“冬防行動2024”成效總結
為維持新春期間良好的治安環境,保障市民及旅客在本澳平安度歲,警察總局統籌及協調治安警察局、司法警察局,並聯同澳門海關於2024年1月22日開展“冬防行動2024”,行動貫穿農曆新年前後,至2月18日結束。行動有效保障各大型節慶活動的順利舉行,阻卻不法分子伺機作案,並嚴厲打擊及震懾各類犯罪活動。
整個行動中,合共開展672次警務行動,共動用警力7,317人次,調查了24,302名人士,當中1,288人被帶返警局作進一步調查,遣離本澳人士共664人,被送交檢察院處理的共349人,其中,涉及高利貸案35人、毒品案7人、盜竊案45人、詐騙案72人,屬司法機關拘留令及攔截令的對象14人,當中3人被即時送往監獄服刑。另外,查獲“換錢黨”271人、“扒仔”2人、賣淫人士14人。同時,澳門海關亦於行動期間嚴打走私水貨、偷渡和打擊侵權行為,並聯同內地警務單位進行代號“春悅”的聯合行動,以整頓海上治安和嚴打不法販運活動,合共出動巡邏船艇共34船次,並根據《對外貿易法》的規定對181人作出起訴,檢獲美妝產品、煙酒、新/舊電子產品及瀕危植物等物品。
總結“冬防行動2024”成效顯著,在市民及旅客的配合下,各項警務措施得以有效開展,整體社會秩序良好,治安維持穩定狀態。隨着今年本澳出入境人次較往年大增,本澳市面人流和車流暢旺,警方將保持高度警惕,密切注視治安形勢的變化和不穩因素,適時採取各項預防犯罪的部署和打擊行動,致力維護澳門的長治久安。

Conclusion on the efficacy of “Winter Precaution Operation 2024”
To maintain a good security environment during Chinese New Year and safeguard the public and tourists’ peaceful celebration of the festival in Macao, the Unitary Police Service organised and coordinated the Public Security Police Force, the Judiciary Police, as well as the Macao Customs Service to jointly initiate “Winter Precaution Operation 2024” on 22nd January 2024, which ran through the period before and after Chinese New Year and ended on February 18th. The operation safeguarded the smooth flow of various large-scale festive events effectively, preventing illegal elements from taking the opportunity to commit crimes, and rigorously curbing and deterring various types of criminal activities.
During the entire operation, a total of 672 police operations were launched, mobilising 7,317 counts of police personnel in total to investigate 24,302 individuals, among whom 1,288 persons were brought back to the police stations for further investigation. A total of 664 individuals were deported from Macao and a total of 349 persons were transferred to the Public Prosecutions Office for handling: 35 persons were involved in usury cases, 7 in drug cases, 45 in theft cases, 72 in fraud cases, 14 persons were the subjects of detention orders and interception orders issued by judicial authorities, among whom 3 were sent to the prison immediately to serve their sentences. In addition, 271 “money exchange gangsters”, 2 tip-hustlers and 14 persons engaged in prostitution were intercepted. At the same time, the Macao Customs Service also combatted rigorously parallel trading activities, illegal immigration and infringement acts during the operation. Together with the mainland police unit, the Macao Customs Service conducted joint operation codenamed “Spring Delight” to consolidate maritime security and curb illegal trafficking activities rigorously, with a total of 34 counts of patrolling vessels dispatched. Moreover, according to the stipulation of “Foreign Trade Law”, 181 persons were indicted, with items such as cosmetics products, cigarettes and wines, new/old electronic products and endangered plants seized.
To conclude, “Winter Precaution Operation 2024” yielded remarkable results. Under the cooperation of fellow residents and tourists, various police measures were effectively initiated. The overall law and order in the society was favourable and the security environment remained stable. With inbound and outbound person-times outnumbering that of last year and the busy pedestrian and traffic flows in the city, the police would remain highly vigilant to closely monitor the changes and unstable factors of the security landscape, launching timely various deployment and combat actions in the prevention of crimes and is committed to safeguard the long-term peace and order in Macao.

Balanço da Operação Preventiva de Inverno 2024
Com o intuito de manter um ambiente tranquilo e seguro na quadra do Ano Novo Chinês, de forma a garantir a segurança de residentes e turistas durante a passagem do ano, os Serviços de Polícia Unitários (SPU) coordenaram o Corpo de Polícia de Segurança Pública (CPSP) e a Polícia Judiciária (PJ), bem como contaram com a colaboração dos Serviços de Alfândega de Macau (SA), na realização da “Operação Preventiva de Inverno 2024” que teve o seu início no dia 22 de Janeiro. Esta operação decorreu durante todo o período do Ano Novo Lunar, terminou em 18 de Fevereiro e garantiu a realização com sucesso de vários eventos comemorativos de grande escala, conseguiu resultados satisfatórios no combate à criminalidade e produziu efeitos dissuasores sobre os criminosos que pretendiam aproveitar a quadra festiva para as suas práticas.
No decurso desta operação, as autoridades mobilizaram no total 7.317 agentes policiais na realização de 672 operações, foram identificados 24.302 indivíduos, entre os quais 1.288 foram conduzidos à Polícia para efeitos de averiguações e 664 foram expulsos de Macau. De entre os detidos, 349 indivíduos foram presentes ao Ministério Público para efeitos de acusação por terem cometido crimes relacionados, entre outros, com usura (35 indivíduos), droga (7), furto (45), burla (72). Além disso, 14 indivíduos foram interceptados em cumprimento de mandados de captura e detenção emitidos pelos órgãos judiciais, dos quais 3 foram enviados para o estabelecimento prisional para cumprimento de pena imediata. Ainda neste âmbito, foram interceptados 271 indivíduos envolvidos em troca ilícita de dinheiro, 2 indivíduos relacionados com empréstimo ilegal e 14 indivíduos por prática de prostituição. Durante a operação, os SA desencadearam acções de combate ao contrabando, imigração ilegal e contrafacção. Em cooperação com os serviços aduaneiros da China continental, os SA participaram ainda na “Operação conjunta no período primaveril”, para combater as actividades de tráfico ilícito e manter a ordem e segurança marítima. Nesta operação, os SA mobilizaram 34 embarcações de patrulhamento, acusaram 181 indivíduos nos termos da “Lei do Comércio Externo” e apreenderam produtos cosméticos, cigarros, bebidas alcoólicas, produtos electrónicos, novos e usados, plantas em risco de extinção, entre outros.
Fazendo um balanço, a “Operação Preventiva de Inverno 2024” alcançou resultados notáveis e a situação da segurança de Macau no cômputo geral manteve-se estável. Graças à colaboração dos residentes e dos turistas, as medidas policiais foram implementadas de forma eficaz. Com o aumento significativo do número de entradas e saídas de pessoas nos postos fronteiriços e a intensificação da movimentação de pessoas e de veículos em Macau, a polícia continuará a manter-se em alerta e atenta à situação e aos riscos para a segurança, desencadeando operações preventivas e de combate em conformidade com a evolução da conjuntura, para garantir a ordem e a tranquilidade de Macau.
