與內地警方聯手搗破跨境高利貸犯罪集團 共拘76人
2019年4月，本局透過與珠海警方的情報交流，得悉一個以內地人為骨幹的高利貸犯罪集團活躍於本澳，集團主腦在內地操控實際運作，相關放貸及追債事宜由下線成員執行，並會將無力還款的債仔禁錮或押回內地追討債項；該集團於2017年10月開始運作，極具組織性及層級性，且具備高度反偵查能力，在澳門及氹仔區設五個窩點，放貸次數不少於40次，涉及金額逾二千萬港元。
2019年10月28日，本局在內地公安部、廣東省公安廳和澳門中聯辦警聯部協調下，聯同珠海巿公安局進行代號“雙箭行動”的執法部署。本局派出120名刑事偵查員，分別搜查上述五個窩點，拘捕38名涉案內地人，起出手機、印章、帳簿、借據及屬於他人的證件，並在關閘口岸截獲三名涉案內地人，另凍結13個貴賓廳戶口，扣押合共550多萬港元；內地警方動用400多名警力，在多個省市拘捕包括集團主腦及四名骨幹成員在內合共35名集團成員，扣押大量帳簿及銀行卡。
本局分別以犯罪集團、為賭博的高利貸、剝奪他人行動自由、文件的索取或接受、收留等五罪將41名在本澳被捕的涉案人移送檢察院偵辦，並繼續追查在逃人士。
Joining hands with the mainland police to crack a cross-border loan sharking criminal syndicate with 76 persons arrested
In April 2019, through intelligence exchange with the Zhuhai police, the Judiciary Police learned that a loan sharking criminal syndicate with mainlanders as key members was active in Macao. The mastermind controlled the practical operations of the syndicate in the mainland, and the lending and debt collection were carried out by subordinate members, who would lock up loanees when they were unable to repay the loans or escort them to the mainland to pursue the loans. The syndicate commenced operation since October 2017. It was highly organised and hierarchical, and was equipped with a high capability of evading investigation. 5 dens were set up in Macao and Taipa districts, no less than 40 loans were lent out, involving a total amount of over HKD 20 millions.
On 28th October 2019, under the coordination of the Ministry of Public Security of the mainland, the Guangdong Provincial Public Security Department and Police Liaison Department of the Liaison Office of the Central People's Government in Macao, a law enforcement deployment codenamed “Operation Double Arrows” was jointly carried out by the Judiciary Police and the Zhuhai Municipal Public Security Bureau. 120 criminal investigators of the Judiciary Police were deployed to search the 5 aforementioned dens respectively. 38 involved mainlanders were arrested with mobile phones, stamps, ledgers, IOUs and identity documents belonging to others seized. In addition, 3 involved mainlanders were intercepted at the Border Gate, while 13 accounts of casino VIP rooms were frozen with a total over HKD 5.5 million captured. The mainland police deployed over 400 police officers to arrest a total of 35 members of the syndicate including the mastermind and 4 key members in many provinces and cities with a large quantity of ledgers and bank cards seized.
The 41 involved persons arrested in Macao were transferred to the Public Prosecutions Office for five offences namely criminal syndicate, practising gambling-related usuries, deprivation of other's freedom of movement, extortion or acceptance of documents and sheltering while continuing to pursue absconded persons.

Em Abril de 2019, mediante a troca de informações com a Polícia de Zhuhai, a PJ recebeu uma comunicação que dizia que uma organização criminosa de agiotagem estava a actuar com frequência no território e os seus membros principais eram todos residentes do continente. O cabecilha deste grupo na China estaria a controlar as operações em Macau e os seus operadores eram incumbidos de emprestar dinheiro e cobrar as dívidas, e sequestrar os devedores que não conseguissem liquidar os empréstimos ou até acompanhá-los à China para cobrar as dívidas. Aquele grupo começou a funcionar em Outubro de 2017, estruturado de forma detalhada, dividido em vários níveis e com grande capacidade de contra-investigação. O grupo estabeleceu em Macau e na Taipa cinco abrigos, esteve envolvido em pelo menos 40 casos de agiotagem e os valores envolvidos atingiram os 20 milhões de HKD.
Em 28 de Outubro de 2019, com a coordenação do Ministério da Segurança Pública, Directoria Provincial de Segurança Pública de Guangdong e Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Central em Macau, a PJ e a Directoria Municipal de Segurança Pública de Zhuhai planearam uma operação chamada “Operação de duas lanças”. A PJ mobilizou mais de 120 polícias e deteve em cinco abrigos 38 indivíduos da RPC, tendo sido apreendidos telemóveis, carimbos, cadernos de registos, recibos e vários bilhetes de identidade. Foram ainda interceptados nas Portas do Cerco três envolvidos provenientes do Continente, e foram congeladas treze contas de salas VIP e apreendidos um total de 5,5 milhões de HKD. A Polícia da RPC mobilizou mais de 400 agentes e durante a operação foram detidos em várias cidades e províncias um total de 35 elementos do grupo inclusive o cabecilha e quatro membros principais, foram apreendidos uma grande quantidade de cadernos de registo e cartões bancários.
Na totalidade forma presentes ao MP 41 indivíduos que foram detidos em Macau, por associação criminosa, usura para jogo, sequestro, exigência ou aceitação de documentos e acolhimento. A PJ continua à procura dos restantes criminosos em fuga.
