民防架構就2024年民防工作進行會議
為持續優化本澳民防工作,民防架構於2024年2月19日在民防行動中心召開本年首次全體會議,會議由保安司司長黃少澤主持,警察總局局長梁文昌聯同29個民防架構部門代表出席,共同回顧過去民防工作的成效,並展望現代民防模式的落實部署,以持續做好各項民防優化工作,強化民防架構應對災害的協同能力,為即將來臨的風季作充分準備。
保安司司長黃少澤致辭時表示,過去一年,在行政長官的領導和指揮下,本澳曾三次為應對突發公共事件啟動了民防架構,當中有賴各成員緊守崗位、各司其職,採取有效應對措施,保障了公眾的生命和財產安全。特別是在去年8月,受超強颱風“蘇拉”的吹襲,各成員及早預警、高效協調、通力合作,使各項防災措施得以有效落實,維護了社會的正常秩序。
他同時總結了2023年期間,各項民防工作:
在民防宣傳教育方面,警察總局聯同各職能部門,到本澳各間學校舉行防災應急演習,以及進行社區宣傳活動及宣教工作。亦透過“水晶魚2023”民防演習及“社區民防聯絡機制”持續與各社團機構進行溝通,舉辦民防知識講座及專場培訓,持續增強公眾的防災避險能力。
在民防志願者方面,警察總局在去年成功完成第三期的招募,現有民防志願者共有217人。今年,相關招募及培訓工作將會再次開展,並增加民防架構部門的私人實體參與,以拓展民防志願者對民防工作的更全面認識。而即將進行的“水晶魚2024”民防演習,亦會繼續安排民防志願者及社區民防聯絡機制成員參與,冀透過檢視過往實際民防工作,從而提出優化及改善措施。
會上,民防架構各部門代表匯報了過去一年的民防工作情況,以及報告2024年的民防工作計劃,並就“水晶魚2024”民防颱風演習內容及優化部署共同作出討論。
就2024年的民防工作,黃司長作出了多項工作指示,包括關注風季期間部分低窪地區的道路修建工程,及早瞭解可能出現的安全風險和相關應急預案;檢視及添置民防裝備,確保民防應急工作能高效進行;此外,亦需完善各類民防資訊的發佈工作,將本澳的應急資訊傳遞得更廣更遠。
為進一步落實現代民防模式、高效應對各類突發公共事件、保護市民的生命財產安全,民防架構將繼續推動及做好《澳門特別行政區防災減災十年規劃》的各項防災減災工作,提升本澳應對災害的綜合聯動及應急協調能力,共同築牢現代民防安全防線。

Civil protection structure held meeting on 2024 civil protection work
In order to improve Macao's civil protection work continuously, the civil protection structure held its first plenary meeting of the year at the Civil Protection Operations Centre on 19th February 2024. The meeting was chaired by Secretary for Security WONG Sio Chak, and attended by Commissioner General of the Unitary Police Service LEONG Man Cheong, together with 29 representatives from civil protection departments, jointly reviewing the results of past civil protection work and looking forward to the practical deployment of the modern civil protection model, so as to optimise constantly various tasks of civil protection, and strengthen the collaborative ability of the civil protection structure in response to disasters, while getting fully prepared for the upcoming storm season.
Secretary for Security WONG Sio Chak said in his speech that in the past year, under the leadership and command of the Chief Executive, Macao had activated the civil protection structure on three occasions in response to public emergencies. It was attributed to all members sticking to their posts and performing their duties, while responding with effective measures, to safeguard the public’s lives and property. Last August in particular, when Super Typhoon "Saola" struck, all members had made early alert, along with efficient coordination and full cooperation, so that various disaster prevention measures could be effectively implemented and the normal order of society was maintained.
Meanwhile, he also summarised various civil protection tasks for the year 2023:
Regarding promotion and education of civil protection, the Unitary Police Service, together with various functional departments, held disaster prevention and emergency drills in various schools in Macao, while conducting community promotion campaigns and education work. Communication with various community organisations was also maintained through "Crystal Fish 2023" civil protection exercise and the "Community Civil Protection Liaison Mechanism", while organising lectures and special training sessions on civil protection knowledge, so as to enhance continuously the disaster prevention and refuge capabilities of the public.
With respect to civil protection volunteers, the Unitary Police Service successfully completed the third phase of recruitment last year, and there are currently 217 civil protection volunteers in total. This year, relevant recruitment and training work will be launched again, and the participation of private entities in the civil protection structure will expand so as to develop the more comprehensive knowledge on civil protection work for the volunteers. The upcoming "Crystal Fish 2024" civil protection exercise will also continue to involve civil protection volunteers and members of the Community Civil Protection Liaison Mechanism, in the hope to put forward optimisation and improvement measures by reviewing the practical civil protection work in the past.
At the meeting, representatives from various departments of the civil protection structure reported the civil protection work situation in the past year, as well as the civil protection work plan for 2024, and jointly discussed the content and optimised deployment of the "Crystal Fish 2024" civil protection typhoon exercise.
Regarding the civil protection work in 2024, Secretary WONG gave a number of work guidelines, which included close attention to road construction projects in some low-lying areas during the typhoon season, early understanding of possible safety risks and related contingency plans, as well as reviewing and purchasing civil protection equipment, so as to ensure the efficient implementation of civil protection emergency response work. In addition, it is also necessary to improve the dissemination work of various types of information on civil protection, aiming to spread the emergency information more widely and extensively in Macao.
In order to further implement the modern civil protection model, effectively respond to various public emergencies, and protect the safety of residents' lives and property, the civil protection structure will continue to promote and implement the work on various disaster prevention and mitigation measures in the " Macao Special Administrative Region Ten-year Plan for Disaster Prevention and Mitigation", to enhance Macao’s comprehensive collaboration and contingency coordination capabilities in response to disasters, while jointly building a strong line of safety defence of modern civil protection.

Reunião da estrutura de protecção civil sobre o trabalho de 2024
No intuito de optimizar o trabalho de protecção civil deste ano, a estrutura de protecção civil realizou em 19 de Fevereiro de 2024, no Centro de Operações de Protecção Civil (COPC), a primeira reunião plenária do ano. O evento foi presidido pelo Secretário para a Segurança, WONG Sio Chak e contou com a presença do Comandante-geral dos Serviços de Polícia Unitários (SPU), LEONG Man Cheong, e dos representantes das 29 entidades que compõem a estrutura de protecção civil. Durante a reunião, os participantes fizeram uma retrospectiva do trabalho realizado e apresentaram uma previsão sobre o trabalho a ser desenvolvido durante este ano, foi salientado que o trabalho poderá continuar a ser aperfeiçoado e que os membros irão coordenar este trabalho e cooperar de modo a melhorar as diversas tarefas e planos de prevenção e redução de desastres.
No seu discurso, o Secretário para a Segurança, WONG Sio Chak, salientou que, no ano passado, sob a liderança e comando do Chefe do Executivo, a estrutura de protecção civil foi activada por três vezes em resposta a incidentes de natureza pública. Graças aos esforços dos membros da estrutura, as medidas de resposta foram aplicadas de forma eficaz, garantiu-se assim a segurança da vida e dos bens da população. De entre as referidas ocasiões destaca-se a do mês de Agosto de 2023, durante a qual Macau foi assolado pelo super tufão “Saola”. Os membros da estrutura emitiram avisos de alerta atempados e, através de coordenação e cooperação eficientes, as diversas medidas de prevenção de desastres foram implementadas de forma eficaz, garantindo a ordem normal da sociedade.
O mesmo dirigente fez um balanço do trabalho realizado em 2023 no âmbito da protecção civil, nomeadamente:
Em relação à sensibilização e educação, os SPU têm vindo a coordenar diversos serviços competentes na sua realização, nomeadamente exercícios de resposta a emergências em escolas, acções de sensibilização pública e actividades de educação cívica, entre outros. A par disso, os SPU têm mantido a comunicação com as diversas organizações sociais através da realização de exercício de protecção civil “Peixe de Cristal 2023” e do “Mecanismo de Ligação Comunitária de Protecção Civil”, assim como realizaram-se palestras e acções de formação sobre conhecimentos de protecção civil de forma a aumentar a capacidade de prevenção de desastres da população.
No que toca aos voluntários de protecção civil, os SPU concluíram, no ano passado, o 3º plano de recrutamento, conta-se até o momento um total de 217 voluntários recrutados. Neste ano, haverá novamente recrutamentos e formação e irá ser reforçada a participação das entidades privadas que fazem parte da estrutura de protecção civil para participar nos recrutamentos, no sentido de alargar os conhecimentos dos voluntários sobre protecção civil. No próximo exercício de protecção civil “Peixe de Cristal 2024”, estarão novamente presentes voluntários e membros do “Mecanismo de Ligação Comunitária de Protecção Civil”, por forma a optimizar os mecanismos de protecção civil através da prática.
Durante a reunião, os representantes dos membros da estrutura de protecção civil reportaram as acções naquela área realizados no ano passado, bem como apresentaram os planos de actividades de protecção civil para o ano 2024 e discutiram-se ainda assuntos relacionados com o exercício “Peixe de Cristal 2024”.
Em relação ao trabalho previsto para 2024, o Secretário WONG emitiu várias instruções, nomeadamente disse de prestar atenção às obras de construção de estradas nas zonas baixas de forma a identificar possíveis riscos de segurança e preparar os planos de contingência no mais breve tempo possível, inspeccionando os equipamentos de protecção civil e procedendo à respectiva aquisição. A par disso, deverá ser optimizada a divulgação de informações para informar sobejamente sobre emergências.
No sentido de continuar a implementar o modelo moderno de protecção civil, responder de forma eficaz aos diversos incidentes de natureza pública, assim como proteger a vida e os bens dos residentes, a estrutura de protecção civil continuará a desenvolver a prevenção de desastres em conformidade com o “Plano decenal de prevenção e redução de desastres da RAEM”, de forma a melhorar a capacidade de acção conjunta e de coordenação de emergência, construindo uma linha moderna de segurança de protecção civil.
