em 25 de Outubro de 2021, ao chegar o momento oportuno, entrou em ação, foram levados para investigação os três médicos, os três responsáveis da loja e quatro outras pessoas, após interrogatório, uma parte deles confessou que usaram os vales de saúde para trocar dinheiro na clínica ou para adquirir mercadorias na loja de mariscos secos. Os três médicos e os três responsáveis da loja foram acusados de burla (valor consideravelmente elevado) e associação criminosa, e os quatro residentes foram acusados de burla, todos foram presentes ao MP.
