與治安警察局聯手偵破珠寶店盜竊案 拘五菲籍男女起回全部贓物

2019年11月19日中午,本澳新口岸區某珠寶店發生一宗盜竊案,一盤共值五十多萬港元的金飾被盜。
本局與治安警察局即時進行分工調查,本局除了即時啟動現場勘查程序外,亦對店舖監控錄像進行分析。經初步瞭解,較早前有四男一女東南亞裔人士先後進入店舖,店員分別接待其中三名男子選看金飾及腕錶期間,另外的一男一女突然跑出店舖外,店員隨即追出,但該兩名男女已失去蹤影;與此同時,仍留在店舖內的三名男子亦相繼離開。店員感到情況可疑遂立即檢查貨物,發現門口位置一玻璃飾櫃被打開,裏面一個飾物盤連同所盛載的14條共重33.497両的足金頸鏈被盜去,價值約541,000港元。
本局即時透過“全澳城市電子監察系統”(俗稱“天眼”)分析案發情況及逃走路線,確定涉案的四男一女採用聲東擊西的方法作案,由其中三名男子假裝顧客選看貨品引開店員注意,而另外一男一女則趁機打開沒有上鎖的飾櫃,直接將飾櫃內的整盤金器放入手袋內並逃離現場。
由於涉案人有即時逃走的可能,治安警察局立即通報各前線警務單位加強市面巡查,同時於各出入境口岸採取措施防止涉案人離境,又透過“天眼”追查五名涉案人的逃走路線並得知其身處澳門國際機場。治安警察局立即派員前往機場攔截該五名涉案人,並在其托運行李內起回全部贓物,其後該五名涉案人被移交本局作深入調查。五名涉案人承認作案,本局以加重盜竊罪將其移送檢察院偵辦。
本案能夠在短時間內迅速偵破,既有賴“天眼”發揮關鍵作用,讓司法警察局與治安警察局人員能在極短時間內掌握作案人特徵及行蹤,亦有賴兩局緊密協作和分工、警務合作機制運作暢順,才能高效打擊各類犯罪,有力震懾犯罪份子,保障社會治安穩定。
Five Filipinos arrested and all stolen goods retrieved in a joint crackdown of a jewellery shop theft case with the Public Security Police Force

A case of theft took place in a jewellery shop in ZAPE at noon on 19th November 2019. A tray containing gold ornaments worth over HKD 500,000 was stolen.
The Judiciary Police and the Public Security Police Force promptly launched investigations respectively. Apart from instantly activating the crime scene investigation procedure, the Judiciary Police also conducted analysis on the surveillance footage of the shop. Preliminary analysis revealed that four men and one woman of Southeast Asian origin had successively entered the shop earlier. When the shop assistant was showing three of the men gold ornaments and wristwatches, the other man and woman suddenly ran out of the shop. Despite his immediate pursuit, the two persons had managed to escape. Meanwhile, the three men still staying in the shop left one after another. The shop assistant sensed something was amiss and examined the goods right away, only to find that a glass showcase near the entrance had been opened. An ornament tray containing 14 pure gold necklaces, weighing 33.497 taels in total and worth around HKD 541,000, had been stolen.
The Judiciary Police instantaneously analyzed the course of crime and escape route using the “Macao citywide electronic surveillance system” (so-called “Eyes in the Sky”), confirming that the four men and a woman involved had perpetrated the crime by creating a diversion, in which three of the men had posed as customers looking for goods to distract the shop staff, while the other man and woman opened the unlocked showcase to place the whole tray of gold ornaments directly into a handbag and fled the scene.
Considering that the suspects could escape at once, the Public Security Police Force rapidly notified frontline police officers to reinforce patrolling on the streets, while adopting measures to prevent the suspects from leaving Macao at border checkpoints. The five suspects’ escape route was traced using “Eyes in the Sky”, which located them at Macao International Airport. The Public Security Police Force instantly deployed officers to the airport to intercept the five suspects and retrieved all stolen goods in their check-in luggage. Having been transferred to the Judiciary Police for further investigation, the five suspects admitted to committing the crime and were then transferred to the Public Prosecutions Office for the charge of aggravated theft.
The rapid crackdown of this case can be attributed to the “Eyes in the Sky” that played a critical role in enabling the Judiciary Police and the Public Security Police Force officers to grasp the perpetrators’ characteristics and whereabouts forthwith, as well as the close cooperation and division of labour between the two police forces, whereby the police cooperation mechanism works smoothly to promote effective combat of crimes and potently deter criminals in an effort to safeguard the security and stability of the society.

Em 19 de Novembro de 2019, ao meio dia, ocorreu um furto numa joalharia do ZAPE que envolveu umas jóias em ouro avaliadas em mais de 500.000 HKD.
A PJ e o CPSP desencadearam logo a respectiva investigação, por parte da PJ, para além de iniciar a inspecção ao local do crime, foi também realizada a análise das gravações captadas pelas câmaras de vigilância da loja em causa. Verificou-se que quatro homens e uma mulher, todos asiáticos, entraram na joalharia sucessivamente. Os empregados receberam três deles aos quais mostraram alguns ornamentos de ouro e relógios. O restante casal, de repente, fugiu para a rua, o que fez com que os funcionários os perdessem de vista, apesar de ter havido tentativa de perseguição. Nessa altura, os funcionários não associaram os outros três homens presentes na loja ao roubo e permitiram que estes saíssem. Porém, por haver suspeitas, tentaram examinar as mercadorias e descobriram que uma vitrine ao lado da porta estava aberta, tinham sido roubados 14 colares de ouro num total de 541.000 HKD, com um peso de 33,497 taeis.
A PJ, através do sistema TeleEye, depois de ter feito uma análise da ocorrência do crime e do percurso de fuga, verificou que três dos indivíduos entraram na loja em questão e pediram aos funcionários que lhe mostrassem algumas mercadorias. Ao mesmo tempo, o casal, verificando que a vitrine ao lado da porta estava aberta, pegou num mostrador com 14 colares de ouro e meteu-os todos na mala da mulher.
Por haver possibilidade da fuga, O CPSP comunicou a todas as unidades da linha da frente para reforçar os patrulhamentos, também foram adoptadas medidas nos postos fronteiriços, apurou-se através de TeleEye que os indivíduos estavam no aeroporto internacional de Macau. O CPSP mandou logo agentes para detê-los, recuperando todos os objectos furtados nas suas bagagens. O cincos suspeitos foram levados para a PJ para investigação, confessaram o crime e foram depois presentes ao MP por furto qualificado.
O caso conseguiu ser resolvido dentro de poucas horas graça ao TeleEye que permitiu que os agentes do CPSP e da PJ podessem descobrir as características e o paradeiro dos autores do crime. Paa além disso, graça à excelente cooperação entre os dois órgãos e ao funcionamento suave do mecanismo de cooperação policial, concretizou-se uma acção de combate criminal eficiente que gerará efeitos de dissuasão para os criminosos, tendo garantido a estabilidade da sociedade.
