保安範疇官員應邀出席《澳門講場》
2024年2月7日,司法警察局博彩及經濟罪案調查廳廳長鄧錦華、消防局研究及策劃廳代廳長李龍傑、澳門海關海上監察廳代廳長陳永禧、治安警察局策劃行動廳代廳長李德輝、以及警察總局行動策劃中心副督察馬家駒應邀出席澳門電台時事節目《澳門講場》,向市民介紹歲晚及新春期間“冬防行動”的警務措施及工作部署。
司法警察局
鄧廳長表示,根據司警局統計,2023年本澳的入屋盜竊案有35宗,損失440多萬元;涉及店鋪和商廈的盜竊案有50宗,涉款500多萬元。為加強新春期間的大廈保安,司警局聯同團體、坊會、物管業界代表等走訪各區進行宣教,提醒前線管理人員加強巡查,密切留意有否可疑情況,並呼籲大廈住戶做好各項防盜措施,注意鎖好門窗,避免在家中存放過多貴重財物。
他又指出,近期本澳詐騙案件並無出現特別高發的情況,然而司警局留意到網上平台出現一些以簡便、廉價作招徠的工程廣告,往往在工程完成後坐地起價進行詐騙,針對相關情況,司警局予以即時調查和積極打擊。局方非常重視電訊網絡詐騙的情況,持續採取“預防”、“挽回”、“打擊”三線並行的防治策略,堅持向不同群體、不同行業的人士進行防騙宣傳教育。他強調電訊網絡詐騙不僅在本澳出現,鄰近國家或地區如新加坡等亦大幅增加,司警局與電訊營運商保持緊密合作,2023年12月成功屏蔽了194個釣魚網站,防止大眾誤入網站造成損失。鄧廳長提醒市民切勿輕信網上的工程、銷售廣告或投資推介,要時刻保持警覺,小心保管個人資料,如遇到可疑人士或網站索要個人身份、銀行帳戶或信用卡等資料時,應果斷拒絕,倘懷疑遇騙應立即向警方求助。
消防局
李代廳長表示,消防局持續展開冬防行動,針對新春一系列的節日活動、各區廟宇、食肆、油站等重點場所進行消防部署以及宣教工作。
在宣教方面,消防局透過不同渠道向市民宣傳消防資訊,包括拜訪坊會團體、開辦專題講座、於媒體平台宣傳防火及燃氣等安全資訊,並通過民間力量協助轉發加強推廣。此外,消防局自2019年起與坊會團體及社區消防安全主任合作,協助居民檢視相關爐具的狀況、設置、通風條件等,同時向居民講解一氧化碳的危害、正確安全使用燃氣爐具等事項。
在巡查工作方面,針對食肆、油站、地盤等安全風險較高的地方加強了巡查力度,過程中亦會提醒工作人員定期清理爐頭及排煙管道、關注電器及燃氣爐具的使用安全等事項。
在行動部署方面,新春期間會派出人員和車輛到煙花燃放區域、花車巡遊路線等地點進行駐守戒備,並已聯同文化局到多所廟宇進行防火巡查及宣傳,保障市民和遊客更安心地歡度佳節。
有聽眾關注在大廈樓宇燃燒冥鏹及燃放炮竹的問題,李代廳長回應時表示尊重傳統習俗,但不建議於樓宇內燃燒冥鏹,倘阻礙到樓宇逃生或引致火災風險,則會構成違法行為。另外,李代廳長回應有關社區大廈有電單車違泊問題時,表示若有電單車阻塞或影響疏散通道,消防局將會根據新防火法相關條文及實際情況,作出評估及執法。
澳門海關
陳代廳長表示,為應對新春期間兩地牌車、港澳牌車及“澳車北上”疊加的通關車流,澳門海關已與治安警察局做好協調工作,於港珠澳大橋口岸車流高峰時加開車道,並加派人手協助車輛通關,多方面做好車輛分流及疏導工作。同時,澳門海關透過風險管理系統及高科技關檢設備,加強對進出境的交通工具、貨物、旅客及行李進行檢查,防範不法分子利用節假日通關客流、車流、物流高峰期,伺機偷運物品進入澳門,並重點打擊涉及武器、毒品、精神科藥物及未經檢驗檢疫食材的不法活動。
被問及打擊偷渡方面的工作,陳代廳長稱澳門海關利用海域智能監控系統對澳門半島及離島沿岸進行全天候監控,當可疑船隻進入警戒區時會即時發出預警及自動鎖定追蹤,能有效提升打擊海上不法活動的能力。偷渡形勢方面,澳門海關於2024年1月截獲8宗偷渡個案,當中5宗透過監控系統發現,去年共截獲68宗偷渡案件,偷渡方式主要是利用“三無船”進行,然而,亦有部分個案是利用遊艇、漁船及“水下推進器”進行,可見偷渡手法逐漸趨向多變。此外,從海關截獲的案件中分析有團伙化勾結,內地和本地的不法分子勾結組織非法活動,因此,海關聯同本地及內地執法部門不斷進行情報交換,以及適時部署聯合行動,以打擊不法的偷渡活動。
治安警察局
李代廳長表示在警察總局統籌下,治安警察局開展“冬防行動2024”,加強打擊春節期間的各類違法違規行為,從2024年1月22日至2月4日,治安警察局共截獲超過5,500人次,當中將265名人士帶返調查,涉及情況包括非法兌換、從事不法借貸活動、從事賣淫活動、僱用黑工、逾期逗留、非法入境等方面,治安警察局將持續留意本澳治安狀況,適時調整部署,以預防及打擊各類違法違規行為,確保市民和旅客生命財產安全。此外,治安警察局近日多次拜訪社團,積極收集意見和建議,以便更好地調整警務措施。同時,治安警察局深入社區以及在塔石年宵市場進行防罪滅罪宣傳,並通過網絡社交平台把新春期間的防罪資訊傳遞到社會。
在大型活動警務工作方面,治安警察局會根據活動資料進行詳細分析和風險評估,針對相關的風險因素向主辦單位提出優化建議,並共同商討突發事件的應急預案。在市面人流秩序方面,警方會持續關注新馬路、噴水池、大三巴、官也街及本澳各口岸等地方的人流情況,根據現場實際情況,適時實施人潮管制措施,並向公眾發佈有關訊息,確保公共秩序安全。
關於新春期間違規燃放煙花爆竹的情況,治安警察局聯同澳門海關及市政署於新年前開展聯合稽查行動,巡查本澳多家售賣賀年用品或香燭的店舖。同時,治安警察局將加派人員巡查,在符合《個人資料保護法》的前提下設置鏡頭取證,倘發現相關情況,警員會依法作出檢控。此外,呼籲市民及旅客,切勿違規燃放煙花或爆竹,若有關行為造成他人受傷或財物損毀,可能需負上刑事責任。
警察總局
馬副督察表示,今年冬防行動已在上月正式展開,警察總局統籌治安警察局及司法警察局,並聯同澳門海關開展一系列的聯合警務行動。行動橫跨歲晚至春節期間,目的是預防及打擊不法活動,消除治安隱患,確保市民及旅客可以歡度佳節。
行動採取防打結合的形式,在防罪宣教方面,警務部門透過持續走進社區進行街道宣傳、拜訪不同社團機構及組織,向市民、旅客及商戶講解新型的犯罪手法,冀提升居民的防罪意識。在巡查打擊方面,警察總局根據犯罪形勢及社區情況,制定針對性的打擊策略,嚴厲打擊各種不法活動,同時亦會針對特定打擊目標,開展突擊巡查行動,以全面淨化治安環境。
他又表示,冬防行動由開展至2月4日,各警務部門共動用警力超過3,900人次,合共開展330次警務行動,累計巡查各類型場所約1,080場次,出動巡邏船艇15船次。行動合共調查超過13,800人次,當中超過800人須被帶返警局作進一步調查。另外,約有220人因涉嫌觸犯刑事罪行而被送交司法機關審理,涉及犯罪行為包括︰詐騙、盜竊、高利貸、協助偷渡等。而在打擊走私水貨活動方面,澳門海關共查獲違反《對外貿易法》而被行政起訴的人士超過130多人。
目前,冬防行動仍持續進行,警察總局將密切留意犯罪趨勢及社會情況,適時調整警務部署,與前線警務部門共同維護本澳良好的治安環境。

Public security officials invited to attend “Macao Forum”
On 7th February 2024, Head of Gaming-related and Economic Crimes Investigation Department TANG Kam Va of the Judiciary Police, Acting Head of Research and Planning Department LEI Long Kit of the Fire Services Bureau, Acting Head of Marine Surveillance Department CHAN Weng Hei of Macao Customs Service, Acting Head of Planning and Operation Department LEI Tak Fai of the Public Security Police Force and Deputy Assistant Inspector General MA Ka Koi of the Operations Planning Centre of the Unitary Police Service were invited to attend the Rádio Macao current affairs programme “Macao Forum” to brief residents on the police measures and work deployment of the “Winter Precaution Operation” during lunar year end and Spring Festival.
Judiciary Police
Department Head TANG stated that according to the statistics of the Judiciary Police, in 2023 in Macao, there were 35 cases of burglary with a loss of more than MOP4.4 million, and 50 cases of theft involving stores and commercial buildings with a loss of over MOP5 million. In order to enhance building security during Spring Festival, the Judiciary Police joined forces with representatives of community organisations, neighborhood associations and the property management sector, etc. to visit various districts to conduct publicity and educational activities, reminding frontline property management personnel to step up patrols and keep a close watch on any suspicious situation, as well as calling on building residents to take various preventive measures against theft, pay attention to locking the doors and windows, and avoid storing too many valuables at home.
He also pointed out that there had not been a particularly high incidence of fraud cases in Macao recently. Nevertheless, the Judiciary Police noticed that some advertisements touting for simple, easy and inexpensive works had emerged on online platforms which were often scams perpetrated by raising the price on the spot after the works had been completed. In view of the situation, the Judiciary Police carried out immediate investigation and active combat. The Judiciary Police attached great importance to the situation of telecom and cyber fraud, continued to adopt the three-pronged prevention and control strategy of “prevention”, “recovery” and “combat”, persevered in conducting publicity and education on fraud prevention for people of different groups and trades. He emphasised that telecom and cyber fraud had not only occurred in Macao, but also increased significantly in neighbouring countries or regions such as Singapore, etc. The Judiciary Police maintained close cooperation with telecom operators and successfully blocked 194 phishing websites in December 2023 to prevent the public from accessing the websites inadvertently and incurring losses. Department Head TANG reminded residents not to trust online advertisements for works and sales, or investment recommendation easily, and to stay vigilant at all times and safeguard their personal information carefully. If they came across any suspicious persons or websites requesting for information including personal identity, bank account or credit card, they should turn down the request decisively and seek assistance from the police immediately once they suspected of being scammed.
Fire Services Bureau
Acting Department Head LEI stated that the Fire Services Bureau continued to launch Winter Precaution Operation, conducting fire safety deployment, publicity and education work targeting at a series of festive activities during Spring Festival, key venues including temples, eateries and gas stations in various districts.
On publicity and education, the Fire Services Bureau publicised fire safety information to the residents through various channels, including visiting Kaifong associations, organising thematic lectures and publicising fire prevention and gas safety information on media platforms, as well as enhancing publicity through the assistance of community efforts in forwarding the information. In addition, the Fire Services Bureau cooperated with Kaifong associations and community fire safety officers from 2019 onwards to assist residents in examining the condition, installation and ventilation of relevant stoves, while explaining to them the hazards of carbon monoxide, and the proper and safe use of gas stoves, etc.
In respect of inspection work, inspection efforts had been stepped up targeting venues with higher safety risks including eateries, gas stations and construction sites, during which staff members were also reminded to clean stoves and exhaust pipes regularly, pay attention to the safe use of electrical appliances and gas stoves, etc.
In terms of operational deployment, personnel and vehicles would be deployed to stand guard at locations including firework display areas and float parade routes during Spring Festival, and fire prevention inspections and publicity efforts had been carried out at a number of temples in conjunction with the Cultural Affairs Bureau to ensure that residents and visitors could celebrate the festive season at greater ease.
In response to the concern raised by an audience about the issue of burning joss paper and setting off firecrackers in buildings, Acting Department Head LEI indicated that he respected traditional customs, yet burning joss paper in buildings was not recommended, as it would constitute an illegal act if escape from a building was impeded or a fire risk posed. Moreover, in response to the issue of unauthorised parking of motorcycles in community buildings, Acting Department Head LEI stated that the Fire Services Bureau would carry out assessment and law enforcement in accordance with the relevant provisions of the new fire prevention law and the actual situation if any motorcycles blocked or affected the evacuation routes.
Macao Customs Service
Acting Department Head CHAN stated that in order to address the overlapping customs clearance traffic flow of vehicles with Guangdong-Macao dual region licence plates, vehicles with Hong Kong and Macao vehicle licence plates and “Northbound Travel for Macao Vehicles” during Spring Festival, the Macao Customs Service had already coordinated with the Public Security Police Force to open additional lanes during peak traffic hours of the Hong Kong-Zhuhai-Macao Bridge port, and deployed additional manpower to assist vehicles in customs clearance, so as to prepare for diversion of vehicles and facilitation of traffic flow in various aspects. Meanwhile, the Macao Customs Service had stepped up inspections of inbound and outbound transportation, goods, visitors and baggage through its risk management system and high-tech customs inspection equipment, in a bid to prevent unruly elements from taking advantage of the customs clearance peak hours of passenger, vehicular and logistic flows during festivals and holidays and seizing the opportunity to smuggle goods into Macao, as well as targeting at combating unlawful activities involving weapons, narcotics, psychotropic substances, uninspected and non-quarantined food ingredients.
In his response to the efforts in fighting against illegal immigration, Acting Department Head CHAN stated that Macao Customs Service utilized the maritime intelligent surveillance system to carry out round-the-clock surveillance of the Macao Peninsula and the Islands’ coastlines. When a suspicious vessel entered the alert area, an immediate early warning would be issued, and automatic identification and tracking carried out, which effectively enhanced the capability of combating unlawful activities at sea. Regarding the situation of illegal immigration, the Macao Customs Service intercepted 8 cases of illegal immigration in January 2024, among which 5 cases were discovered through the surveillance system. A total of 68 illegal immigration cases were intercepted last year, the modus operandi of which was mainly carried out by using “three-no vessels”. However, there were some cases in which yachts, fishing boats and “underwater propellers” were used, indicating gradually ever-changing modus operandus of illegal immigration. Moreover, analysis of cases intercepted by the Macao Customs Service indicated syndicated collusion, whereby mainland and local unruly elements colluded in organising illegal activities. Therefore, the Macao Customs Service joined hands with the law enforcement agencies of Macao and the mainland to constantly exchange intelligence, and deploy joint operations in a timely manner to combat illegal immigration activities.
Public Security Police Force
Acting Department Head LEI stated that under the coordination of the Unitary Police Service, the Public Security Police Force launched the “Winter Precaution Operation 2024” to step up efforts in cracking down various types of illegal and illicit acts during Spring Festival. From 22nd January to 4th February 2024, the Public Security Police Force had intercepted more than 5,500 person-times in total, of which 265 persons were brought back for investigation, involving illegal currency exchange, engagement in illegal loan activities, engagement in prostitution, employment of illegal workers, overstaying and illegal entry. The Public Security Police Force would continue to monitor the law and order situation in Macao and make timely adjustments to its deployment in order to prevent and combat various types of illegal and illicit acts, thereby ensuring the safety of lives and property of residents and tourists. Furthermore, the Public Security Police Force had recently paid a number of visits to community organisations to actively collect views and suggestions for better adjustment of police measures. At the same time, the Public Security Police Force conducted crime prevention and elimination publicity deep in the community and at the Tap Seac Chinese New Year Market, and disseminated crime prevention information to the community during Spring Festival through online social media platforms.
With respect to police work of mega events, the Public Security Police Force would conduct detailed analysis and risk assessment based on the information of the events, provide recommendations for optimisation to the organising units in view of relevant risk factors, and jointly discuss the contingency plan for emergencies. Regarding the order of pedestrian flow on the streets, the Public Security Police Force would keep a close watch on the situation of pedestrian flow in places including Avenida de Almeida Ribeiro, Fonte, Ruins of St. Paul, Rua do Cunha and various checkpoints in Macao. Crowd control measures would be implemented in a timely manner according to the actual situation on site and relevant messages disseminated to the public to ensure public order and safety.
In terms of illegal setting off of fireworks and firecrackers during Spring Festival, the Public Security Police Force, together with the Macao Customs Service and the Municipal Affairs Bureau, launched a joint inspection operation before the Chinese New Year, inspecting a number of stores selling Chinese New Year’s supplies or joss sticks in Macao. At the same time, the Public Security Police Force would mobilise more officers to conduct inspections and set up cameras to collect evidence on the premise of complying with the “Personal Data Protection Act”, and if relevant circumstances were found, police officers would take prosecution actions in accordance with the law. Furthermore, residents and tourists were urged not to set off fireworks or firecrackers illegally, as they might be held criminally liable for any injuries to others or damage to property caused by such acts.
Unitary Police Service
Deputy Assistant Inspector General MA indicated that this year’s Winter Precaution Operation had officially been launched last month, with the Unitary Police Service coordinating the Public Security Police Force and the Judiciary Police to initiate a series of joint police operations with the Macao Customs Service. The Operation spanned the period from lunar year end to Spring Festival, with the aim of preventing and combating illegal activities, eradicating underlying public security dangers to ensure that the residents and tourists could celebrate the festive season.
The Operation adopted a combination of prevention and combat. For the publicity and education of crime prevention, the police departments continued to conduct street publicity in the community and pay visits to various community organisations and groups to explain new types of modus operandi to the residents, tourists and business operators, with a view to enhancing the public awareness of crime prevention. In respect of patrol and crackdown, the Unitary Police Service formulated targeted combat strategies based on the crime situation and community condition to rigorously combat various kinds of unlawful activities, meanwhile conducting blitz patrol operations against specific combat targets to enhance public security in a comprehensive manner.
He also pointed out that from the commencement of the Winter Precaution Operation until February 4th, various police departments had mobilised more than 3,900 man-times of police force and conducted a total of 330 police operations, cumulatively conducted approximately 1,080 inspections to various types of establishments and deployed 15 patrol vessel trips. A total of over 13,800 person-times were investigated in the operations, of whom more than 800 persons had to be brought back to the police stations for further investigation. In addition, around 220 persons were transferred to the judicial authorities for trial on suspicion of committing criminal offences, including offences of fraud, theft, usury and assisting in illegal immigration. In terms of combating parallel trading activities, the Macao Customs Service had seized more than 130 persons who had been subjected to administrative prosecution for violating the “Foreign Trade Law”.
At present, the Winter Precaution Operation is still on-going. The Unitary Police Service will closely monitor the crime trend and societal situation, make timely adjustments to its police deployment, and uphold the favourable public security environment of Macao in concerted efforts with the frontline police departments.

Dirigentes e chefia da área de segurança no programa de rádio “Macau Fórum”
No dia 7 de Fevereiro de 2024, o Chefe do Departamento de Investigação de Crimes relacionados com o Jogo e Económicos da Polícia Judiciária, TANG Kam Va, o Chefe do Departamento de Estudo e Planeamento do Corpo de Bombeiros, substituto, LEI Long Kit, o Chefe do Departamento de Inspecção Marítima dos Serviços de Alfândega, substituto, CHAN Weng Hei, o Chefe do Departamento de Planeamento de Operações do Corpo de Polícia de Segurança Pública, substituto, LEI Tak Fai, e o Subinspector do Centro de Planeamento de Operações dos Serviços de Polícia Unitários, MA Ka Koi, foram convidados para estarem presentes no programa de rádio “Macau Fórum”, com o intuito de explicar aos ouvintes as medidas policiais adoptadas no âmbito da “Operação Preventiva do Inverno”, a realizar na quadra festiva do Ano Novo Lunar.
Polícia Judiciária (PJ)
O Chefe de departamento TANG Kam Va salientou que, segundo as estatísticas realizadas pela PJ, em 2023, foram registados em Macau 35 casos de furto em residência que envolveram perdas superiores a 4,4 milhões de patacas e 50 casos de furto em lojas e edifícios comerciais que envolveram valores superiores a 5 milhões de patacas. No sentido de reforçar a segurança dos edifícios durante a quadra do Ano Novo Lunar, a PJ com associações cívicas, associações de moradores e sector da administração de propriedades realizaram acções de sensibilização pública em diferentes zonas de Macau. Além disso, a PJ alertou o pessoal da linha da frente para aumentar os controles e a atenção às situações suspeitas, e apelou aos moradores para tomarem medidas de prevenção contra os furtos, especialmente manter portas e janelas devidamente fechadas e evitar deixar muito dinheiro ou objectos valiosos em casa.
O mesmo dirigente salientou que, ultimamente, o número de casos de burla não sofreu uma subida particularmente grande, contudo, a PJ reparou que na internet tem surgido casos de burla que envolvem obras de decoração, nestes casos, os criminosos fazem publicidade na internet alegando facilidades e baixos preços, burlam depois as vítimas através do aumento do preço após a conclusão das obras. Face a esta situação, a PJ efectuou, de forma imediata, a investigação e o combate necessários. A par disso, a PJ tem prestado especial atenção à situação das burlas em telecomunicações e cibernética, focando três vertentes, “prevenção”, “recuperação” e “combate”, prosseguindo com as acções de sensibilização pública sobre prevenção das burlas. O chefe TANG reiterou que, para além de Macau, este tipo de burla também ocorrem em países e territórios vizinhos, nomeadamente Singapura, onde tem havido uma subida significativa. Face ao exposto, a PJ coopera com os operadores de telecomunicações, bloqueou com sucesso 194 websites de phishing até Dezembro de 2023, evitando perdas por parte dos possíveis visitantes desses websites. Por fim, TANG Kam Va aproveitou a ocasião para apelar aos residentes para terem cuidado com as publicidades de obras, de vendas e de recomendações de investimentos na internet, estarem atentos e não fornecerem dados pessoais, devem recusar prontamente eventuais pedidos de indivíduos ou websites suspeitos de envio de dados pessoais tais como identidade, número de contas bancárias ou de cartões de crédito. Caso suspeitem de que tenham sido vitimizados, devem denunciá-lo imediatamente à polícia.
Corpo de Bombeiros (CB)
O chefe de departamento, substituto, LEI Long Kit, salientou que o CB prosseguiu com a “Operação Preventiva do Inverno”, tomou medidas de prevenção de incêndios e realizou acções de sensibilização destinadas a diversas actividades do Ano Novo Lunar e em diversos locais, designadamente templos, estabelecimentos de comidas, postos de reabastecimento de combustíveis etc.
Na vertente da sensibilização pública, o CB realizou acções de sensibilização de prevenções de incêndios através de vários canais, nomeadamente visitas a associações, realização de palestras temáticas, publicação de informações úteis sobre a prevenção de incêndios e segurança no uso de combustíveis em diversas plataformas na internet e cooperou com os residentes na divulgação dessas informações. Além disso, desde 2019, o CB tem vindo a cooperar com as associações e os chefes comunitários de segurança contra incêndios na verificação do funcionamento, da colocação e do estado da ventilação dos aquecedores de água, explicando aos residentes o perigo do monóxido de carbono e a correcta utilização dos aquecedores de água a gás.
Na vertente da fiscalização, o CB tem aumentado as acções de fiscalização em locais vulneráveis a incêndios, nomeadamente estabelecimentos de comida, postos de reabastecimento de combustíveis, estaleiros de obra etc., alertando os trabalhadores desses locais para efectuarem periodicamente a limpeza das chaminés, prestarem atenção à segurança durante a utilização dos aparelhos eléctricos e fogões.
Na vertente do planeamento operacional, o CB irá enviar pessoal e viaturas a vários locais, nomeadamente zonas autorizadas para a queima de panchões e fogos de artifício, o percurso da parada dos carros alegóricos etc., e realiza, juntamente com o Instituto Cultural, acções de inspecção e sensibilização aos templos, procurando desta forma garantir uma quadra festiva harmoniosa para residentes e turistas.
Em relação à intervenção de um ouvinte onde falava da queima de incensos, papéis votivos e panchões nos edifícios, LEI Long Kit salientou que respeita a tradição dos residentes, mas não recomenda a prática dos rituais no interior dos edifícios, visto que se pode incorrer em infracções se se bloqueia a via de evacuação ou se causa incêndios nos prédios. Além disso, na resposta a uma questão levantada por um ouvinte sobre o estacionamento indevido de motas nos parques de estacionamento dos edifícios, LEI Long Kit salientou que, caso estas motas bloqueiem ou afectem as vias de evacuação dos edifícios, o CB irá avaliar a situação e executar as medidas legais previstas na nova legislação de segurança contra incêndios.
Serviços de Alfândega (SA)
O chefe de departamento, substituto, CHAN Weng Hei, salientou que, prevendo a pressão que os veículos de dupla matrícula (Macau-Zhuhai e Macau-Hong Kong) e os veículos que usam a medida “circulação de veículos de Macau na província de Guangdong”, exercem sobre o trânsito de Macau, os SA coordenaram com o CPSP na abertura, durante as horas de ponta, de mais passagens rodoviárias no posto alfandegário da Ponte Hong Kong-Zhuhai-Macau, bem como o reforço do pessoal para garantir a fluidez dessa passagem e o bom funcionamento da triagem de veículos. Ao mesmo tempo, através do sistema de gestão de riscos e dos dispositivos modernos de inspecção aduaneira, os SA aumentaram a inspecção dos meios de transporte, mercadorias, turistas e bagagens, para prevenir que elementos marginais aproveitem do aumento de passageiros, viaturas e mercadorias para importarem ilegalmente materiais proibidos a Macau, especialmente armas, droga, substâncias psicotrópicas e comidas não inspeccionadas.
Na vertente do combate à imigração ilegal, CHAN Weng Hei salientou que os SA recorreram ao sistema inteligente de monitorização da área marítima para acompanhar a situação da orla marítima da península de Macau e das ilhas. O referido sistema emite alertas para as autoridades sempre que detecte a entrada de embarcações suspeitas nas zonas sob vigilância, efectua-se assim o seu posicionamento e relativa perseguição, aumentando a eficácia do combate às ilegalidades cometidas na área marítima. Em relação à situação da imigração ilegal, em Janeiro de 2024, os SA detectaram um total de 8 casos de imigração ilegal, entre os quais 5 foram detectados pelo referido sistema inteligente. No ano transacto, foram detectados 68 casos de imigração ilegal. Embora a maior parte destes casos sejam cometidos através de embarcações sem nome, certificado e porto de registo, foram detectados alguns casos que recorreram a iates, embarcações de pesca e veículos de propulsão para mergulhadores, revelando uma tendência cada vez mais diversificada nas formas de prática da imigração clandestina. Além disso, os casos descobertos revelaram ainda indícios de crime organizado transfronteiriço que envolvem criminosos de Macau e da China continental. Desta forma, os SA irão continuar a cooperar com as outras autoridades da RAEM e da China continental, nomeadamente na troca de informações e no planeamento de operações conjuntas, de forma a melhorar a eficácia do combate a este tipo de crimes.
Corpo de Polícia de Segurança Pública (CPSP)
O Chefe de departamento, substituto, LEI Tak Fai, afirmou que com a coordenação dos SPU, o CPSP levou a cabo acções de combate à criminalidade no âmbito da “Operação Preventiva do Inverno 2024”. No período compreendido entre 22 de Janeiro e 4 de Fevereiro de 2024, mais de 5.500 indivíduos foram identificados, entre os quais, 265 foram conduzidos à esquadra para investigação por suspeitas de prática de câmbio ilegal, empréstimo ilegal, prostituição, emprego ilegal, excesso de permanência, entrada ilegal etc. O CPSP vai estar atento à situação da segurança local, ajustando de forma atempada o dispositivo policial, de forma a prevenir e combater os actos ilícitos, garantindo a segurança da vida e dos bens de residentes e turistas. Ultimamente, o CPSP teve encontros com as associações no sentido de recolher e ouvir as suas opiniões, a fim de melhor planear o trabalho. Ao mesmo tempo, tem realizado campanhas de sensibilização de prevenção e combate à criminalidade, nomeadamente junto dos moradores dos bairros comunitários e na Feira de Ano Novo Chinês, no Tap Seac, bem como através das diversas redes sociais.
Em relação à segurança dos eventos de grande envergadura, o CPSP procede primeiramente à análise e avaliação dos risco com base nas informações do evento e depois apresenta propostas de melhoria à entidade organizadora, procurando assim elaborar juntos planos de resposta a eventuais incidentes. Quanto ao controlo do fluxo de pessoas nos locais de grande movimentação, sobretudo na Avenida de Almeida Ribeiro, Largo do Senado, Ruínas de S. Paulo, Rua do Cunha e postos fronteiriços, o CPSP monitoriza constantemente a situação desses locais, adoptando atempadamente medidas de controlo de multidões e divulgando as respectivas informações ao público, para garantir a ordem e a segurança.
No que toca ao trabalho de fiscalização à queima ilegal de panchões e fogos-de-artifício, o CPSP, em colaboração com os SA e o Instituto para os Assuntos Municipais, iniciou nas vésperas do Ano Novo Chinês, acções conjuntas de fiscalização às lojas que vendem esses produtos. O CPSP vai aumentar as patrulhas e controles, bem como instalará câmaras para recolher provas em conformidade com a Lei de Protecção de Dados Pessoais, e sempre que detectar a ocorrência destes actos ilícitos, a polícia actuará de acordo com a lei. O CPSP apela a residentes e turistas para não queimarem panchões ou fogos-de-artifício ilegalmente, actos estes que poderão ser responsabilizados criminalmente se causarem ferimentos a terceiros ou danos a propriedades.
Serviços de Polícia Unitários (SPU)
O Subinspector MA Ka Koi referiu que a “Operação Preventiva do Inverno 2024” teve início no mês passado, e com a coordenação dos SPU, o CPSP e a PJ desenvolveram uma série de operações, as quais contaram também com a colaboração dos SA. A operação decorre durante o Ano Novo Lunar e o período que o antecede, e tem como objectivo a prevenção e combate à criminalidade, a eliminação de potenciais riscos e pretende proporcionar uma quadra festiva tranquila e segura.
A “Operação Preventiva do Inverno” é composta por campanhas de sensibilização e operações de combate ao crime. Na vertente da prevenção, os serviços policiais realizam diversas campanhas de sensibilização nas ruas e visitas às associações, para divulgar a residentes, turistas e lojistas informações sobre o modus operandi dos novos tipos de crime, a fim de melhorar a prevenção criminal. No que respeita ao combate à criminalidade, os SPU definiram estratégias com base nas tendências criminais e nas condições sociais, a fim de combater de forma rigorosa todos os tipos de actividades ilícitas. A par disso, irão realizar acções de controle sobre alvos específicos, procurando garantir um bom ambiente a nível de segurança.
Desde o início da operação até 4 de Fevereiro, as autoridades mobilizaram no total mais de 3.900 agentes policiais e desencadearam 330 acções de controle, que envolveram um total de cerca de 1.080 locais e estabelecimentos, bem como mobilizaram por 15 vezes, embarcações de patrulha. Durante a operação, mais de 13.800 indivíduos foram sujeitos a identificação, entre os quais mais de 800 foram conduzidos à polícia para averiguações. Além disso, houve cerca de 220 indivíduos encaminhados ao órgão judiciário por cometimento de crimes, nomeadamente burla, furto, agiotagem, auxílio à imigração ilegal e outros. Em relação às actividades ligadas ao contrabando, mais de 130 indivíduos foram acusados administrativamente nos termos da “Lei do Comércio Externo”.
A “Operação Preventiva do Inverno” ainda está em curso. Os SPU prestarão especial atenção às tendências da criminalidade e à situação da sociedade, ajustando atempadamente o dispositivo policial e cooperando com os serviços policiais da linha da frente para manter um bom ambiente de segurança em Macau.
