女子涉高利貸被捕
2017年12月7日,本局接獲治安警察局轉介的一宗高利貸案件,案中男事主及其友人報稱向他人借取高利貸賭博,因賭敗而被扣起證件作抵押,故報警求助。
本局調查後發現,上述涉案人向事主借出賭本,條件是當賭局以某點勝出時須抽取三成作利息,如將“泥碼”兌現則收取一成作利息。上述友人陪同事主於2017年11月28日來澳借款40萬港元賭博,涉案人還安排兩男一女同伙陪同兩人賭博;其後,事主將40萬港元輸清,其與友人的證件一併被扣起,因而向警方舉報。
本局查悉三名涉案男女的身份,於2021年9月17日涉案女子入境時將其截獲,以為賭博的高利貸、文件的索取或接受、不當扣留證件等三罪將之移送檢察院偵辦,並繼續追緝在逃人。
Woman arrested for usury
On 7th December 2017, a case of usury was referred to the Judiciary Police by the Public Security Police Force, in which the male victim and his friend alleged that their identity documents had been withheld as collaterals after gambling away the money borrowed from a loan shark and thus reported to the police for assistance.
Investigation revealed that the aforementioned involved person lent money to the victim for gambling on the condition that 30% would be deducted as interest in games won by particular points, and 10% would be deducted as interest for cashing out non-negotiable chips. On 28th November 2017, the victim came to Macao with the company of the aforementioned friend and borrowed HKD 400,000 for gambling, then they were accompanied by two men and a woman arranged by the involved person while gambling. The victim later gambled away all the HKD 400,000. He and his friend’s identity documents had both been withheld. Hence, a police report was made.
The Judiciary Police identified the three involved persons and intercepted the involved woman when she entered Macao on 17th September 2021, then transferred her to the Public Prosecutions Office for the offences of usury for gambling, extortion or acceptance of documents and inappropriate withholding of identification documents, while continuing to pursue the absconded persons.
Mulher detida por agiotagem
Em 7 de Dezembro de 2017, o CPSP transferiu para a PJ um caso de agiotagem, no qual consta que um homem e seu amigo pediram um empréstimo a um agiota, no entanto, perderam todo o dinheiro no casino e foram-lhes pedidos os documentos de identificação como garantia, assim acabaram por pedir a intervenção da polícia.
Na investigação, verificou-se que o agiota emprestou dinheiro ao homem com a condição de cobrar um juro de 30% sobre a quantia de cada jogada ganha com determinados pontos, bem como iam cobrar 10% do valor na troca de fichas “mortas” por numerário. No dia 28 de Novembro, a vítima, acompanhado pelo seu amigo, veio a Macau e pediu emprestados 400.000 HKD, o agiota mandou dois homens e uma mulher para ficarem junto deles na mesa de jogo. A vítima perdeu todos os 400.000 HKD assim tiraram-lhe os seus documentos e do seu amigo, por isso fez queixa à polícia.
A PJ conseguiu identificar os três indivíduos em causa, dos quais, a mulher foi detida em 17 de Setembro de 2021 ao entrar no território, e foi presente ao MP por usura para jogo, exigência ou aceitação de documentos e retenção indevida de documentos, enquanto continuamos à procura dos suspeitos em fuga.
