13名男女串謀利用電子醫療券詐騙900多萬元公帑被拘
於2020年1月初，本局接獲檢察院要求對某醫務所於2019年5月至8月31日期間涉嫌使用電子醫療券詐騙公帑的案件進行調查。
本局經深入調查後，發現涉案醫務所於上述期間的求診人數遠低於使用醫療券之人數，又得悉駐診女醫生在離澳期間仍有電子醫療券的交易記錄。經排查後發現，涉案女醫生於2019年6月開始，與中藥房、蔘茸海味店東主中介及相關員工串謀犯罪，先由中藥房及海味店人員遊說及收集市民(包括:退休人士、學生及家庭主婦等)交付證件以扣減電子醫療券款項，然後換取等同醫療券面值六折的貨品，並由醫務所以七折價錢收取證件以套取電子醫療券款項，再所向衛生部門申領款項；各涉案人於2019年5月至被捕時非法收取11,000多張他人證件，詐騙公帑共906萬澳門元（其中57萬澳門元尚未結算）。
本局於2020年4月20日採取行動，搜查涉案醫務所、祐漢區某蔘茸海味店及中藥房，拘捕包括涉案女醫生、海味店及中藥房負責人和員工，以及中介人共13人，查獲作案工具、屬於他人的證件、電子醫療券收據、現金88,000多澳門元等證物，隨即以詐騙（相當巨額）、使用他人之身分證明文件、偽造文件、電腦偽造及犯罪集團罪將涉案人等移送檢察院偵辦。
Thirteen individuals arrested for conspiracy to defraud over MOP9 million public funds using electronic medical vouchers
Early January 2020, the Judiciary Police received a request from the Public Prosecutions Office for a case investigation on a clinic, which was suspected to have defrauded public funds using electronic medical vouchers during May to 31st August 2019.
After in-depth investigation, the Judiciary Police found that the number of individuals seeking medical consultation was significantly lower than that using medical vouchers in the involved clinic during the aforesaid period. It was also learnt that there were still transactions of the electronic medical vouchers taking place when the female resident physician was out of Macao. After inspections and analyses, it was discovered that, since June 2019, the involved female physician had conspired with the owners and agents as well as the relevant staff of a Chinese medicine pharmacy and a dried seafood shop to commit crimes. Initially, personnel of the Chinese medicine pharmacy and the dried seafood shop persuaded the citizens (including the retirees, students, housewives, etc.) into collecting their handed-in identity cards for deduction of the amount from the electronic medical vouchers. Subsequently, the citizens could exchange for goods worth 40 percent of the nominal value of the medical vouchers. The clinic then obtained the identity cards at 30 percent of the original amount in exchange for deducting the funds from the electronic medical vouchers. After that, the clinic applied for the funds from the Health Bureau. The respective involved persons had illegally obtained more than 11,000 identity cards of other people and defrauded a total of MOP9.06 million (of which MOP570,000 was not yet settled) of public funds from May 2019 up to the time they were arrested.
The Judiciary Police took action on 20th April 2020 and conducted searches at the involved clinic, a dried seafood shop and a Chinese medicine pharmacy in the Iao Hon district, arresting a total of 13 individuals including the involved female physician, persons in charge and the staff of the dried seafood shop and the Chinese medicine pharmacy, together with the agents, as well as seizing evidences such as the tools for crime perpetration, identity documents belonging to others, receipts of the electronic medical vouchers, over MOP88,000 in cash, etc. The Judiciary Police transferred the involved individuals to the Public Prosecutions Office for the offences of fraud (considerably huge amount), using other’s identity document, forgery of document, counterfeiting by computer and criminal syndicate thereupon.

No início de Janeiro de 2020, a Polícia Judiciária procedeu, a pedido do Ministério Público, à investigação de uma clínica médica por envolvimento num caso suspeito de burla ao erário público com recurso aos vales de saúde electrónicos entre Maio e 31 de Agosto de 2019.
Na investigação, apurou-se que durante o referido período, o número de indivíduos que foram atendidos nas consultas foi substancialmente inferior ao dos utilizadores dos vales de saúde, e que durante a ausência de Macau de uma médica destacada na clínica, houve ainda registos de transacções dos vales. Descobriu-se também que a suspeita começou a actuar em Junho de 2019 em conluio com o dono de uma farmácia de medicina chinesa, o dono da uma loja de ginseng e mariscos secos, e intermediários, bem como com os seus funcionários. Ficou apurado que os trabalhadores da farmácia de medicina chinesa e da loja de mariscos secos convenciam as pessoas, incluindo aposentados, estudantes e donas de casa, a entregarem documentos de identificação para deduzir os montantes nos seus vales de saúde electrónicos no sentido de trocar, seguidamente, itens equivalentes ao desconto de 40% do valor nominal dos vales de saúde. Subsequentemente, a clínica em causa recebeu tais documentos de identificando pagando um preço com desconto de 30% a fim de obter as quantias dos vales de saúde entregando pedidos junto dos serviços de saúde. In casu, cada suspeito recebeu ilegalmente mais de 11.000 documentos de identificação alheios entre Maio de 2019 e os dias em que foram detidos, burlando assim o erário público no valor total de 9.06 milhões de patacas (das quais 570.000 ainda não foram liquidadas.)
Os nossos agentes entraram em acção no dia 20 de Abril, efectuaram buscas naquela clínica, loja de ginseng, mariscos secos e farmácia de medicina chinesa na zona de Iao Hon, e detiveram 13 pessoas, incluindo a médica suspeita, os responsáveis e os trabalhadores das referidas lojas e farmácia, assim como os intermediários. Foram apreendidas várias provas materiais, tais como instrumentos para a prática do crime, documentos de identificação alheios e recibos dos vales de saúde electrónicos, bem como 88.000 patacas em numerário. Os detidos foram presentes ao Ministério Público por burla de valor consideravelmente elevado, utilização de documento de identificação alheio, falsificação de documentos, falsificação informática e associação criminosa.
