本局參與澳門國際機場全面緊急演習
根據2023年初由“空運簡化手續及民航保安委員會”批核的年度計劃,澳門國際機場每年進行不同類型演習,讓涉及搜救行動的政府機關和營運商完善處理緊急事件的應變能力。澳門國際機場於2023年12月13日凌晨進行了全面緊急演習,模擬一架航機因進近高度過低在降落跑道後發生意外,造成機尾折斷墜海、機身著火、人員傷亡等嚴重事故,澳門國際機場隨即啟動應變機制進行搜救。演習過程順利,達到預期效果。
演習於12月13日凌晨2時半開始,模擬一架載有77名乘客和六名機組人員的航機由於進近高度過低,在澳門國際機場跑道下降地面後觸碰防波堤,導致機身尾部折斷,折斷部位與部分乘客同時跌入海裏;在跑道上的機身劇烈彈跳並打滑,至停定後著火。機長隨即向機場發出緊急狀態並要求疏散機上乘客。機場緊急應變中心啟動處理事件,消防和救援隊伍抵達現場進行搜救。
在搜救過程中,大部分乘客和所有機組人員成功逃離機艙,其餘乘客仍然受困,需接受進一步救援。意外造成多名人員傷亡,在各方的通力合作下,所有傷者均被迅速送往醫院接受治療。各參與機構均能按照機場緊急應變計劃和各自的突發事件應變計劃啟動必要工作。演習約早上六時結束,過程順利並達預期效果,參與人數約500人。本局共派出17名刑事偵查及刑事技術人員參與演習,主要負責對遇難者遺體進行調查,以及排查事件是否涉及恐怖襲擊。
是次演練由澳門國際機場專營股份有限公司負責籌備,參與機構包括警察總局、澳門海關、治安警察局、司法警察局、消防局、旅遊局、衛生局、社會工作局、海事及水務局、民航局、澳門紅十字會、澳門航空有限公司、澳門保安有限公司和明捷澳門機場服務有限公司。

Judiciary Police participated in full scale emergency exercise of Macao International Airport
In accordance with the annual plan approved by the “Air Transport Facilitation and Civil Aviation Security Committee” in early 2023, the Macao International Airport conducts different types of exercise every year, enabling the government agencies and operators involved in search and rescue operations to improve their emergency response capabilities. The Macao International Airport conducted the full scale emergency exercise in the wee hours of 13th December 2023, simulating an aircraft accident which occurred after touching down on the runway due to an excessively low approach altitude, resulting in serious incidents in which the tail of the aircraft broke off and crashed into the sea, the fuselage of the aircraft caught fire and casualties were sustained. The Macao International Airport immediately activated the emergency response mechanism to conduct search and rescue operations. The exercise was carried out in a smooth manner and achieved the expected results.
The exercise started at 02:30 AM on December 13th and simulated that an aircraft, which was carrying 77 passengers and 6 crew members, crashed into the breakwater after descending on the runway of Macao International Airport due to its excessively low approach altitude, resulting in the tail section of the aircraft breaking off, while the broken section and some of the passengers falling into the sea at the same time. The fuselage of the aircraft bounced violently and skidded on the runway before catching fire upon coming to a complete standstill. The captain of the aircraft immediately declared an emergency to the airport and requested the evacuation of the passengers on board. The Airport Emergency Response Centre was activated to address the incident. The Fire Services Bureau and the rescue teams arrived at the scene for search and rescue operations.
During the search and rescue process, the majority of the passengers and all crew members managed to escape from the cabin, while the remaining passengers were still trapped and needed further rescue. The accident resulted in a number of casualties, yet all the injured were promptly transported to the hospital for medical treatment with the concerted efforts of all parties involved. All participating entities were able to launch their necessary tasks in accordance with the airport emergency response plan and their respective contingency plans. The exercise was concluded at around 6:00 AM, which went smoothly and achieved the expected results with approximately 500 participants. The Judiciary Police mobilised a total of 17 personnel of criminal investigation and forensic science to take part in the exercise, who were mainly responsible for conducting investigation on the bodies of the victims and investigating whether the incident involved terrorist attacks.
The exercise was coordinated by CAM-Macao International Airport Company Ltd., with the participating entities including the Unitary Police Service, Macao Customs Service, Public Security Police Force, Judiciary Police, Fire Services Bureau, Macao Government Tourist Office, Health Bureau, Social Welfare Bureau, Marine and Water Bureau, Civil Aviation Authority, Macau Red Cross, Air Macao Company Ltd., Macao Security Company Ltd., and Menzies Macao Airport Services Ltd.

PJ participou no exercício de emergência geral no Aeroporto Internacional de Macau
De acordo com o plano anual aprovado pela Comissão de Facilitação e Segurança da Aviação Civil no início de 2023, o Aeroporto Internacional de Macau (AIM) realiza anualmente diferentes tipos de exercícios, para que os serviços públicos e os operadores envolvidos nas operações de busca e salvamento melhorem a sua capacidade de resposta a emergências. O AIM realizou, na madrugada de 13 de Dezembro de 2023, um exercício de emergência geral, simulando um incidente grave, que ocorreu durante a aterragem de uma aeronave, onde devido a um erro de altitude, a aeronave perdeu a cauda da aeronave no mar, houve um incêndio na fuselagem com feridos e mortos. O AIM accionou de imediato o mecanismo de resposta para efectuar buscas e salvamentos, o exercício foi realizado com sucesso e alcançaram-se os resultados previstos.
O exercício teve início às 2h30 da madrugada de 13, simulando a aproximação de um avião com 77 passageiros e 6 membros da tripulação, que embateu no dique de protecção durante a descida na pista, por causa de um erro, a altitude do avião era muito baixa. O acidente fez com que a parte traseira da fuselagem se partisse e a parte partida caísse com alguns passageiros no seu interior; a fuselagem saltou violentamente e escorregou na pista, incendiando-se após a paragem. O comandante emitiu imediatamente um alerta de emergência para o aeroporto e pediu a evacuação dos passageiros a bordo. O Centro de Operações de Emergência do Aeroporto iniciou a operação de resgate, o Corpo de Bombeiros e as equipas de socorro chegaram ao local para efectuar as operações de busca e salvamento.
Durante estas operações, a maioria dos passageiros e todos os tripulantes conseguiram sair da cabine do avião, os restantes passageiros ainda estavam presos e precisavam de ser socorridos. Embora o acidente tenha causado vários feridos e mortos, graças à cooperação de todas as partes, todos os feridos foram rapidamente transportados para o hospital. Todas as entidades intervenientes conseguiram efectuar as tarefas necessárias de acordo com o Plano de Emergência do Aeroporto. O exercício terminou por volta das 06h00, decorreu com sucesso e deu os resultados previstos, e contou com a participação de cerca de 500 pessoas. Nesta ocasião, a Polícia Judiciária mobilizou 17 investigadores e técnicos de criminalística para participar nas operações, os quais foram responsáveis por realizar investigação junto dos cadáveres, bem como apurar se o incidente estaria ligado a um acto de terrorismo.
O exercício foi organizado pela CAM - Sociedade do Aeroporto Internacional de Macau, S.A.R.L., e as entidades participantes foram os Serviços de Polícia Unitários, Serviços de Alfândega, Corpo de Polícia de Segurança Pública, Polícia Judiciária, Corpo de Bombeiros, Direcção dos Serviços de Turismo, Serviços de Saúde, Instituto de Acção Social, Direcção dos Serviços de Assuntos Marítimos e de Água, Autoridade de Aviação Civil, Cruz Vermelha de Macau, Air Macau, Companhia de Segurança de Macau Limitada e Menzies Macau Airport Services Limited.
