監獄大型突發事件演練—“迅雷聯合行動2025”順利進行

為強化保安範疇各部門與其他政府部門之間的聯動合作機制,提升應急處突和協調能力,在保安司黃少澤司長指揮下,由警察總局統籌澳門海關、治安警察局、司法警察局、消防局、懲教管理局、澳門保安部隊事務局及澳門保安部隊高等學校,並聯同衛生局,於2025年6月27日在路環監獄及其外圍舉行了代號“迅雷聯合行動2025”的監獄大型突發事件演練,模擬監獄發生暴動、挾持人質企圖越獄、處理爆炸品和追截可疑人士等情節。演練過程順利,達到預期效果。

演練於下午3時開始,模擬路環監獄男子囚倉有4名在囚人因觀看電視發生爭執及肢體衝突,經監獄社工勸喻無效,演變為集體打鬥。為防止事態進一步惡化,監獄立即啟動“懲教管理局突發事件應急預案”,設置應急指揮中心,派出機動應變隊及防暴隊組成監獄聯合防暴隊前往鎮暴,以及停止監獄所有活動。隨後,監獄聯合防暴隊迅速到達現場,成功控制場面,制服滋事在囚人。

在囚倉衝突的同時,模擬戶外放風區有40名正在放風的在囚人,因不滿放風活動被中止而情緒鼓譟,不服從警令,拒絕返回囚倉。監獄隨即派出機動應變隊前往現場支援應對。與此同時,監獄外圍發現一個可疑的背包,經檢查後,背包內裝有疑似爆炸品。經評估事態嚴重,當局決定啟動“跨部門專項應急預案”,並通報警察總局於監獄設立由懲教管理局、治安警察局及消防局組成的“跨部門現場指揮中心”,由懲教管理局局長擔任指揮官。然而,現場指揮中心再接報於監獄檢查站內,有2名在囚人持尖銳鉛筆,挾持另外2名在囚人,企圖越獄,並與現場獄警對峙。鑑於多起突發事件接連出現,顯然存在關聯性,懲教管理局局長隨即向保安司司長通報情況。

保安司司長在聽取懲教管理局局長的報告後,鑑於重大事件接連發生,極有可能為有預謀之策劃且情況越趨複雜嚴峻,決定升級應急預案,啟動“保安部隊及保安部門應對監獄突發事件應急預案”,指示警察總局局長設立“聯合行動指揮中心”,指揮澳門海關、治安警察局、司法警察局、消防局、懲教管理局、澳門保安部隊事務局、澳門保安部隊高等學校,以及衛生局展開聯合行動。由於監獄戶外放風區的暴力衝突不斷升級,“聯合行動指揮中心”立即指示治安警察局防暴隊與監獄防暴隊組成聯合防暴隊,並攻入戶外放風區,成功制服滋事在囚人,司法警察局人員將有關在囚人帶走調查。現場模擬15名在囚人受輕傷,由消防局及監獄醫護人員於臨時醫療站處理。

於監獄檢查站挾持事件中,司法警察局危機談判組及治安警察局特別行動組迅速到場,成功遊說挾持者釋放一名人質。然而,挾持者情緒激動,並刺傷另一名人質。特別行動組按指示迅速採取營救行動,成功控制挾持者,順利救出人質。現場模擬有3名傷者需由消防局及衛生局醫護作初步處理,再由救護車送院治理。

另一方面,治安警察局爆炸品處理組及消防局救護人員,到達監獄外圍發現疑似爆炸品的位置,經爆炸品處理組人員檢查後,確定為爆炸品,由排爆機械人將其在原地引爆,並交由司法警察局現場勘查人員搜證調查。同時,經翻查監控紀錄,鎖定一名疑似放置裝有爆炸品背包的男子,治安警察局隨即於各區加強巡邏和截查,並截獲該名男子,以及追查一輛疑似接應車輛的下落;澳門海關出動巡邏車、巡邏電單車、巡邏船艇及無人機隊進行搜索及追截,最終成功攔截及拘捕該名駕車的可疑人士,司法警察局人員將有關人士帶走調查。

是次演練為路環監獄搬遷至九澳新址以來,首次舉行的大型跨部門聯合應急演練,藉此檢視保安範疇各部門與其他政府部門應對監獄大型突發事件的聯動合作機制。演練歷時約1小時10分鐘,總參與人數419人,保安範疇多個部門參與,衛生局亦派員參與行動。演練達到預期效果,進一步提升保安範疇各部門與其他政府部門在聯合應對突發事故時的訊息通報、指揮協調及溝通聯動的能力。

黃少澤司長於總結時表示,是次演練展現出跨部門協同高效聯動與各部門的專業實戰能力,亦體現了現行應急預案的科學性和有效性。透過是次演練,各部門能更具體了解路環監獄的新環境、新設施,更有效檢視應急預案的可行性和實際操作要點,對完善新監獄的應急預案極具參考作用。各部門須就是次演練認真檢討,仔細落實到應急預案當中,從而優化相關戰術部署,讓行動方案更全面及有力。同時,各部門應時刻保持警惕,嚴格落實各項安全管理機制,以築牢新監獄的安全屏障。

保安範疇各部門將一如既往堅定履行職責,與時俱進,不斷強化風險意識與防範能力,並持續推動各類應急演練,以提升處突應對和部門協作水平,有效優化應急處置預案,築牢公共安全防線,切實保障社會穩定及市民生命財產安全。

Sucesso na realização do simulacro de incidente emergente de grande escala no estabelecimento prisional “Operação Conjunta – Relâmpago 2025”

In a bid to strengthen the mechanism of joint cooperation between security departments and other governmental departments, as well as to enhance emergency response and coordination capabilities, under the command of the Secretary for Security WONG Sio Chak, the Unitary Police Service coordinated with the Macao Customs Service, the Public Security Police Force, the Judiciary Police, the Fire Services Bureau, the Correctional Services Bureau, the Public Security Forces Affairs Bureau and the Academy of Public Security Forces, joined by the Health Bureau, to conduct a simulation exercise against large-scale emergency incident in prison codenamed “Joint Operation Thunder 2025” at the Coloane Prison and its perimeter on 27th June 2025.  Various scenarios including prison riot, hostage-taking and attempted prison break, handling explosives, and apprehending suspicious persons were simulated.  The exercise ran smoothly, with expected goals achieved. 

Beginning at 3pm, the exercise started with the scenario where four inmates in the Coloane Prison’s male detention zone got into an argument and physical altercation when watching TV.  After warnings from the prison social worker were ignored, the altercation turned into a group fight.  In order to prevent further worsening of the situation, the “Correctional Services Bureau Emergency Response Plan” was immediately activated, establishing an emergency response command centre, dispatching a joint prison riot control taskforce, formed by their Tactical Response Unit and Anti-riot Unit, to suppress and suspend all activities in the prison.  The situation was successfully controlled upon the swift arrival of the joint prison riot control taskforce, with the trouble-causing inmates subdued. 

While the conflict was happening inside the detention zone, another scenario at the outdoor exercise area was simulated.  Forty inmates who were having their outdoor exercise became emotional due to the halt of exercise session, refusing to obey the guards’ orders or return to their cells, forthwith the dispatch of the Tactical Intervention Unit to respond and support at the scene.  Simultaneously, a suspicious backpack was discovered on the prison perimeter.  A suspected explosive item was found inside the backpack upon examination.  The authorities, judging the situation grave upon assessment, determined to activate the “special interdepartmental emergency response plan”, notifying the “Interdepartmental On-site Command Centre” established by the Unitary Police Service and formed by the Correctional Services Bureau, the Public Security Police Force and the Fire Services Bureau at the prison, while the Director of the Correctional Services Bureau acted as the commander.  Nevertheless, the On-site Command Centre was notified that two inmates at a prison checkpoint, with sharp pencils in hand, were holding another two inmates hostage in an attempt to escape from the prison, and were in a standoff with the prison guards.  In light of the successive emergency incidents and their obvious connectivity, the Director of the Correctional Services Bureau swiftly reported the situation to the Secretary for Security. 

After hearing the report from the Director of the Correctional Services Bureau, and considering the major incidents that occurred successively were highly possibly premeditated, as well as the growing complexity and seriousness of the situation, the Secretary for Security decided to raise the emergency level and activated the “security forces and departments’ response plan for emergency incidents in prison”, instructing the Commissioner General of the Unitary Police Service to establish a “Joint Operation Command Centre”, commanding the Macao Customs Service, the Public Security Police Force, the Judiciary Police, the Fire Services Bureau, the Correctional Services Bureau, the Public Security Forces Affairs Bureau of Macao, the Academy of Public Security Forces of Macao, and the Health Bureau to launch a joint operation.  As the violent conflict at the outdoor exercise area in the prison went on escalating, the “Joint Operation Command Centre” immediately instructed the Anti-riot Units of the Public Security Police Force and the Correctional Services Bureau to form a joint anti-riot taskforce, launching an offensive into the outdoor exercise area, subduing the trouble-causing inmates.  The involved inmates were taken in for investigation by the Judiciary Police officers.  It was simulated that fifteen inmates at the scene were slightly injured, and were treated by the paramedics of the Fire Services Bureau and the Prison at the temporary medical station. 

In the hostage siege incident at the prison checkpoint, the Crisis Negotiation Group of the Judiciary Police and the Special Operation Unit of the Public Security Police Force swiftly arrived at the scene, and successfully persuaded the hostage-takers to release one hostage.  However, the hostage-takers became emotionally unstable that they stabbed and injured the other hostage.  The Special Operation Unit, per instructions, forthwith undertook a rescue operation, successfully subdued the hostage-takers and rescued the hostage.  It was simulated that three injured individuals received preliminary care by the paramedics of the Fire Services Bureau and the Health Bureau before being sent to the hospital by ambulance for treatment.

In the meantime, the Bomb Squad of the Public Security Police Force and the Fire Services Bureau paramedics arrived at the location on the prison perimeter where the suspected explosive item was discovered.  Upon examination by the Bomb Squad personnel, the item was confirmed to be an explosive, which was detonated at the scene by a bomb disposal robot, followed by evidence gathering and investigation by the personnel of the Crime Scene Investigation Unit of the Judiciary Police.  At the same time, surveillance footage was reviewed, identifying a man suspected to have placed the backpack with the explosive item.  The Public Security Police Force swiftly fortified patrols and checks in various districts, intercepting the involved man and pursuing the whereabouts of the suspected getaway car.  The Macao Customs Service deployed patrol cars, motorcycles and boats, as well as a drone squad to conduct searches and pursuits, finally intercepted and apprehended the suspicious driver, who was taken in by the Judiciary Police personnel for investigation. 

The exercise marked the first large-scale interdepartmental joint emergency response simulation exercise upon Coloane Prison’s relocation to Ká Hó, aimed to review the joint cooperation mechanism between security departments and other governmental departments in response to large-scale emergency incidents in prison.  The simulation exercise lasted for approximately one hour and 10 minutes, with a total of 419 participants from multiple security departments, as well as personnel dispatched by the Health Bureau.  Expected goals were achieved in the exercise, further optimising the capabilities in information notification, command coordination and communication linkage between the security departments and other governmental departments in joint response to emergency incidents.

Secretary WONG Sio Chak stated in his concluding remarks that the simulation exercise demonstrated effective interdepartmental coordination and professional operational capabilities of all departments involved, as well as validated the scientific rigor and effectiveness of the current emergency response plan.  Through this exercise, all departments gained a more concrete understanding of the new environment and facilities of the Coloane Prison, which enabled their more effective evaluation of the feasibility of the emergency plan and its key operational aspects. This will serve as valuable reference for refining the emergency response protocols for the new prison.  All departments must conduct thorough reviews into this exercise and meticulously incorporate the lessons learned into the emergency plan to optimise tactical deployments and enhance the comprehensiveness and robustness of operation plans.  Moreover, all departments shall remain vigilant at all times, strictly implement all security management mechanisms to strengthen the safety of the new prison.

All security departments will remain devoted to steadfastly fulfilling their responsibilities while keeping up with the times. The departments will also persist in enhancing risk awareness and prevention capabilities, continually promoting various emergency drills so as to improve crisis response and interdepartmental collaboration, effectively optimising emergency response plans, fortifying the public security defense line and tangibly safeguarding social stability and the lives and property of members of the public.
