粵澳警方聯手偵破跨境郵包運毒案 查獲新型毒品“恰特草”
2018年4月18日，本局接獲珠海市公安局禁毒支隊通報，指一個來自非洲國家肯尼亞經中國轉往澳門的郵包內藏有毒品。為查明毒品流向及涉案人身份，案件由廣東省公安廳禁毒局督辦，並由珠海及澳門相關執法部門展開聯合偵查。
本局聯同澳門海關查悉涉案郵包於4月19日下午經蓮花口岸運抵本澳郵電局，其後於5月3日被送往收件的快遞公司；本局根據情報及相關偵查結果，確認該快遞公司未有參與犯罪，經接觸公司負責人後得知，公司應一名內地客人要求，自2018年1月開始代收來自肯尼亞一批聲稱是茶葉的包裹，再將貨物轉運至關閘一間水貨運輸店處理；本局於5月4日接觸水貨運輸店負責人，知悉店方會將有關茶葉轉換包裝後送往珠海指定地點以待提取。
鑑於有關郵包經迂迴及隱蔽方式進行多次運送，明顯存疑，故本局人員依法開啟有關郵包，經鑑定證實為新型毒品“恰特草”，共重16.44公斤，約值15萬至18萬澳門元，並鎖定一名涉案內地男子的身份，隨即向內地警方進行通報，並聯手展開追捕行動。2018年5月11日，在珠澳兩地執法部門聯合監控下，涉案男子在珠海口岸市場附近落網，珠海警方又截獲另一名與本案有關的內地男子，二人承認犯案，供稱至少兩次以相同手法將毒品偷運到內地。
在調查案件的過程中，本局與內地執法部門保持緊密聯繋，透過情報互通、聯合偵查等工作，再次搗破跨境販毒活動，顯示兩地警方和海關部門的執法合作取得顯著成效。
Guangdong and Macao police jointly cracked cross-border drug parcel case New drug “Khat leaves” seized
On 18th April 2018, the Judiciary Police received a notification from the Anti-Drugs Squad of the Zhuhai Municipal Public Security Bureau, indicating that drugs were concealed in a parcel delivered from the African country Kenya to Macao via China. To find out the flow of the drugs and the identity of the involved person, a joint investigation by related law enforcement agencies in Zhuhai and Macao was initiated with the supervision of Guangdong Provincial Public Security Department.
After investigation, the Judiciary Police and the Macao Customs Service learnt that the involved parcel was delivered to Macao Post and Telecommunications Bureau via the Cotai Lotus checkpoint on the afternoon of April 19th, and was sent to the receiving express delivery company on May 3rd. Based on intelligence and results of investigation, it was confirmed that the express delivery company did not participate in the crime; and it was learnt by contacting the person-in-charge of the company that the company had been receiving parcels claimed to be containing tea leaves from Kenya, which were then delivered to a parallel imports transportation shop near the Border Gate since January 2018, per the request of a client from mainland China. The Judiciary Police contacted the person-in-charge of the shop and learnt that after repackaging, the tea leaves would be sent to a specific location in Zhuhai pending collection.
As the parcel was delivered in a circuitous and covert way multiple times, it was apparently suspicious. Personnel of the Judiciary Police thus opened the parcel according to the stipulation of the law. Contents of the parcel were examined and confirmed to be the new drug type “khat leaves”, weighing a total of 16.44 kg and valued between MOP 150,000 and MOP 180,000. An involved mainland man was identified and the mainland police force was notified immediately to initiate a joint tracking and arrest operation. On 11th May 2018, under the joint surveillance of Zhuhai and Macao law enforcement agencies, the involved man was nabbed near the Zhuhai Border Gate market. The Zhuhai police also intercepted another mainland man related to this case. The two admitted to have committed the crime, and confessed that they had smuggled drugs to the mainland using this method at least two times.
In the course of the investigation, the Judiciary Police maintained close communication with the mainland law enforcement agencies. Another smash of cross border drug trafficking activity by intelligence sharing and joint investigation demonstrates the outstanding result of law enforcement collaboration between the police and customs authorities of the two regions.
Resolvido um casos de tráfico de droga transfronteiriço por encomenda graças à cooperação com a polícia de Guangdong, apreendidas “folhas de Khat”, um novo tipo de droga
No dia 18 de Abril de 2018, a PJ recebeu a comunicação do Grupo de Combate ao Tráfico de Droga da Directoria Municipal de Segurança Pública de Zhuhai, indicando que uma encomenda com droga estaria a ser enviada do Quénia para Macau, via China. Para verificar o movimento da droga e identificar os indivíduos envolvidos, a investigação deste caso foi realizada juntamente pelas polícias de Zhuhai e de Macau, com a coordenação dos Serviços de Combate ao Tráfico de Droga da Directoria Provincial de Segurança Pública de Guangdong.
Na investigação, a PJ e os SA de Macau souberam que a encomenda iria chegar aos CTT via Posto Fronteiriço Flor de Lótus na tarde de 19 de Abril e iria ser enviada para uma companhia de correio rápido no dia 3 de Maio. De acordo com as informações obtidas e os resultados dos inquéritos, a PJ verificou que aquela companhia não estava envolvida neste caso. Segundo o responsável da companhia, a pedido de um cliente da China continental, desde Janeiro de 2018, começou a transferir as encomendas provenientes do Quénia, que eram alegadamente folhas de chá, para uma loja de transporte na zona das Portas do Cerco. No dia 4 de Maio, entrámos em contacto com o responsável da loja de transporte e soubemos que a loja iria embrulhar novamente as alegadas folhas de chá e as transportaria para um local predefinido em Zhuhai.
Obviamente é um facto suspeito que a encomenda tivesse sido transferida por várias vezes e através de rotas complexas e ocultas, portanto, o nosso pessoal abriu a encomenda de acordo com a lei. Após a peritagem, verificou-se que se tratava de “folhas de Khat”, um novo tipo de droga, num peso total de 16,44 quilos e num valor entre 150 mil e 180 mil patacas. Um homem da China continental foi identificado como estando ligado ao caso, comunicámos imediatamente à polícia da China continental e iniciámos juntamente uma acção de detenção. No dia 11 de Maio de 2018, com o controle conjunto das polícias das duas jurisdições, o suspeito foi detido nas proximidades de um mercado do posto fronteiriço de Zhuhai. Para além disso, a polícia de Zhuhai deteve mais um homem que estaria ligado a este caso. Os dois confessaram o crime e admitiram ter transportado droga pelo menos duas vezes para o Continente através do mesmo método.
No processo da investigação, a PJ mantinha um contacto próximo com as entidades policiais da China continental. A actividade de tráfico de droga transfronteiriço foi desmantelada novamente graças à troca de informações e à investigação conjunta, isso mostrou que a cooperação entre as polícias e os serviços de alfândega das duas jurisdições dá resultados notáveis.
