內地男子涉高利貸及禁錮被捕
2019年8月22日，一名內地女子向高利貸犯罪團伙借取10萬港元賭博，借款條件須先扣起一萬港元作為利息，並於每局贏出時再抽取兩成作為利息，以及交出身份證明文件作抵押。女事主最終賭敗，被兩名高利貸份子先後禁錮於黑沙環區某單位及福隆新街某賓館，至8月26日，女事主在賓館房間內遭其中一名涉案男子強姦，其後獲高利貸集團釋放，隨即向本局求助。
本局經調查鎖定另一名禁錮女事主的涉案內地男子身份；8月30日涉案男子經關閘入境，本局在治安警察局協助下將其截獲。涉案男子承認犯案，本局以犯罪集團、為賭博的高利貸、剝奪他人行動自由、文件的索取或接受等四罪將涉案男子移送檢察院處理，並追緝其他涉案人士。
Mainland man arrested for usury and detention
On 22nd August 2019, a mainland woman borrowed HKD100,000 for gambling from a usury criminal syndicate. The loan terms were that HKD10,000 in advance and 20% of the earnings in every winning game would be deducted as the interest, with her ID documents being surrendered as a pledge. The female victim eventually gambled away all the money and was successively detained in a residential unit at the Areia Preta district and a guesthouse at Rua da Felicidade by two loan sharks. On August 26th, the female victim was raped by one of the involved men in a room of the guesthouse. Having been released by the usury syndicate subsequently, she reported to the Judiciary Police for assistance thereupon.
After investigation, the Judiciary Police identified the other involved mainland man who had detained the female victim. On August 30th, the involved mainland man entered Macao via the Border Gate and was intercepted by the Judiciary Police with the assistance of the Public Security Police Force. The involved man confessed to his perpetration. The Judiciary Police transferred the involved man to the Public Prosecutions Office for four offences including criminal syndicate, practising usuries for gambling, deprivation of other's freedom of movement, extortion or acceptance of documents, while pursuing the other involved individuals.
Detido um homem da China continental por usura e sequestro
No dia 22 de Agosto de 2019, uma mulher da China continental pediu a um grupo criminoso de agiotagem 100.000 HK$ para jogar, com as condições de pagar previamente 10.000 HK$ como juro, pagar 20 por cento da aposta como juro em cada jogo ganho e entregar os documentos de identificação como garantia. A mulher acabou por perder ao jogo e ficou sequestrada num apartamento da zona da areia preta e numa pensão sita na Rua da Felicidade por dois membros do grupo. Em 26 de Agosto, foi violada num quarto da pensão por um dos membros. Posteriormente foi libertada e dirigiu-se de imediato à PJ para pedir ajuda.
Após averiguações, conseguiu-se identificar o outro suspeito da RPC que fazia parte do sequestro. No dia 30 de Agosto, quando o mesmo tentava entrar em Macau pelas Portas do Cerco, foi interceptado com a colaboração do CPSP. O detido confessou ter cometido os crimes e foi presente ao Ministério Público por associação criminosa, usura para jogo, sequestro, exigência ou aceitação de documento. A PJ está ainda à procura de outros indivíduos envolvidos.
