粵澳警方聯手搗破高利貸犯罪集團
2018年1月，廣東省公安廳和珠海巿公安局通報本局，指有內地高利貸犯罪集團在珠澳兩地實施跨境犯罪。該犯罪集團在本澳向內地賭客進行高利貸犯罪，並禁錮無力還款的賭客，再於其逗留期限屆滿前轉移至珠海繼續禁錮。該犯罪集團運作逾一年，作案至少五宗，借貸金額折合約一千萬澳門元。
本局接報後隨即啟動與內地公安部門緊急聯絡機制，聯手偵查案件。2018年4月13日，兩地警方見時機成熟，同時展開緝捕行動：廣東省公安廳和珠海巿公安局出動100多名警力，在珠海巿緝捕至少12名犯罪集團骨幹成員，起出作案車輛、小量犯罪資金和銀行帳戶；本局根據通報，在路氹城區某酒店房間解救一對因無力償還高利貸而被禁錮的內地夫婦，拘捕三名負責看守的內地男子，並在其中一名內地男子身上搜出事主的內地證件。
調查發現，該犯罪集團最少由20多名內地居民組成，集團主腦在珠海透過手機操控在澳成員進行高利貸犯罪。本局以犯罪集團、為賭博的高利貸、文件的索取或接受、剝奪他人行動自由等四罪將三名被捕男子移送檢察院偵辦，並聯同內地警方繼續追查在逃人士的下落。
Guangdong and Macao police jointly cracked usury criminal syndicate
In January 2018, the Guangdong Province Public Security Department and the Zhuhai Municipal Public Security Bureau informed the Judiciary Police that a usury criminal syndicate from the mainland had been committing cross-border crime in Zhuhai and Macao. Conducting usury crime against the mainland gamblers in Macao, the criminal syndicate imprisoned gamblers who failed to make repayment and transferred them to Zhuhai for further confinement before the expiration date of their stay. The criminal syndicate had been operating for almost one year, having committed at least 5 cases and loaned out approximately MOP10,000,000.
After receiving the report, the Judiciary Police instantly initiated the emergency liaison mechanism with the mainland public security departments to jointly investigate the case. On 13th April 2018, seeing the opportune time, the police forces in both regions launched arrest operation simultaneously: the Guangdong Province Public Security Department and the Zhuhai Municipal Public Security Bureau deployed more than 100 personnel to apprehend at least 12 core members of the criminal syndicate in Zhuhai, seizing vehicles used for perpetration, small amount of criminal capital and bank accounts. Based on the information, the Judiciary Police rescued a mainland couple who were imprisoned for inability to repay the usury in a hotel room in the Cotai district. Three mainland men responsible for keeping watch were apprehended, with the victims’ mainland ID documents seized on one of them.
Investigation revealed that the criminal syndicate was comprised of more than 20 mainland residents, the mastermind of which manipulated the members in Macao to commit offence of usury via mobile phone in Zhuhai. The Judiciary Police transferred the three men to the Public Prosecutions Office for four offences of criminal syndicate, practising usuries for gambling, extortion or acceptance of documents and deprivation of other's freedom of movement; and continue to pursue jointly with the mainland police the whereabouts of the individuals at large.
Polícia de Macau e do continente desmantelaram uma rede de agiotagem
Em Janeiro de 2018, a PJ recebeu uma comunicação da Directoria Provincial de Segurança Pública de Guangdong e Directoria Municipal de Segurança Pública de Zhuhai, dizendo que um grupo de agiotagem do continental praticava crimes transfronteiriços, entre Macau e Zhuhai. Este grupo emprestava dinheiro aos jogadores chineses em Macau e sequestrava-os quando não conseguiam saldar a dívida, estes foram transferidos para Zhuhai antes do termo do período de permanência para continuar o sequestro. Apurou-se ainda que o grupo actuava há mais de um ano, tinha cometido pelo menos 5 crimes e os valores envolvidos atingiram os 10 milhões de patacas.
A PJ activou de imediato o mecanismo de comunicação urgente com as autoridades policiais da China continental para investigar em conjunto o caso. Em 13 de Abril de 2018, quando chegou o tempo oportuno, as polícias de Macau e do continente entraram em acção paralelamente; a Directoria Provincial de Segurança Pública de Guangdong e Directoria Municipal de Segurança Pública de Zhuhai, por sua vez, mobilizaram mais de 100 polícias, detiveram em Zhuhai 12 membros principais deste grupo, foram apreendidos um veículo, uma pequena quantia e bloqueada uma conta bancária; segundo as informações, a PJ libertou, num quarto de um hotel do Cotai, um casal chinês que foi sequestrado devido às dívidas, por esta ocasião, três homens da China continental, que estavam encarregados da guarda foram detidos, e foi ainda apreendido, na posse de um deles, um documento da RPC da vítima.
Na investigação, descobriu-se que este grupo terá sido constituído por mais de 20 indivíduos da China continental, a cabecilha deste grupo em Zhuhai, estaria a controlar as operações em Macau e a tomar decisões através do seu telemóvel. Os três detidos foram presentes ao MP por associação criminal, usura para jogo, exigência ou aceitação de documentos e sequestro. A PJ continua à procura, com as autoridades policiais da China continental, dos restantes criminosos em fuga.
